The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N=Number of years prescribed for completion of work for which bids have been invited.

The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover.

The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:

Three similar works each costing not less than the amount equal to 30% of advertisedvalue of the tender, or

Two similar works each costing not less than the amount equal to 40% of advertisedvalue of the tender, or

One similar work each costing not less than the amount equal to 60% of advertisedvalue of the tender.

Eligibility criteria for works tender in respect of partnership firms.

During the currency of the contract, no partner of the firm shall be permitted to withdraw from partnership business and in such and event it shall be treated as breach of trust and abandonment of the contract.

JOINT VENTURE will not be permitted for the tenders.

Any Conditional offer will be summarily rejected.

Incase the tenderer is a partnership firms, the experience, solvency and turn over shall be in the name and style of the firm only.

If the tenderer is a partnership firm, all the partners shall be jointly and severaly liable for successful completion of the work and no request for change on the certification of the firm shall be entertained.

Certificates from private individuals for whom such works are executed being executed is not acceptable.

For Standard Financial criteria and Standard Technical criteria - Tenderers are required to submit authenticated certificate along with the tenders from oficers of government or semi- government/public sector undertakings under whom the work has been executed indicating there in the name of work executed, value of works/payment details and period during which completed. Such certificates should have signature and seal of the concerned oficer. In the absence of such certificate the tender shall not be considered. It should be noted that credentials for the works executed for Private Organisation shall not be considered.

The quantities and Items shown in the Schedule are given as a guide and are approximate only and are subject to variation according to the requirement at site to the Railway.

Price Variation Clause is not applicable for this tender.

Tenderer shall not add any conditions on their own either in their covering Letter or in the Tender Documents while submitting their offer. Any such conditions if stated and if are in violation of the Railways tender conditions may lead to summarily rejection of the offer. Railway reserves the right to reject such tenders summarily without assigning any reason whatsoever.

The e-tenders will be opened online using the IREPS Portal any time after closing of Tender. No representative is required to be present for opening of e-tender and taking notes of rates quoted and ranking as the complete details of rates etc. of all the bidders shall be available to the bidders through the website after the opening of the Tender.

Tenderer shall submit all the documents in support of minimum eligibility criteria/credentials along with the tender. No documents in support of minimum eligiboility criteria/credentials will be accepted/entertained after opening of the tender.

All contractors are required to upload details of their LOAs, engaged workmen, wage payment details, EPF/ESI details, bonus details etc., on monthly basis. It is mandatory updation of Labour data on Railway-s shramikkalyan portal by contractor. ( Ref: Railway Board-s Letter No. 2018/CE-I/CT/4 Dated 17.10.2018)

The proposed work will be executed as per work orders based on CPWD DSR-2023 of Central Public Works Department approved by the competent authority.

Any Item of any Chapter can be operated on accepted rates of CPWD DSR-2023 as per requirement at site as per approval of competent authority.

Demand for the credential criteria both Technical and Similar nature of work and other technical details are to be uploaded with a scanned copy duly filled in and signed as per annexure No. I, II, III and IV. These Annexures are available in View Document menu at Home page and are downloadable. The details of the uploaded documents should be produced whenever demanded for verification on written request at any point of time of the tender and contract within 7 days.

All the Sanitary items, fittings and fastenings of Standard make will be used of Plumber/CERA/Nyser/L&K/Hindware and Parry ware only asper IS Standards Specification.
