Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will be rejected

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs

The tender processing fee will neither be refunded nor will be transferred to other works

The CNNL reserves the right of rejecting any or all of the tenders without assigning any reason and will not be bound to accept the lowest tender

The rates quoted by the contractor shall be Excluding of GST. The bidder shall also quote the rates Excluding of GST

Contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The work includes all lead and lift and work shall be carried out as per the instructions of the Engineer-in-Charge of the work

The validity period for E.M.D. shall be for a minimum period of 135 days from the date of submission of tenders

All the conditions prescribed in the CNNL Tender Document should be followed. As per circular No.CNNL.Cicular-1/2015-16/ Dated:26-12-2015 third party inspecting agency for the said work will be engaged, apart from the Quality Control and field tests of the Nigama and contractor should co-operate with the third party test and Quality Control authorities

In addition to the above, all the conditions, as stipulated in the tender booklet of CNNL should be followed

One percent (1%) of the bill amount of the successful tenderer will be e-procurement deducted towards the construction labour welfare fund as per Government Order LD / 300 / LET / 2006 Bangalore dated 18-01-2007 and Government letter No. PW / 134 / BMS / 2007 dated 27-07-2007

Further particulars, if any, required by the bidders can be had from the office of the Executive Engineer, No.3HLBC Division krishnarajapete during office hours on all working days. If may be noted that if any of the calendar of any event mentioned above happen to be General Holiday / Declared holiday, the next working day will hold good for the respective events

In case of arising of any dispute between the Executive Engineer and contractor, the clause-29 of PWG 65 is applicable

The employer is not responsible for any delay in accessing KPPP Portal

Royalty Recovery from the contractors bill will be made as per Government Circular No.CI 115/MMN 2019, Bangalore Date:30-06-2020 & Circular from the office of Director Mine & Geology Department Dt: 03-07-2020 & further any Orders/Circulars issued by Government Of Karnataka from time to time

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders. a)The percentage quoted by the contractor must be inclusive of sales Tax and any other duties, taxes etc.,(Excluding excise duty) The contractor is also required to pay quarry Fees, Royalties, Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra payment on this account will be made to the contractor

Materials like steel, cement etc., required for the work shall be procured by the Contractor themselves and should get the same tested by the quality control authority of CNNL before use on the work at their own cost

All the formats prescribed in the bid document shall be filled by the tenderer in a complete manner. Incomplete formats may constitute sufficient reason at the discretion of CNNL for rejection of the bid

The undersigned reserves the right to either postpone or to cancel the entire process of tender

Security Deposit :- Security Deposit Will be with held till the expiry of the defect liability period

Within 5 days of receipt of the letter of acceptance, the successful tenderer shall deliver to the employer a security deposit in any of the forms given below for an amount equivalent to 5% of the contract price plus additional security for unbalanced tenders in accordance with clause 20.4 of ITT a)Cash b)Bankers cheque or Demand draft or pay order in favor of Executive Engineer, No 3 H.L.B.C Division, CNNL, krishnarajapete, Payable at krishnarajapete or c)Specified Small Savings instruments pledged to Executive Engineer, No 3 H.L.B.C Division, CNNL, Krishnarajapete. If tenderer fail to satisfy above requirement shall constitute sufficient grounds for cancellation of the award and forfeiture of the EMD

Even though the Tenderers meet the above criteria, they are subject to be disqualified if they have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements or record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in KPPP Portal completion, litigation history, or financial failures etc.

The intending bidder should furnish the KPWD Class IV & Above Contractor certificate of registration issued by State/Central govt. organization

GST Registration along with GST clearance certificate for the financial year 2025-26 should be uploaded

A copy of income tax return fled for the financial year 2021-22 to 2025-26

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e 2021-22 to 2025-26 achieved in at least two financial years a minimum financial turnover of value not less than the Estimated annual payment under this contract i.e.0.84 Lakhs

If the rate(s) quoted by any tenderer for any item(s) is/are below the estimated rates of the department. Then, the contractor shall furnish Additional performance security in the form of FD/NSC for an amount equivalent to the difference between the cost as per the quoted rate and estimate rate. in case contractor quoting rate above 125% of the estimated rates then the amount over and above 125% will be withheld during the progress of work

The contractor should upload the difference amount in the form of FD/ NSC in the tender for each work which is pledged in favor of Executive Engineer, No.3 HLBC Division, Krishnarajapete and the same original should be produced within one week from the date of opening of tender, failing which the tender will be rejected

Defect liability period for Silt Removal & other small works 06 months & for concrete and other Repair works it shall be 01 year from the date of issue of Completion Certificate

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value.The available tender capacity will be calculated as under Assessed available tender capacity (AxNx2.5- B) Where, A -Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress.N -Number of years prescribed for completion of the works for which tenders are invited. B -Value, at 2026-27 prices level, of existing commitments and on-going works to be completed during the next 30 Days (period of completion of the works for which Tenders are invited) Note- The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be counter signed by the Employer in charge, not below the rank of an Executive Engineer or equivalent

The bidder should satisfactorily completed at least one similar work to an extent of 50% of the cost of work i.e 0.42 lakhs in last five years i.e., from 2021-22 to 2025-26

The contractor should obtain the material dispatch permit for stone, aggregates, sand and murrum etc. will be used in the construction work from the mines and geology department at the time of execution and same should be submitted along with the work bill, then for such work bills no royalty will be deducted. if the contractor failed to submit the material dispatch permit (MDP) along with the work bill five times royalty will be deducted from the work bill as per KMMCR 2016 amendment rule 44(4) and circular vide no.Ga,Bhu.E/DCB/DCB/takte/2019-20/4497 dated:12.12.19 by mines and geology department

The rates quoted by the contractor must be inclusive of all taxes, etc. (Excluding GST). The contractor is also required to pay quarry Fees, Royalties, octroi Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra Payment on this account will be made to the contractor

Increase in GST shall not be paid in extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time
