Railways reserves the rights to place order for entire / bulk quantity on firms who have successfully supplied same/similar items to any Railway/ PUs for which documentary evidence must be furnished along with their offer evidencing execution of such the purchase orders

OEMS of Lifts, or their representatives specially authorized by OEMS, which completed start to finish supply and commissioning 1 lifts in India, in Railway or Airport or Metro Rail or mono Rail or High-Speed Rail or Mass Rapid Transport systems or any other Government controlled or owned public Transport system in the last two financial years and the current financial year up to the date of tender opening. Documentary Proof page 1 of 17 shall be uploaded along with offer.

The firm should have Electrical Contractor license & Electrical supervisor license as per IE rules 1956 clause 45 in their own name or in the name of their representative involved in execution of the work. Necessary documents to be uploaded along with offer or else the offer will be rejected.

Preferably manufacturers should participate. In case of firms other than OEMs participating in the tender, they must submit tender specific Authorization from OEM, failing which their offers will not be considered. 2) OEMs can authorize and give Tender Specific Authorization to its Agent / Dealers to quote on their behalf provided the vendor takes full responsibility for the quality of the material including warranty obligation and the inspection of product against Railways order is carried out at the manufacturers premises.

Tenderer shall submit proof of satisfactory commissioning from the end user as per Annexure D.

Make In India Preference policy :- In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, procurement of the item is restricted to Class I and class II local suppliers. Minimum local content requirement for Class-I local supplier is minimum 50 % . For Class-II local supplier is minimum 20 % . Non local suppliers: The bidders offering imported products will fall under the category of Non-local suppliers- As per MINISTRY OF RAILWAYS - RAILWAY BOARD letter ..2020/ RS(G)/779/2-Part-1 Dated: 17/05/2021. The vendors with local content less than 20% should not quote in the tender who do not qualify to be Class I and class II local suppliers, as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I and class II local supplier for tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

DELIVERY TERMS : FREE AT DESTINATION.

Warranty clause : As per IRS terms and condition of contract.

Single use plastic should not be used in packing of material to be supplied otherwise it will be rejected.

EFT: All Payment will be compulsorily made through Electronic Fund Transfer (EFT) scheme & vendors are requested to register for this scheme.

Firm must quote FOR destination rates, movement by road only, clearly indicating transport charges. Tenderers not accepting these terms are likely to be passed over without any further reference to the firm. Transit risk will be to contractors account. Firms are directed to quote common freight charges for multiple consignees.

All the bidders/Tenderes should ensure that they are GST compliance and their quoted Tax structure/Rates are as per GST Law

The tenderer may note that offers on firm price basis or offers with the formula other than applicable to this tender shall be summarily rejected

Place of Inspection: Place of inspection be indicated with complete address. Traders/ Authorized dealer should mention name of manufacturer along with complete address for inspection of material

Place of delivery shall be as per tender schedule & as per consignee. No deviation shall be allowed. Deviation in delivery schedule will not be considered and if offer is considered delivery will be as per tender schedule only

UNLOADING : UNLOADING OF THE MATERIAL have to be arranged by the supplier at their own risk.

Evaluation Criteria: The offers received will be evaluated considering total cost of the equipment including cost of Net Present Value (NPV) and warranty period of 24 (Twenty Four) months from the date of commissioning.
