   Railway reserves the right to purchase entire tender Quantity from those sources who have been approved by RCF for the item on or before the date of tender opening. But in case of removal or suspension or banning or degradation after opening the tender, such cases will be taken into account while deciding tender (for details regarding ordering on Approved / Developmental vendors please refer para 3.2 & 3.3 of Part B tender conditions)

   (i) In case of road delivery, the date of delivery at destination (Consignees end) shall only be treated as delivery date irrespective of F.O.R./F.O.T. condition mentioned elsewhere in the contract/tender. (ii) The bidder confirms that rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms i) In case of road delivery, the date of delivery at destination (Consignees end) shall only be treated as delivery date quoted anywhere else should be ignored. (iii) (a) Regarding MSE purchase preference firms, please refer clause 15.0 part B of Southern Railway tender conditions available under the link Public Documents->Stores/Supply. (b) Goods and service Tax: Please refer part A Para 14.0 of Southern Railway tender conditions available under the link Public Document -> Stores/Supply. (c) Preference to make in India Please refer part B Para 16.0 of Southern Railway tender conditions available under the link Public Document -> Stores/Supply. (d) Tenderers are advised to refer instructions to tenders (Part A) and Tender conditions (Part B) for other terms and conditions available under the link Public Document -> Stores/Supply. (iv) Procurement of the item is restricted to Class-I Local suppliers with minimum local content of 50% (Class-I Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020) only and the vendors who do not qualify to be "Class-I Local suppliers" (i.e., "Non-Local suppliers" or "Class-II Local suppliers" with local content less than 50%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Class-I Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.    PVC APPLICABLE: : The basic price of battery is based on M/s Hindustan Zinc ltd ex-Chanderiya Lead Zinc smelter price of Rs.2,11,300/- per MT. (exclusive of all statutory duties and taxes) and also considering all discounts offered by M/s.HZL in its price circular prevailing on 06.04.26 for lead purity 99.99%. The basic Price will be subject to variation as follows : For every increase/decrease of Rs.100.00 (exclusive of all statutory duties and taxes in M/s HZL ex-Chanderiya Lead Zinc Smelter price of Lead purity 99.99%, the basic price of 110V 120 AH VRLA Battery (PL NO. 33614477) will vary upward/downward as Rs.34.20 per set (exclusive of all statutory duties & taxes). In the event of variation in the price of Lead (purity 99.99%) by M/s. Hindustan Zinc ltd. (ex-Chanderiya smelter in its price circular (exclusive of all statutory duties, taxes and discounts if any), adjustment in the contact price upward /downward will be regulated with reference to the date of inspection call offer. The basic price of M/s HZL Lead purity 99.99% (ex-Chanderiya smelter) in its price circular (exclusive of all statutory taxes, duties and discounts if any) prevalent one month (i.e,30days) prior to date of inspection call for offering the battery set for inspection will be considered for computing the PVC. NOTE : 1. The date of dispatch will be treated as date of inspection call offer for the purpose of price variation in case of inspection waiver. NOTE :2. For the purpose of computing aforesaid PVC, the basic price of Lead purity 99.99% (Ex- Chanderiya smelter) shall be taken into account without referring to any discounts mentioned in the HZL price circular.
