Work Description

BTPS, KPCL intends to engage a competent agency for conducting statutory medical health check-ups of its employees in accordance with the Occupational Safety, Health and Working Conditions Code, 2020 and the Karnataka Factories Rules, 1969. The successful bidder shall conduct four rounds of medical examinations during the two-year contract period at BTPS premises, using its own qualified medical personnel, equipment, and consumables. The scope includes conducting all prescribed medical investigations, issuing statutory health records and certificates, maintaining employee health records, submitting individual and consolidated medical reports, and ensuring safe disposal of biomedical waste. The agency shall complete the medical examinations and submit the reports within the stipulated timelines prescribed by KPCL. All costs towards manpower, medical equipment, transportation, boarding, lodging, consumables, statutory compliances, and other incidental expenses shall be included in the quoted rates. The agency shall comply with all applicable statutory, labour, safety, and contractual requirements throughout the contract period and execute the work to the satisfaction of the Executive Director (BTPS) / DMS (BTPS).

Technical Bid

Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka.

The right to reject any or all tenders without assigning the reasons is reserved by the ED(BTPS).

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tender validity shall be 180 days from the date of submission of tender. Alternative tender shall not be considered.

All bidders should ensure they understand all the provisions in the tender booklet before providing their bids.

The agency is obligated to clearly specify its residence and postal address in the tender. Delivery to the aforementioned name, location, or a post box that is regularly maintained by the post office, or sending a registered letter for acknowledgment or other communications, will be considered sufficient proof.

Any inquiries the agency has about the tender documents must be clarified only during the pre-bid meeting.

The agency should furnish signed tender document as a confirmation for acceptance of tender terms and conditions.

Photo-copies of documents shall be accepted only after verification with the originals. The Tenderer shall produce the originals for verification.

If any tenderer withdraws his tender before the said period or makes any modifications in the terms and conditions of the tender which are not acceptable to the Corporation, then the Corporation shall without prejudice to any other rights to remedy, be at liberty to forfeit 100% of the earnest money deposit.

The Agency shall visit BTPS plant area before submitting the tender.

The Agency or bidder should follow all the safety norms laid down as per The Karnataka Factories Rules, 1969.

Technical Criteria

Past Experience

The agency or bidder must have successfully executed Single or multiple (Not more than two) work orders for conducting Medical Health check-up of Employees in any PSU, State or Central Government, Autonomous body, or a reputable factory or firm with Work Order value of at least Rs.7.1 Lakhs exclusive of GST in any of the preceding 5 financial Years. Agency or bidder shall furnish or upload valid documentary proof such as Work done certificate issued by a competent authority in the e-Tender.

Capabilities of Vendor

The agency or bidder must possess a designated laboratory that is authorized or accredited, or recognized by the Government of Karnataka to conduct medical examinations for workers employed in factories. As a proof, the bidder is required to upload the authorization certificate issued by the Government of Karnataka.

Financial Status

The agency or bidder should have achieved an average annual financial turnover of Rs.14.2 Lakhs in at least two of the preceding five financial years. As a proof of this, the agency or bidder shall furnish or upload audited financial statements or a profit and loss statement duly certified by chartered accountant in the e-tender.
