Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder can be a private limited/public limited/partnership company/NGO. Joint Venture is also allowed subject to Number of members in a Consortium shall not exceed 2 (Two).

The bidder/ Lead member and the consortium partner should have a registered office/ Regional office located in Karnataka - Mandatory.

The Bidder/Lead member of the consortium/ Consortium partner should be in the development of MSME clusters for Sea Food Processing, - Mandatory

The Bidder/Lead member of the consortium/ Consortium partner should be an Implementation partner for Department of Industries and commerce, G.O.K. under the MSME RAMP (Raising and Accelerating MSME Performance)

The Bidder/Lead member of the consortium/ Consortium partner should have conducted at least 3 MSME awareness, RAMP education Programs for District Industries Canter, G.O.K. in the last three years 2023-24, 2024-25,2025-26.

The Bidder/Lead member of the consortium/ Consortium partner should be an Implementation partner under RUTAGE Smart Village Centres (RSVC) in establishing rural innovation hubs

The Bidder/Lead member of the consortium/ Consortium partner should have trained at least 600 candidates in skill development program for not less than three months duration under any department of Govt. of Karnataka in the last three years 2023-24, 2024-25,2025-26.- Mandatory

The Bidder/Lead member of the consortium/ Consortium partner should be an Implementation partner for Department of Industries and commerce , G.O.K. under the MSME RAMP (Raising and Accelerating MSME Performance)

Others -- Work order/ MOU/Letter from DIC , G.O.K.

The Bidder/Lead member of the consortium/ Consortium partner should have conducted at least 3 MSME awareness , RAMP education Programs for District Industries Center , G.O.K. in the last three years 2023-24, 2024-25,2025-26.

Others -- Work order from DIC , G.O.K.

Others -- Work order from any department under Government of Karnataka for the years years 2023-24, 2024-25,2025-26

The Bidder/Lead member of the consortium/ Consortium partner should be an Implementation partner under RUTAGE Smart Village Centers (RSVC) in establishing rural innovation hubs

Others -- Work order / MOU / letter from any Government or PSU agencies

The Bidder/Lead member of the consortium/ Consortium partner should be affiliated with skill india/KSDC with at least 6 centres as TC .

Others -- Documentary proof ( Screen shots , Affiliation letter ) from NSDC / Skill India / KSDC

Presentation on methodology of training , infrastructure available , cluster development and MSME Linkage

Others -- Methodology of training to be presented to the technical committee

Financial Status

The bidder/ Lead partner of the consortium should have a turnover of Rs 195 lakhs in each year during the last three financial years i.e., 2022-23, 2023- 24, 2024-25
