Design,Supply, install, testing and commissioning of (Solar Photo Voltaic)SPV power plant of minimum capacity 1000 KWp to suit the climatic conditions prevailing at Port Blair(Andaman) with all the sub systems and meeting the specifications as given below. Note:- (i) The design shall be duly vetted by IIT and approval be obtained from Accepting officer before installation. The makes of individual components shall be compatible to each other. (ii) The technical specification mentioned below are tentative and for guidance only. The responsilbility lies with the bidder so as to ensure output criteria. (iii) The description is brief and minimum details are provided. Any details in addition to that described in BOQ/PS, but essential to achieve critical specification shall be provided by the contractor and rate quoted is deemed to be inclusive of such additional/missing details.

DESCRIPTION OF ITEM NO 30.01 CONTD:- Max Peak power Pmax : 320 Wp (i) Rated output of modules shall have only positive tolerance of 5% & no negative tolerance is allowed. (ii) Only Indian Make PV Modules are allowed. (iii) It shall perform satisfactorily in relative humidity 85 ± 5% with temperature -10 °C to +85°C (Cell) and should withstand wind 200 Km/Hr on the surface of the panel. (iv) PV modules must be warranted for their output peak watt capacity, which shall not be less than 90% of the initial value at the end of 10 years and 80% of the initial value at the end of 25 years. (v) Each module shall have RFID tag encapsulated with Solar Cells bearing the following details. ● Name of manufacturer of PV module ● Name of manufacturer of solar Cell ● Month and year of manufacture (Separated for cell & module) ● Country of origin (separately for solar cell & module) ● Peak wattage, Im, Vm and fill factor of the module. ● Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate. ● Unique Serial No and model No of Module. ● I-V curve of Module (vi) The temperature co-efficient for the module shall not be more than 0.50%/°C. (vii) Every module must have by pass diode of suitable capacity. (viii) PV module must conform to latest edition of IEC 61215/IS14286. In addition, the modules must conform to IEC 61730 Part-I & II for construction and testing & safety qualification & conforming to IEC 62804 PID. (ix) It shall also in conformity of latst minimum technical specifications issued by MNRE from time to time. Modules should of 72 cells configuration. (x) Provision of earthing & earth strip/cables etc. for earth for solar PV module/Array etc. as per latest IS/MNRE norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account.

Each Junction Box should have spare Input terminals. SMB should have RS - 485 communication port to read Individual String Current, Bus Voltage and Inside Temperature. Dust vermin and waterproof Junction Boxes of FRP/Thermo Plast with IP65 protection in compliance with IEC62208 and shall be sunlight /UV resistant as well of fire retardant including over voltage protection, surge protection and maintenance free earthing as per relevant standard.

DESCRIPTION OF ITEM NO 30.05 CONTD:- (i) Provision of exhaust fan with proper ducting for cooling of PCU’s shall be incorporated in the PCU’s, keeping in mind the extreme climatic condition of the site. (ii) The inverters shall have minimum protection to IP 65(Outdoor)/ IP 21(indoor) and Protection Class II. (iii)Negative Grounding – PID Effect: To mitigate the PID Effect the PV Modules must be negative grounded and provision for the same shall be an in-built function of the Inverter. (iv) ACB of suitable capacity on Outgoing side should be inbuilt within Inverter. (v) Minimum European efficiency of 98.6% without Aux. Power Consumption as per IEC 61683 standard. The input D.C. tech specification of inverter are as under- Max DC power : 1200 KWp MPP range : 600-850V Max current : 1710A No. of MPPT trackers : Min 1 No. No of input string : Min 8 Nos. Operating temperature : -10º to +85ºC. The inverter shall consist of associated control, protection, data logging device and remote monitoring hardware. The Inverter should have Harmonic Distortion Current less than 3%. The inverter shall adjust voltage and frequency levels to suit the grid. Maximum power point tracker (MPPT) conforming IEC-62093 shall be integrated in the inverter to maximize energy drawn from the solar PV array. The Inverter should have MODBUS, ETHERNET Communication port. The inverter shall include appropriate self protection & self diagnostic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverter's safe operating due to internal or external causes. Inverter shall have protected arrangement against ground leakage faults, over voltage (SPD) & over current. Inverter shall have arrangement for adjusting DC input current & shall trip against sustainable fault down stream and shall not restart till fault is rectified. The inverter should have provisions of Anti-islanding and lightning protection (IEEE 1547/UL 1741 equivalent BIS standard)
WEATHER STATION, DATA LOGGER AND REMOTE MONITORING SYSTEM – RMS comprising with necessary licensed software and hardware solution to offer monitoring of electrical parameters of grid and solar generator monitored over remote web serverincluding all necessary accessories like power supply, connection cords, sensors, etc. so as to make the system complete in all respect. It shall also have local data logging and communication through Ethernet port. The Remote Monitoring System shall be capable of sustaining maximum – minimum temperature, rainfall, wind gusts and UV radiation. The enclosure shall be IP65 for outdoor installation / IP21 for indoor installation.
DESCRIPTION OF ITEM NO 30.07 CONTD:- The Remote Monitoring System shall have capability to log and send data from weather sensors. The data shall be available for every minimum 15 minutes interval. The system shall have sufficient internal memory storage to retain data for one complete month. The contractor shall provide the detailed specifications, and all administrative rights/ privileges / passwords to the monitoring system along with following measuring instruments with all necessary software & hardware compatible with the Data logging and web based monitoring system. (i) Pyranometer: Two no. of pyranometers for measuring incident global solar radiation, one each on on the horizontal surface and in the same orientation (inclination and azimuth) as the photovoltaic modules. (ii) Temperature Sensor: Suitable quantities of RTD type temperature sensors with required weather shield as per Indian Standards, so as to individually and simultaneously measure both, ambient temperature, and module temperature. To measure module temperature, the temperature sensors shall be located on the back of representative modules and on front glass surface. Care must be taken to ensure that the temperature of the cell in front of the sensor is not substantially altered due to the presence of the sensor. (iii) Anemometer and Wind Vane: Double cup anemometer of Velocity range upto 65 m/s, accuracy limit of 0.1 m/s. the anemometer shall have valid calibration certificates which shall be produced during one month of the installation. Each instrument shall be supplied with necessary cables. The signal cable length shall not exceed 20m along with user manual in hard copy and soft copy. Reliable sensors for solar insulation, temperature, and other weather and electrical parameters shall be supplied with the data logger unit. The data acquisition system shall measure, continuously record power at PV module ambient temperature near array field, cell temperature, wind velocity, AC and DC (string level) side power of each inverter, power characteristics of the HT side, fault messages, alarms etc. in Indian Standard Time. All data shall be recorded chronologically date wise. The data file shall be MS Excel compatible. The data logger shall have data storage capacity to record all sorts of data simultaneously round the clock. All data shall be stored in a common work sheet chronologically. Representation of monitored data in graphics mode or in tabulation form. The contractor shall submit the data sheet with technical specifications of the RMS system.

Manning and operation of SPV Power Plant, PCE and Battery bank at main receiving station alongwith associated connected accessories at Brichgunj of capacity 1MW and SCADA system alongwith for a period of 11 months at Brichgunj site and to keep installations in functional condition in three shifts per day(each shifts of 08 hrs) including maintaining log sheet and other periodical, maintainence record complete all as specified and direted by employing qualified staff. (a) 01 nos Of Skilled operators and 01 no helper(01 Electrician having skilled in SCADA system and battery operation and 01 helper per Each shift and 3 shift a day ) This item is to be operated after physical completion and commissioning of SPV Power plant Note:- (A) The quote rates shall be deemed to be include the following operations :- (i) Preventive and breakdown maintenance of all the equipments incl. daily cleaning of the PV module, oil level checking of the transformer, daily etc during the period of work order. (ii) To take care of house keeping and environmental cleanliness area upto 5m all around installation and PV module strings shall be kept dust free absolutely neat and clean. (iii) To maintain the installations provided under this contract as per IE rules/standard Engineering practice. (iv) Spare parts if any required for operation/maintenance of Solar PV Power plant during the currency of defect liability period shall not be included in the rate of this of item. The cost of spare parts to be replaced for operation/maintenance of solar PV power plant shall be borne by the contractor being the liability of the contractor during the currency of defect liabilty period aas per conditions of the contract. (v) Periodical maintenance shall be carried out by the authorsied representitive of the original equipment manufacturer(OEM) of the plant. (vi) Electricity and water for operation of the plant will be supplied by the department free of cost. (vii) The contractor shall also ensure that all the provisions as laid down in contract labour Act 1970 such as payment of minimum fair wages, working conditions etc are complied. (viii) Cleaning of installation including clearing of vegitation, wild growth and trimming of grass etc, around the installation compound shall be carried out complete all as specified and as directed by Engineer-in-Charge. (ix) Daily checking of starting battery electrolite level and specific gravity toping up lever for the following (x) Keeping up of the daily record of the parameters of Solar PV power plant including AED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the JE & AGE immediately. (xi) 24 Hours will be considered as one day and 8 hours will be treated as one shift. Number of shift for operation and timings of shift will be decided by Engineer-in-Charge.
