Special Eligibility Criteria

   Technical Eligibility Criteria :- 1)Tenderer should be OEM (Original Equipment Manufacturer) or authorised by OEM for this specific tender. If the tenderer is authorised by OEM, he must have to submit Tender specific OEM authorization certificate in proforma enclosed as Annexure 'B". The tenderer shall provide satisfactory evidence acceptable to purchaser to show that he is regular 'manufacturer of the item offered and has technical knowledge and practical experience. 2)Tenderer must have successfully supplied & commissioned at least 03 (three) Deep Freezer (cold Test Chamber) having operating temperature up to - 40 degree Celsius or lower & Capacity 200 litre or more in last 7 years( to be reckoned from the original date of closing of tender) to any organization in India. Along with the offer, tenderers have to submit statement of past supplies along with details like Purchaser's name,. Purchaser's Address, 'Purchaser's email address /contact no of purchaser,Purchase Order (PO) with date & qty. supplied (along with the copies of Purchase order & Proof of supply) and their commissioning details with date (Copy of commissioning certificate to be enclosed ). One Performance certificate of supplied machine, issued by purchaser/end user submitted by tenderer should be for satisfactory working of machine which shall not be older than 01 years . The Performance certificate submitted by the tenderer shall have been issued by the actual end user organization of the machine, with their clear signature and address therein, in whose premises the machine is installed and commissioned. Copies of POs/commissioning certificate/performance certificate submitted shall indicate the parameters/specification of the supplied machine to prove same/similarity aspect of the machine as mentioned above; technical specifications of the machine from the related document of the PO may be attached to supplement the PO in regard to the respective parameters of similarity aspect of the machine (Specification attached shall have the linkages to the PO). The document in support of the above two conditions should be submitted/ uploaded along with the offer and no document in support of these will be accepted after the opening of tender. In case, no Information or Incomplete information is furnished by the tenderer, the offer shall be summarily rejected

   (a) Requirement of a vendor to be a Class I local supplier and Class II local supplier (certification to be provided as per revised " Public Procurement (Preference to Make in India), Order 2017 dated 16.09.2020 [referred as PPP-MII order 2017 in subsequent paras]), for the tendered item(s), shall be a mandatory condition in addition to other qualifying criteria, including status of Vendor approval, which may be applicable for purchase of the item. (b) Offers of only Class-I local supplier and Class-II local supplier, as defined under the PPP-MII ordrer 2017 and amendment thereof, shall be considered for any ordering.

   Please ensure that you have attached relevant MSE certificate if you claim for preferential treatment as MSE. Railways may cancel the contract for defaulted part by forfeiting SD commensurate to that lot.

Commercial-Compliance

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 percent for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender condition.

   E- invoice declaration : Firm to be submitted declaration regarding e-invoices while claiming the payment by those suppliers which are exempted from e-invoices as under : "We hereby declare that though our aggregate turnover in any preceding financial year from 2017-2018 onwards is more than the aggregate turnover notified under sub - rule (4) of rule 48, we are not required to prepare an invoice in terms of the provisions of the sub-rule."

   Evaluation Criteria: The total value of the offer will be calculated based on:i) The cost of basic Machineii) Cost of Concomitant Accessories.iii) Cost of any other Accessories which in opinion of supplier is essentially required for making the machine fully functional.iv) Cost of the Turnkey Charges viz Foundation work (if any), Installation/ Commissioning, Prove out & Training Charges etcv) Cost of Comprehensive AMC for a period of 05 years after warranty.vi) Applicable duties and taxes, packaging, insurance, freight etc.Note: Tenderer should quote AMC rate for each of the five years i.e. 1st year, 2ndyear .... And so on. The AMC price for each year will be firm(fixed). The CAMCcharges would be added to the FOR destination price after applying the rate ofdiscounting @10% for M&Ps for the purpose of comparative evaluation of theoffer.CAMC shall be operated, managed and paid by consignee.

   For evaluation firm has to quote their price considering the cost of Basic Machine, Concomitant Accessories, Essential Spares, Essential Services, insurance, freight, cost of foundation, installation, Commissioning, prove out & training and other items as per the requirement. The rates and other financial terms quoted in relevant columns of financial bids in IREPS will be final for all purposes and rate quoted else where will not be considered. The bidders should quote the total price considering the price of Basic Machine, Concomitant Accessories, Essential Spares, optional accessories and Essential Services as per para 3 of the Tech.Spec Part-I as part of their financial bid only.
