USFD Testing of Rails using RDSO approved equipment for a length of 10,878 TKM inChennai, Salem, Thiruvananthapuram, and Tiruchchirappalli Divisions of Southern Railway for a period of 1 year.

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where _ V = Advertised value of the tender in crores of Rupees N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VI(B), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant / Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

1.RDSO certified USFD operators and machines for the testing are mandatory. To ensure it, the contractor has to propose the names of RDSO approved USFD operator after award of LOA, which will further be verified and approved by ADEN. However, contractor has to propose the RDSO approved USFD machines to be utilised for testing in the tender itself which should be SRT/DRT/Hand held testing equipment's with B- Scan facility equipped with minimum of 9 probes including 37 degree forward and backward probes for detecting bolt hole cracks.2.The firm shall submit the planning to complete the work, as per the schedule given per quarter in the tender document duly indicating the number of machines and operators approved by the RDSO and it shall be commensurate with the prescribed quarterly schedule of testing. The details are to be submitted as "Number of machines available, number of operators available/ proposed, calculated daily output of testing in TKM and calculated quarterly output of testing in TKM (Quarter is 03 months)" for assessing the capacity of the firm in rail testing (up to date of inviting tender).3.The self assed capacity worked out (details submitted by tenderer as specified in the above clause 2 of eligibility conditions - Special Technical Criteria) shall be equal or greater than the quarterly schedule of progress mentioned under clause 17.0 of special conditions and technical specifications. The capacity to be worked out i.e. for non- vehicular testing shall be up to 3 TKMs for SRT with two operators and 6 TKMs for DRT with two operators per day per machine (vide para 16 of RB lr. No. Track/21/2004/0902/7/Vol-III Dt: 20.06.2022).4.Also, latest valid QAP shall be available as on date of inviting tender, and if the valid QAP is not submitted, the offer will be summarily rejected even though the firm qualifies the above criteria mentioned in sl.no 1 to 3.5.Tenderer should incorporate the following documents: The contractor must provide documentary evidence of (i)Owning 12 nos of SRT/ 6 nos DRT B scan machines (equipped with minimum of 9 probes including 37 degree forward and backward probes) - RDSO approved machines. OR(ii)Proof of entering into MOU with manufacturer/supplier of RDSO approved vender for 12 nos of SRT/ 6 nos DRT B scan machines (equipped with minimum of 9 probes including 37 degree forward and backward probes). Note: As per RB letter No.Track/21/2004/0902/Vol.III Dt:20.06.2022 "For contracts for works tender related to "USFD Testing of Rails/Welds by SRT/DRT/Handheld Testers" whose technical capabilities have already been established by RDSO, Board (ME&FC) have decided to dispense with the Minimum Technical Eligibility Criteria mentioned in Indian Railways Standard General conditions of Contract.

Submission of Annexure-V(A) under Document Verification Certificate: In case of other than Company/Proprietary firm, Annexure-V(A) shall also be submitted by each member of a Partnership Firm/Joint Venture (JV) /Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc., as the case may be. Non-submission of the above Certificate (s) by the bidder shall result in summarily rejection of his/their bid.

The tenderer shall clearly specify whether the tender is submitted on his own (Proprietary Firm) or on behalf of a Partnership Firm / Company / Joint Venture (JV) / Registered Society / Registered Trust / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP)etc. The tenderer(s) shall enclose the attested copies of the requisite documents (including Power of Attorney, if opted) for constitution of their concern as per clause 14 of GCC Part I and as per a) Clause 17 of GCC Part I, for JV b) Clause 18 of GCC Part I, for Partnership firm.
