SCH 'A' Part-XI (SEWAGE TREATMENT PLANT WORKS {0.7 MLD CAPACITY)
Designing, Supply, fixing, testing , installation & commissioning of Sewage Treatment Plant based on principle of aerobic attached growth non clogging randomly Moving Bed Bio-reactor (MBBR) having capacity of 0.7 MLD including entire civil and electromechanical works for complete functioning of STP along with requisite electrical control panels, all interconnecting pipes, cables and wires related to plant of capacity 0.7 MLD. The waste water coming out of plant is to be recycled for horticulture, MT wash / disposed off to river or as directed including all connected civil works complete including all as follows as per the OEM specifications to achieve the parameters mentioned as following:-

(K) TUBE SETLER (i) No. of tanks in parallel - 02 (ii) Volume of each tank - 21.06 cum (iii) Angle of inclination - 60 degree (iv) Area of tube settler - 11 sqm/cum Note:- Tube settler shall be placed at 0.75mtr from the flat botom keeping 0.25 mtr gap at the top. Bottom of the settler shall be made sloping at 45 degre towards centre from all sides to remove the sludge from bottom. Additional depth to be considered as per design requirement.
(L) DISINFECTION TANK (i) Retention time - 30.00 min (ii) Length - 2.80 mtrs (iii) Width - 2.80 mtrs (iv) Depth including free board - 2.30 mtrs (v) Volume - 18 Cum Note:- Method of disinfection is considered using Chlorine compound. The size of tank may vary if any other techonology being used for disinfection. The necessary modification to the design may be carried out by Accepting officer on the technology used. (L1) 01 No. HYPO DOZING SYSTEM of capacity 0.3LPH in PP construction and LDPE/HDPE dozing tank of 500 litre capacity ( The calculation of pump capacity is based on the 75% purity of chlorine. (N) ACF & MGF (i) Hours of operation - 16 Hours (ii) Filtration rate considered - 12 cum/sqm /Hour Note:- 2 MGF and 2 ACF filters of filtration capacity 12 Cum/Sqm/Hour of dia not less than 1.6 mtrs shall be provided. The pumping and back washing arrangement shall be supplied by manufacturer as per the requirement. The dimensions and flow rate may vary as per the vender equipment. Note:- The tenderer are required to workout their own price and quote their rates based on their own design. The rates quoted by the tenderer for the work deemed to include the following :- (i) 1 lot of foundation for pumps, blowers and other equipment's as required in PCC as specified by the OEM and suitable starters. (ii) (a) Suitable temperature control measures insulation of pipeline and heating arrangement shall be adopted for winter season upto (-) 10⁰ C at the height of 1600 mtr from MSL at Khreuh and suitable arrangement for adding chemical to maintain bacterial culture suitable for winter temperature in the MBBR chamber for multiplying the bacteria. The culture should maintain the Ph of sewage in the neutral range. (ii) (b) Pre- painted galvalume aluminium zinc coating GI based corrugated steel sheet 0.50 mm thick with mild steel framed structure including two coats of synthetic enamel paint cover a coat of red oxide primer necessary welding, base plate, gusset plate, excavation, RCC work in foundation, foundation design shall be based on SBC at a depth of 1.5M from GL covering from bar screen chamber to activated corbon filter (ACF) having both side slope of 1:3 with clear height 3 Mtr on all side and 1.5 Mtr clear space on all machine pressed precast concrete interlocking paver block 60mm thick, any shape and size M- 35 Grade conforming to IS-15658:2006, over 50mm thick sand cushion over sub base 75mm thick in cement concrete (1:5:10) type E-2 using 40mm crushed graded stone aggregate to be laid inside upto 1.5Mtr clear space on all side from civil structure. The structure will be designed for loading as per IS- 800, the design will be get approved by Accepting Officer before work commences. No side cladding is required.
(iii) Design of STP (i.e entire mechnical and civil unit and other amenities as described) (iv) Submission of STP scheme for MEP of STP including arrangement for effective working at sub zero temperature upto (-) 10⁰ C, architectural and structural drawing of all the civil works and technical specification duly vetted by NIT/IIT institute (except NIT Srinagar) ( not by professor in his individual capacity) for approval of accepting offficer. Invoice of the payment made to institute for vetting the whole scheme to be submitted to the department.
(v) Structural stability certificate from vetting agency. (vi) Any changes/resubmission of drawings required as per site conditiion of IS requirement. (vii) Removal of sludge to a distance of 1.5KM as and where directed by GE. (viii) Training of MES personal and trail run of STP for a period of 90 days. (ix) Clearance from pollution control board before and after completion. (x) Testing charges for treated water for all phases. (xi) The size and capacity of PCC/RCC structure, pumps and air blower should not be less than the size / capacity mentioned in BOQ

Supply and fixing LED street light fitting 35 Watt 230 V AC outdoor type with high pressure die cast aluminum hosing and heat resistant complete with driver, GI clamp /bracket with impact and corrosion resistant including thermal management in multiple optics complete with IP 65/66 protection, connecting up with and including three core flexible copper conductor cable 1.5sqmm 3 core through PVC conduit from ceiling rose complete all as specified and directed.

SEWAGE DISPOSAL WORKS
M & L for concrete bed to drain pipes 250 mm bore in PCC (1:3:6) type C-2 (using 40 mm graded crushed stone aggregate) bed to drain pipes including packing under and haunching against the sides of pipes after they are laid and tested including forming cradles complete all as specified and directed. Note:- (a) The rates include for any necessary shuttering and supports to concrete and for laying beds to falls. (b) Excavation, refilling, etc., of trenches shall be measured separately.
M & L for cutting into existing manholes for connecting new drains 250mm internal dia of pipe, making good to pipe and rendering, cutting out existing benching for and forming branch channel (1/2 round or 3/4 section) in cement concrete 1:2:4 type B-1 smooth finished, and reforming benching as required all as specified and directed.
EXTERNAL WATER SUPPLY & TREATED WATER SUPPLY WORKS
Supplying, installation, testing and commissioning of centrifugal electrically driven pump set with CI impeller of capacity 600 LPM, 150 metre head, squirrel cage air-cooled, induction motor AC 415 volt 3 phase 50HZ, RPM 1400-1550, mounted on common base plate including necessary PCC foundation works, bolts and nuts, including pressure gauge dial type of 100" size to read the delivery pressure along with air release coke including necessary priming pipe connections with valves, suction pipe with foot valve and suitable cable from starter to pump and including FASD starter as per manufracturer's recommendations complete all as specified and directed
Supplying and fixing reflux valve 100 mm bore (ISI marked) flanged ends heavy duty with by-pass arrangement including 6mm thick 2 Nos rubber insertion ring with GI nuts, bolts and washers of suitable size complete all as specified and directed.
Supply and fixing water pressure gauge Bourden’s type 100mm dia with pressure 25 kg/sqcm on rising main water supply line incl fixing arrangement, GI tubing, nipple, stop cock, making holes by drilling and welding of socket complete all as specified and directed.
Supply and fixing cast iron air valve with two air outlets,100 mm dia bore and fixing up in water supply mains complete all as specified and directed.

Material and labour for construction of brick valve pit of size 90cmx90cmx90cm (internal dimensions) including all excavation and earth work in any type of soil, returning filling in and disposal of soil to a distance not exceeding 50m and depositing where directed to a distance n exc 50m, PCC 1:4:8 type D-2 using 40mm graded crushed stone aggregateas in foundation , PCC as in coping in 1:2:4 type B-1 using 20mm graded crushed stone aggregate incl necessary form work, brick masonary in cement mortar 1:4 using sub class 'B' bricks old size, rendering internally with 12mm thick cement mortar 1:4 finihsed even and fair and externally pointing flush upto GL in the same mortar as the work proceeds and 15mm thick cement plaster in cement mortar 1:4 on external surfaces above GL, valve pit cover with MS sheet cover 3.15mm thick welded to mild steel angle iron 40mmx40mmx6mm frame with handle and locking arrangement, painting all the exposed surfaces of steel with two coats of synthetic enamel paint over a coat of primer and the portion embedded in concrete with two coats of black bituminous paint complete all as directed.

Note:- Necessary earth work , PCC coping will be measured and paid for separately under respective item.

EARTHING WORKS
Material and labour for Earthing complete with galvanised steel earth plate electrode 60cm x 60cm x6 mm thick buried directly in gound (earth pit not less than 2.25 mtr deep below normal ground level) with top edge of plate not less than 1.5 mtr below normal ground level, connected to galvanised iron earth lead 4mm dia by means of bolt, nuts check nuts and washers of galvanised iron and protected by provn of GI light grade pipe 15mm bore upto 7.5mtr including provision of concrete pit in PCC (1:2:4) type B-1 ( using 20 mm graded crushed stone aggregates) with 40mm thick cover of RCC (1:2:4) reinforced with XPM (Weight not less than 4kg/Sqm) and frame of angle iron 25x 25x3mm with lugs 02 Nos and with 6 mm dia MS bar handle made to shape, GI medium grade 20 mm bore pipe for watering perforated at bottom 1.75 mtr long placed on top edge of earth plate, common salt and charcoal filling, test point made out of Bronze/Gun metal with fixing arrangement, funnel, wire mesh and excavation/earth work in hard/dense soil, returning filling in and removal of surplus soil to a distance not exceeding 50 metre, all as per electrical plate No 3 of SSR -2010 Part -I and connecting to earth test point all as specified or indicated including testing on completion, complete all as specified and directed. M&L for earthing complete with galvanised steel earth plate of size 60cmx60cmx6mm thick, surrounded by mixture of charcoal and salt in alternate layers burried directly in ground, earth pit not less than 2.25 m deep below normal ground level with top edge of the plate not less than 1.5m below normal ground level, connected to equipment by using GI strips of size 32x6mm as earthing lead by means of olts,nuts,checknut & washers of galvanised iron all as shown in elect plate No.5 of MES schedule and connected to earthing test point, common salt and charcoal filling, all as specified and directed including necessary excavation & earth work in any type of soil charcoal & salt in altemate layers, 20mm GI Pipe (medium grade) for watering 40mm GI protection pipe (light grade) funnel wire mesh, lugs PCC 1:2:4 type B1 chamber in cement concrete ,50 mm thick precast RCC M-25 (Design mix) cover duly reinforced with XPM (weight not less than 4 kg /sqm) & CI frame etc , provision of test point, connecting to test point and testing on completion etc, complete all as specified and directed. Note : The quoted rate of earthing shall be deemed to include cost of 7.5 m long GI earth strip 32x6mm and protection pipe 20 mm bore medium grade GI light grade 40 mm bore watering pipe. Any variation in length shall be adjusted through deviation order based on SSR rates adjusted with quoted rates.
DG SET WORKS
Supply, Installation, testing and commissioning of silent type Diesel engine driven generating set with Governing class G2 incl sound reducing canopy (sound level not more than 75 db at a distance of 1 mtr) 14 guage as per guideline issued by Central pollution control board 415 volts, 3 phase, 50 Hz supply complete with panel for automatic starting on main failure control panel suitable for giving an output of 100 KVA after considering derating factor at 1600 metre altitude above mean sea level and capable of operating between temperature range (-) 20°C to (+) 40°C (at Khrew area) and alternator of suitable capacity and RPM coupled with each other with flexible coupling mounted on Antivibration pads on foundationas recommended by manufacture. The DG set shall comprise of AMF panel with auto change main to generator and vice versa Self starter with batteries, Turbocharger, water cooled & comprising all standard fittings, fixtures & all piping etc as below :- (a) Alternator : Directly coupled with Engine and suitable to produce 415 volts, 3 phase 4 wire system, 50 Hz 0.8 PF @1500 RPM of capacity 100 KVA all as per as per IS: 13364 and up to date amendments with H class insulation, self excited, self regulated, screen protected drip proof type with two end shield ball/Roller bearing with damper winding in each pole all as specified and directed
(b) Engine : Water cooled Diesel Engine (CPCB Norms Compliance) developing Min 156 BHP or as recommended by the manufacturer for 1600 mtr altitude having Self start engine (including batteries with provn of charging the batteries and leads) suitable to drive above specified alternator complete with foundation (foundation design as per OEM), as per IS:10001/ 10002, coupled directly through flexible coupling, multi cylinder four stroke, cold starting, 1500 RPM industrial type as per BS-649 or IS-1601 with AI electronic governer suitable to regulate speed of DG set from No load to full load completed with fuel tank of cap as per manufacturer recommendations, fuel lines, exhaust pipe duly insulated with asbestos rope and with support and silencer mufflers etc for continuous operation and standard accessories, sump pre heaters, cold start kit etc all as specified and directed. (c) Canopy : Canopy enclosure shall be powder coated and fabricated after passing through seven tank processes16 SWG CRCA MS sheet and Lockable doors should be provided in Canopy with lockable fuel filling arrangement . The exhaust system and noise suppressor shall be provided with thermal insulation by using fire retardant / non igniting foam conforming to BIS 7888/BS 4375 to prevent excess heat radiation on the engine and safe for operator. Absorption type non‐resistance Residential Silencer shall be provided to suppress exhaust noise from the engine. Note:- Sound level shall not be more than 75db at a distance of 1 metre from DG Set
(d) Fuel Tank : MS Fuel Tank, fabricated out of 16 SWG CRCA MS Sheet and is part of base frame. (e) Generating Panel :- DG set should consist of AMF Generating Panel auto starting on main failure mounted as per manufacturer specifications. (f) Maintenance spares:- (i) Fuel filter element-02 Nos. (ii) Oil filter element-03 Nos. (iii) Element air cleaner outer- 06 Nos (iv) Element air cleaner inner-06 Nos (v) 'V' Belt -02 Nos (vi) Filter lubricant oil bypass-02 Nos. (g) DG Set shall be supplied alongwith acoustic enclosure of the manufacturer suitable for 100 KVA DG set as per CPCB Norms.
Notes:- The quoted rates shall be deemed to include cost of following:- (i) Capacity of alternator at 1600 meters altitute is 100 KVA, AC 3 Phase, 415 volts, 50 Hz. and as recommended by the manufacturer for above sized DG set . (ii) PCC Platform as per manufacterer's design . (iii) Engine and alternator shall be assembled on common steel frame by the manufacturer itself and not by rep / authorised agent / sister concern etc. (iv) Engine shall be designed keeping in consideration of de-rating factor for 1600 meters altitute (vi) DG Set to be tested for 12 Hrs contineously as following. All testing materials and fuel to be provided by the contractor. No Load = 30 Minutes, 25% of Rated load = 1 Hr 50% of Rated load = 1 Hr, 75% of Rated load = 1 Hr, Full load = 2 Hr, 110% on rated Load = 1 Hr, Full load = 2 Hr,75% of Rated load = 1 Hr, 50% of Rated load = 1 Hr, 25% of Rated load = 1 Hr, No Load = 30 Minutes (vii) Contractor shall produced a copy of approved certificate to authenticate the above from the OEM/DE (viii)Installation, testing and commissioning of Gen Set shall be done in presence of maufacturer's Engineer and not by any authorised person.

Note for Outsourcing for Manning & Operation :- (A). : Following equipment of STP shall be maintained:- (i) Inlet chamber/stilling chamber, Screen chamber, Oil and grease/grit chamber. (ii) Equilisation tank (iii) MBBR- 02 Nos (iv) Anoxic Tank (v) Air Blower (vi) Tube shelter (vii) Disinfection tank (viii) Filter feed tank (ix) ACF & MGF (x) Sludge holding tank (xi) treated water tank (xii) Feed pumps and raw water sewage pumps (xiii) interconnecting pipes (xiv) Hypo dosing system alongwith tanks (xv) valves (xvi) Electrical system cables/wires and panels (xvii) installed machinary for treated water supply (xviii) Sludge drying Beds . (xix) The minor mechanical /electrical repair/ maintenance / inspection /lubrication of valves, STP machinary. (B) The quoted rates are deemed to be included of following activities/ work:- (i) Stacking the sludge cakes properly (ii) Cleaning the blockages in any pump/pipe line (iii) Supplying /distributing the treated water regularly as per the directions (iv) Complete cleaning the grits and channels daily (v) During the cleaning , safety equipments will be supplied / arranged by the contractor
(vi) Removing the algae/sludge in the tube settler and keeping the surrounding area clean daily and removing vegetations etc failing which recovery of Rs. 1000/- per day shall be made (vii) Mixing of the chemicals as directed. (viii) Duty roster of manpower deployed shall be displayed otherwise recovery of Rs, 1000/- per installation per day shall be made. (ix) Contractor shall take labour license for provision of labour under contract . (x) All the provisions of contract labour act 1970 and amendment there to and specified in tender shall be strictly adhered to (xi) For payment of minimum wages to the works provision in tender and particular specifications shall be strictly adhered (xii) Log sheet for records shall be supplied by the contractor after approval of format by GE/EIC (xiii) Contractor shall ensure that treated water shall be confirmed within the permissible limit. (xiv) The contractor's rates shall be deemed to be included for above aspect. Nothing extra shall be paid on this account.
(xv) Proper running record in respect of STP to be maintaned by the contractor shall be produced to the Engineer-in-Charge as and when required. (xvi) Contractor will hand over STP plant and installations to the deptt in good woking condition on expiry of contract period. (xvii) The condition of the batteries including the level of electrolyte is to be checked regularly and if required the level of electrolyte is to be topped up with distilled water /electrolyte on required basis by the operattor on duty without any additional cost. (xviii). Operator will opearate pumps and ensure proper functioning of all the pumps and motors in the installations. (xix). Operator shall Maintain a record of hours run of each pump set in a appropriate log sheet on daily basis . (xx). The operator will not leave the duty place without permission. (xxi) . Any minor repairs required will be done after informing the department. (xxii). Outsourcing staff shall be changed after every 11 months. (xxiii) Diesel and engine oil shall be provided by Deptt. (xiv) The operator deployed for oeration shall be fully conversant with the SCADA system.
