Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Only those who are registered as forest contractors in the territorial forest divisions of the Karnataka Forest Department for the year 2026 27 are eligible to participate in the tender.

The EMD submitted for the tender must be in any one of the forms specified in the e-portal, and it should remain valid for at least 60 days from the date of opening of the tender.

Advance works in roadside/block areas are of special technical nature, and the tenderers must upload authenticated documents of experience certificates obtained from the Deputy Conservator of Forests or officers of higher rank for having executed similar works in the past three years.

Those who have been defaulters/blacklisted/left works incomplete in any division of the Forest Department during the last 5 years are not eligible to participate in the tender.

Persons facing forest cases or any other criminal cases are not eligible to participate in the tender.

The tenderers must personally inspect the location fixed for execution of the works shown in the tender notification and confirm the details of the work. If there are variations in location, extent, etc., revised details will be informed at the time of agreement.

The works are invited based on unit rates for the year 2026 27, and if there are changes in unit rate, extent, location, or number, the tenderers are bound to execute the works as per revised rates.

The working hours for execution of works shall be only from 6:00 AM to 6:00 PM.

Plantation establishment maintenance, and nursery related works are seasonal in nature hence, they must be executed strictly as per the departmental Calendar of Operations under the supervision of departmental officers. If not carried out seasonally, and if plant growth is affected, the contractor will be held directly responsible.

While quoting the tender rate, the percentage increase/decrease over the estimated amount must be clearly specified. This rate shall include all costs such as work cost, material cost, taxes, transport, and all other expenses. If the rate is not clearly mentioned, the tender will be rejected. If the tender process is delayed, seasonal works will be carried out departmentally from 01.04.2026, and the cost shall be borne by the successful bidder.

The Assistant Conservator of Forests, Social Forestry Sub-Division, Davanagere reserves the right to modify or cancel the tender at any stage without assigning reasons.

If more than one lowest (L1) tender is received, only one will be accepted. Among them, the contractor with higher financial turnover in the last 3 years will be considered as L1.

If contractors submit tenders with their own conditions, such tenders will be rejected. In case of disputes, the decision of the Deputy Conservator of Forests, Social Forestry Division, Davanagere shall be final.

No external influence or recommendation will be considered during tender approval. Any such attempt will lead to disqualification.

Contractors must arrange required tools and transport at their own cost.

Tenderers must agree that required materials such as LDPE & HDPE polybags and barbed wire/chain link will be supplied by the department, subject to approval of tenders by the Chief Conservator of Forests, Ballari Circle.

Tenders from minors or legally ineligible persons will not be accepted. If found later, such contracts will be cancelled and the security deposit forfeited.

EMD of successful tenderers will not be refunded until orders from higher authorities are received. No withdrawal or interest is allowed during this period.

Works must be completed within the stipulated time, measured, and bills submitted to the treasury after check measurement.

No work should be started without obtaining work order from the Deputy Conservator of Forests, Social Forestry Division, Davanagere.

The Deputy Conservator of Forests has the authority to accept or reject tenders.

Successful tenderers must appear within 3 days of LOI, deposit 5% security, execute agreement on Rs500 stamp paper, and complete work within the stipulated time. Bank guarantee must be valid for 3 months.

The difference amount between quoted bid and estimated amount must be submitted as FDR from a nationalized bank before agreement and work order. It must be submitted within 7 days.

Even after selection, works may be cancelled depending on availability of funds.

Additional conditions may be imposed at the time of agreement, and the contractor must comply.

Works must be completed within time as per instructions of RFO/ACF. Extension is generally not allowed. In special cases, extension may be given with 0.5% penalty. If work is not completed, payment will not be made and deposit forfeited.

Execution of works is subject to approval of annual action plan. No interest will be paid if there is delay in fund release.

After completion, 100% inspection must be done and bills submitted with MB entries, completion certificate, and photographs. Taxes will be deducted as per rules.

Any changes in tax rates during 2026 27 must be borne by the contractor.

No advance payment. No payment for incomplete work. Remaining work will be completed departmentally at contractors risk and cost, and deposits forfeited.

If natural vegetation is damaged or wildlife disturbed, legal action will be taken and losses recovered.

Contractors must provide wages and welfare to workers. Compensation for accidents must be paid as per law. Child labour is strictly prohibited.

Tender amount is approximate. Payment will be made based on actual work done as per approved estimate. Quality must meet standards, and any modifications must be carried out as per written orders.

Forest labour unions or associations must be registered as forest contractors and submit EMD, otherwise the tender will be rejected.

Withdrawal after acceptance or failure to commence work shall result in forfeiture of security deposit. Losses shall be recovered as per Section 109 of the Karnataka Forest Act 1963.

Subletting or transfer of work is prohibited. Abandonment will lead to blacklisting and forfeiture of deposits.

In case of disputes, the decision of the Chief Conservator of Forests, Ballari Circle shall be final.

Clarifications may be obtained from the concerned offices during working hours.

Issue of work order is subject to approval of estimates.

During roadside works, adequate precautions shall be taken to avoid traffic disruption. Any loss to the public shall be the contractor responsibility.

Tender is invited based on anticipated fund availability for 2026-27 and work orders shall be issued accordingly.

Any damage to public property or infrastructure such as pipelines, BESCOM lines, BSNL lines shall be borne entirely by the contractor.

As the works are seasonal, security deposit and bid difference amount shall be released only after submission of completion reports by the concerned RFO and ACF.
