Design, Supply, Erection and testing of mobile PSI testing system for 25/ 2x25 kV traction system.

"The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet".

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender

Definition of Similar Nature of Work: "Design, Supply, installation, testing & commissioning of mobile PSI testing system / mobile testing lab / testing Mobile Testing System for electrical sub-station (25 kV/66 kV /110 kV/ 132 kV/220 kV/ 400kV) / switching station (SP/SSP), having facilities for measurement, recording, generating & analysing test report for various tests viz. Insulation Resistance, Winding Resistance, Turn Ratio, Tan Delta, Capacitance, Relay Test, Oil BDV, CB / BM Timing, CT & PT analyser etc."

" The bidder should be original manufacturer or authorized agent of the original equipment manufacturer of mobile PSI testing system. (If Bidder is OEM, a self-attested certificate to that effect shall be submitted by the bidder. In case bidder is an authorized agent of OEM, an authorisation certificate from OEM must be submitted. Non-submission of this document shall result in summarily rejection of the Firm's offer) ii. OEM of PSI Testing System should have manufacturing facility and service center within India to provide service support for the mobile PSI testing system throughout its life cycle. (A self-attested certificate to that effect duly attaching OEM's registration details of Factory License and details of Pan India service centres shall be submitted by the bidder. Non- submission of this document shall result in summarily rejection of the Firm's offer) iii. All equipment integrated in mobile PSI testing system should be from single OEM. (A self-attested certificate to that effect shall be submitted by the bidder. Non-submission of this document shall result in summarily rejection of the Firm's offer)".

Compliance with Public Procurement (Preference to Make in India) Policy: This tender complies with Public Procurement (Preference to Make in India), Order 2017-Revision dated 19.07.2024 of Department of Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Govt. of India (herein referred to as PP-PIM), circulated vide Ministry of Railways (Railway Board)'s letter No.2020/RS(G)/779/2/Pt.1 (E3322671) dated 20.08.2024, and all its amendments. Only Class-I local suppliers (as defined in PP-PIM) shall be eligible to bid for list of items specified in Ministry of Railways (Railway Board)'s letter no.2025/RS(G)/779/3 (E3488356) dated 02.05.2025. For other items, only Class-I and Class-II local suppliers are eligible to bid. At the time of bidding, each bidder is required to indicate percentage of local content (as defined in PP-PIM) and provide self-certification that the item offered meets the local content requirement for "Class-I local supplier"/"Class-II local supplier", as the case may be. If this self-certification is not submitted, the bid will be summarily rejected. For contracts above Rs.10 crores, the provisions of Para 9(c) of PP-PIM shall be additionally applicable. For the purposes of this NIT, the "local content" (as defined in PP-PIM) requirement to categorize a supplier as "Class-I local supplier" is minimum 50% and for "Class-II local supplier" is minimum 20%. Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

EMD of those tenderers will be forfeited who resile from their offers within the validity period of the tender.

Joint Venture is applicable for tenders valuing more than Rs.10.00 Cr. only

Railway reserves the right to verify/seek clarification from authority/professional who has issued Certificate towards Technical/Financial eligibility of the tenderer.

Railway reserves the right to cancel the tender without assigning any reason thereof.

If the Tenderer(s) deliberately give(s) wrong information in tender or create(s) circumstance for the acceptance of tender, Railway shall without prejudice to any other right or remedy, shall reject such offer at any stage and forfeit the amount deposited as Earnest Money besides suspending the business for a minimum period of two years.

Even for the working contractors of this Railway, the onus of establishing the credentials of the tenderers from the office records or otherwise does not lie with the Railway. Railway shall evaluate the offer only from the certificates/documents which are submitted / attached with the offer.

If eligible L-1 tenderer resiles/withdraws offer after closing of the tender such tenderer shall be debarred from participation in the tender for this work, if the tender gets discharged due to tenderer resiling from the offer. The EMD shall be forfeited without prejudice to right of Railways to take any legal action as deemed fit against such tenderer.

Railways reserve the right to reject any or all offers without assigning any reason thereof.

Unreleased EMD, if any, held with the Railway Administration shall not be adjusted towards the EMD to be remitted online for the present tender.
