Special Eligibility Criteria

   Railway reserves the right to procure bulk/full quantity from OEM . Authorized dealers/agents should submit tender specific authorization/ valid dealership certificate from OEM along with their offer, failing which their offer will be summarily rejected without back reference. The OEM/Authorized Dealers/Agents must comply with the following conditions failing which their offers are liable to be rejected without further reference: (i) In a tender, either the authorized dealer/agent on behalf of the Principal/OEM or the Principal/OEM itself can bid, but both cannot bid simultaneously in the same tender for the same item. (ii) If an authorized dealer/agent submits bid on behalf of the Principal/OEM, the same dealer/agent shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item. For details refer Clause No 9.2.4 of Section- I (Instructions to Tenderers) of ECoR Tender document uploaded in website www.eastcoastrailway.indianrailways.gov.in and www.ireps.gov.in. NB:1. Tenderers with valid dealership certificate offering make as per tender description should have satisfactory past performance for the tendered item or similar item with same or equivalent drawing/specification within Current Financial Year up-to tender opening date and Previous 3 Financial Years for minimum 20 percent of the tendered quantity against a single order of any Zonal Railway or Railway PUs. 2. Tenderers with satisfactory past performance for the tendered item or similar item with same or equivalent drawing/specification within Current Financial Year up-to tender opening date and Previous 3 Financial Years for less than 20 percent of the tendered quantity against a single order of any Zonal Railway or Railway PUs shall only be eligible for developmental order for up-to 20% quantity.

   Bidders must fulfill the "conditions of RESPONSIVENESS" mentioned in the tender document, failing which, their offer will be summarily rejected.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Bidders quoting abnormally long delivery period or abnormally short validity will be considered as unresponsive and offer shall be passed over.

   Annexure-B attached along with the tender document pertaining to "Code of Integrity, Obligations for proactive disclosures, Misdemeanour and Penalties for misdemeanours" shall be applicable. I/We hereby certify that no other concerns or affiliates(such as having common partner/ director/promoter/owner/holding company decision control etc.) have participated in this tender which can give rise to a conflict of interest or fall under anti-competitive practices.
