Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The employer reserves the right to reject one or all tenders without assigning any reason.

The employer is not responsible for any delay in accessing E- procurement portal.

Contractors should be registered with KPWD Registration and the tenderer should submit the Registration Certificate along with technical bid.

To qualify for the award of this contract, each tenderer should provide all details and documents as per the technical and financial bid attached to this tender.

All the formats prescribed in the bid document shall be filled out by the tenderer in a complete manner otherwise, it will be rejected

All the scanned documents pertaining to bidder to be uploaded shall be in original and same originals should be produced to the Executive Engineer (at the time of Technical Bid Opening) who reserves right to verify the original documents before approval.

Contractors should follow strictly prevailing rules of labour act.

The Item rates quoted shall include cost of Royalty charges on construction materials and other taxes as per rates provided in prevailing Govt orders at the time of execution and including cost and conveyance of all materials curing, loading and unloading with all lead and lifts, labour, hire charges of machineries and equipment etc., complete and all other incidental charges. All the items shall be executed as directed by the Engineer-in-charge of the work.

All materials required for this work shall be procured by the bidder himself and should be got tested by the quality control authorities at his own cost before use on the work. Department will not supply any materials.

Materials like bitumen, steel,cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority at his cost before used on the work.

All documents should be uploaded by the contractor is to be attested by the authorized notary or not below the rank of Executive Engineer and should be produced for verification at any stage of process as and when sought for .Failure to produce original documents leads to rejection of Tender.

Units, Rates and Prices shall be quoted by the tender in Indian Rupees only

The contractor should maintain the work during the defective liability period, i.e. As per Standard Bid Document

With in 20 days receipt of the letter of acceptance, the Successful tenderer shall deliver to the employer a security deposit in any of the form given in Bid Document.

The tender validity period is 90Days from the date of opening of Tender

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Bid document

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Contractor shall bound to comply the prevailing rules and regulations with regard to the EPF Contribution rules and any modifications thereof before and after execution of agreement.

Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

submit Affidavit duly signed by notary should be furnished for the statements showing the value of existing commitments and on-going works (for B Value) to calculate Bid Capacity.

Estimate rates are excluding GST as per Common SR 2024-25 and prevailing GST (18percent of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender, tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily.

Contractors should have Registration of GST, Employers Provident Fund and tenderer should submit Registration Certificate along with technical bid.

Tenderers are requested to read the Bid documents carefully and upload the necessary documents before submission of their bid.

Tenderer shall obtain the Work done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification.

The field Lab shall be preferably located, adjacent to the site with the required amenities as per the clause. Failing which 1percent of the amount of work done will be penalized.

The tenderer should submit proposed methodology and programme of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management , plan, proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion.

Financial Year will be reckoned as the period between first day of April and Thirty-first day of March of succeeding year (both days inclusive).

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer PWD Division Mangalore, during office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a general holiday the next working day will hold good in lieu of the dates mentioned.

To know more about the working condition, availability of local resources, location of work, and any other information, the tenderer has to visit the site along with the assistant engineer or assistant executive engineer, PWD subdivision, Mangalore.

As per KMMCR 1994 , Sub mineral concession used in works shall be compulsory used by obtaining mineral dispatch permit ( MDP) from sub mineral mining contractor approved by Department of Mines and Geology and submit the MDP sheets along with bill.

The successful bidder has to follow the prevailing Government orders regarding Royalty Charges. The Contractor has to submit MDP Certificate along with the running contractor bills. Otherwise Department will take necessary action as per the Government Orders/Circulars.
