Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka.

It shall be the responsibility of the Bidder to ensure the credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as a single transaction, and payments made in part shall be liable for rejection.

The Licensor invites Tenders through Two Electronic Tender Document System procedure from eligible Tenderer(s) for selection of Licensee for erection and commissioning of large format advertisement display boards over the existing HDBRTS Foot Over Bridges (8 Nos.) with lighting along the Hubballi-Dharwad Corridor.

The Tenderer shall pay the Licensor a Yearly License Fee during the Period of the License Agreement. The License Fee quoted by the Tenderer shall constitute the sole criterion for evaluation of the Financial Tender. The Tenderer(s) quoting the Highest License Fee per year shall be declared as the Successful Tenderer. GST shall be paid in addition to the Yearly License Fee.

The Tenderer(s) shall not have been blacklisted or be under an order of debarment from participating in any Tender as on the date of the Notice Inviting Tender.

The Tenderer contracts (including each Consortium Member s contracts, in case of a Consortium) shall not have been terminated.

The Tenderer(s) shall not be insolvent, under receivership, bankrupt, or being wound up. The affairs of the Tenderer(s) shall not be administered by a Court or Judicial Officer, the business activities shall not be suspended, and the Tenderer(s) shall not be subject to any legal proceedings for any of these reasons.

The Tenderer(s) shall meet the following eligibility criteria. The Tenderer(s) shall be either a Proprietorship Firm Company Partnership Firm Limited Liability Partnership Firm or a Society registered under the relevant statutory law. The term Tenderer(s) used herein shall apply to both a Single Business Entity and a Consortium. The Tenderer(s) shall have Registration under the Goods and Services Tax GST and Permanent Account Number PAN issued by the Income Tax Department under the Income Tax Act 1961

The Tenderer shall hold valid registrations, licenses, and permissions as required under the applicable statutory provisions relating to advertisement services.

The Tenderer(s) shall have successfully provided similar services to any establishment Government Government Undertaking established under the Companies Act 1956 or 2013 in any two years out of the last five completed Financial Years preceding the last date for submission of Tenders

Achieved in at least two Financial Years a minimum financial turnover of 1128 Lakhs in all classes of advertisement display service works Updated to 2025-26 Price Level

Satisfactorily completed as a licensee at least one similar work such as advertisement display over foot over bridge etc of value not less than 112.8 Lakhs Updated to 2025-26 Price Level

Liquid assets and or availability of credit facilities of not less than 17 Lakhs credit lines letter of credit certificates from Nationalized banks for meeting the fund requirement etc

The Tenderer(s) or Lead Member shall have a minimum Average Annual Turnover of INR 112800000 Eleven Crore Twenty Eight Lakhs only from the business of displaying advertisements in any two years out of the last five completed Financial Years preceding the last date for submission of Tenders i e Financial Years 2021-22 2022-23 2023-24 2024-25 and 2025-26

The Period of License shall be 10 Years and shall be extendable for a further period of 2 Years subject to satisfactory performance and compliance with the terms and conditions of the License Agreement
