Sch 'a' Part - IV: AIR Conditioning Design,supply, installation, testing and commissioning of high efficiency central Chilled water type air conditioning plant of water cooled chiller package type with minimum capacity of 52 TR and 25.5 TR standby (3 units of 25.5 TR each 2 Units running at a time and one as standby ) comprising of water cooled chillers with scroll compressor working on R-134A / R-410A / R- 407C refrigerant (Green gas), chiller, condenser,chilled water circulation system,condenser water circulation system, refrigerent piping, control valves, cooling tower, air handling units,supply and return air duct, electrical controls& protective systems,winter heating, dust control, humidity control equipments to operate wth 415V, 50Hz, 3phase AC supply. complete for EW Lab at AF Stn Thanjavur for maintaining inside condition air temperature 23 +/-3 degree Centigrade and RH 55 +/-5%, dust control 5 Micron,(Clean Room). (for EW Lab POD Servicing & Tester Room)

(a). SPECIFICATIONS FOR SCROLL CHILLER PACKAGE UNITS:-

Each chiller package shall be factory built and tested, It shall consists of scroll compressors – motor units of total 75 TR capacity capable of controlling capacity from 25 % to 100%. Water cooled condenser MS shell and copper tube type with openable end plates, Safety Relief valve & Purge Valve etc. chiller with MS shell removable end plates, chiller shall be insulated with 19mm nitrile rubber insulation, segmental baffles and copper tubes , expansion valves as per compressor capacity, copper refrigerant piping and fittings, refrigerant feeding devices, valves, strainer, liquid moisture indicator,integral oil seperator, suction line insulation , first charge of oil and gas, starter panel etc. all the components shall be mounted on a rigid welded steel base frame shall be protected with primary coating.

The base frame shall incorporate suitable provisions for the rigging and handling of the machine during erection. Chillers shall be suitable for indoor installation. The panel shall contain motor starter and shall be suitable for single source power supply. It shall incorporate main disconnect MCCBs/MCBs for individual motors, contractors, over load relays, single phase preventers, under /over voltage trip, on / off push buttons, auxiliary contractors, temperature and current sensors in each phase to protect motor, control cabling from panel to compressors, pumps,CT,AHU, etc. . The control panel shall incorporate an easy-to-use operator interface panel and Shall display all operating and safety codes.

(b). SPECIFICATION FOR CHILLED AND CONDENSER WATER CIRCULATION SYSTEM:-

(i). Chilled water pump 3 Nos (2W+1 S/B) of Energy efficient centrifugal backpullout electric driven pump sets of suitable capacity heavy duty high efficiency complete with bronze impeller antiviberation arrangements gland drain connections with base frame complete with all accessaries as per OEM for recirculation of chilled water 3 Phase, 415V,50 Hz AC supply as specified.

(ii). Condenser water pump 3 Nos (2W+1 S/B) of Energy efficient centrifugal backpullout electric driven pump sets of suitable capacity heavy duty high efficiency complete with bronze impeller antiviberation arrangements gland drain connections complete with all accessaries as per OEM for recirculation of cooling water 3 Phase, 415V,50 Hz AC supply as specified.

(iii). Heavy duty butter fly valves( flanged type) , non return valve, y stainer ,Balancing valves,Rubber expansion joints,Flow switch, pressure gauges, temperature gauges at both suction and discharge for each pump including rubber vibration isolation pads mounted on ISMC frame as per the manufacturer on PCC foundation including all connections all as specified.

(iv). Condenser water piping of MS Class 'B', pipe, welding and fitting of suitable size as per recommendation of manufacturer with non chemical type online water scale preventor of suitable size for interconnecting the cooling tower with condensers and pump, make up water tank PVC ISI marked not less than 1000Ltr cap. drain pipe, complete with all necessary fittings.

(v). Chilled water piping with MS "C"class ERW pipe of suitable diameter including all weldable fittings, butterfly valve, NRV for interconnection between water chiller, chilled water pumps with AHUs. Distill water for chiller line system to prevent scale forming in chiller line, make up chilled water tank, Chilled water piping shall be insulated 50mm thickness and density not less trhan 20 kg/cum th layer of 120 gm/sqm polythene sheet (as vapour barrier) duly reinforced with 26 gauge chicken wire mesh with buffing of all joints and tied down with GI lacing wire and finally finished rigid with 26 guage aluminium foil cladding if laid inside the building, and with cement mortar of 1:3 of 12mm thick if laid in ground or air outside the building complete.

(vi). FRP induced draft counter flow cooling tower circular type suitable for not less than 100TR Cap .Structure should be honey comb (pvc) fill. Fan - Axial flow direct driven fan,Non corrosive. Motor -TEFC,IP-55 suitable for 3P / 50Hz / 415V (Technical Specifications as per the manufacturer) including necessary PCC foundation, along with mechanical structure for the base of cooling tower, PVC makeup water tank of minimum 1000Ltrs capacity ISI mark with brass float valve,overflow and drain arrangement with suitable PCC/Brick staging water connection to the tank and from tank to cooling tower, electric connection from panel to cooling tower, etc . Minimum two meter all around area of cooling tower and makeup water tank will be PCC with drain arrangement.

( c) . SPECIFICATION FOR AIR HANDLING UNIT AND AIR DUCTS

(i) Two Nos Double skinned construction Air Handling Units (AHU) suitable for chilled water system of minimum capacity 20000 CFM each made out of GI sheets, frame viberation pads,chilled water in lets/out lets connctions, controls, horizandal axil flow blowers, chiled water cooling coil with associated controls, filter section with 5 micron HDPE woven meshfilter in aluminium frams etc all as per the site rquirement and all as per the design parameters and as specified, volume control damper, Energy Efficient TEFC Motor (IE2 Series) (IP-55) with class F insulation of suitable capacity and specified makes,The fan section should be mounted on anti vibration pads and free from main structure. Make:- Blue Star / Carrier / Voltas/ Zeco.

(ii). GI Ducting with necessary insulation with collers, brackets, MS suports,for supply/ return air ducts fixd as per design for EW Lab from AHU with necessary jet type(eye ball type) adjustable difussers, return air grills, fresh air grills,dampers, plinum etc as per the design. All duct work shall be independently supported from building construction.All supply and return air ducts at AHU room shall be provided with approved make motorised fire dampers of at least 2.0 hour fire rating.

(iii) External thermal insulation on supply/return air ducts laid outside the conditioned room with aluminium foil faced Nitrile rubber of fire redardant class 'O' type 12mm thick for supply ducts and 9mm thick for return ducts.

(iv) Acoustic lining to the main supply air duct from AHU up to a minimum length of 6 mtrs with 25mm thick of Resin bonded glass wool of density 32 K/cum overlapped with RO tissue, sealing all joints and finally covered with 0.5mm perforated aluminium sheet.

(v) External thermal insulation to supply and retrun air duct laid outside the conditioned space/ room with 50mm thick expanded polystyrene slab (TF quality) of 24 Kg/cum density pasted with hot bitumen after one coat of black paint over duct surface, vapour barrier of 120 gm/sqm polystyrene sheet and finally finished with 26 guage aluminium tape complete to make it weather it weather proof all as specified in particular specification.( The supply air and return air ducts are to be provided externally outside the building).

(vi) One Nos electronic digital temperature and RH display board fixed in AC Plant room and sensors installed inside the EW lab tester room for measure air temperature and RH with necessary switching arrangement.

( d) . SPECIFICATION FOR MAIN CONTROL LT PANEL

Floor type Cubical type IP-54 factory made by manufactures having type test report of CPRI with suitable aluminium bus bar of adequate capacity for 3 phase, 415 volt, 50 Hz fabricated from 2mm thick CRCA sheet powder coated duly inter connected with all allied accessories as requried complete.

Necessary electric control wiring for running the plant including inter connection and inter locking wiring as per specification by PVC multi core 1.5mm stranded copper control cable.Status indication (ON/OFF) of each compressors, pumps, AHU, cooling tower motor and other essential electrical components.

Main incoming MCCB of suitable capacity 4 pole of 35 KA with electronic release. All outgoing MCCBs for Chillers, Pumps, AHUs, cooling tower etc shall be 4 pole thermal magnetic release of suitable capacity.

Fully automatic star delta starters for motor of capacity above 5 HP and DOL starters for motors of capacity 5 HP and below for condenser pumps, chiller pumps, AHU blower motor, and cooling tower fan with necessary interlocking for safe operation of AC plant.

Power cabling of adequate size, rating and sufficient core from LT panel board to electric motors and other electrical equipment such as chiller units, pumps,AHUs. cooling tower with multistranded copper conductor armoured cable laid neatly and in straight line in trenches/wall/ cable trays with necessary saddles and clamps including copper lugs of suitable size and cable glands etc all as specified and as per IE rules and electridcal codes.

(e) . SPECIFICATION FOR PAINTING

MS water pipe lines, suction and discharge refrigerant pipe line etc shall be painted as per standered colour code and showing arrow/indicator for flow of water /refrigerant/chilled water. Angle frame works, cooling tower, AHUs etc also shall be painted with two coat of synhetic enamel paint over a coat of red oxide primer as per standred colour code.

(f) DESIGN, EXECUTION AND TESTING

(i). The building drawings will be uploaded along with tender documents.

(ii) Design of Air conditioning system including design calculation , design drawings cost shall be deemed to be included in the quoted rate and block diagram showing position of each equipments and minimum floor area reqd for the plant also be submitted along with design.

(iii) The capacity of the plant shall be not less than 52 TR with 25.5 TR standby. The heat load calculation, design of equipments, AHU, DUCTs,Cooiing tower, pump sets, etc to be submitted duly scrutanised by Govt IIT/NIT/ IISC College within one month after acceptance/before starting of work.

(iv) Manufactures shall submit Computer generated rating chart for 100%, 75%, 50%, 25% load performance for Specified parameters & also for AHRI condition.

(v) Efficiency of scroll type chiller package shall comply with ECBC norms with power consumption less than 1.00 KW/TR on full or part load.

(vi) The contractor shall submit catalogue indicating model No of unit offered and test certificate indicating power consumption up to 25% of minimum load and 25%, 50%, 75% and 100% load for approval of GE before placing the final order.

(vii) RCC foundation as per manufacturers standards shall be deemed to be included in the rate quoted.

(viii) Contractor shall also submit following :

(a) Sling pschychometer - 03 Nos, (b) Electronic wall hanging thermometer with RH meter - 03 Nos , (c) Louden meter- 01 Nos,(d) Anemo meter- 01 Nos,

(ix) Supply and fix one display board of schematic diagram/ layout of the AC plant drawn on Acrylic white sheet with coloured paints duly marking the details duly fabricated with suitable aluminium frame of not less than 1x1 mtr.

(x) Supply and fixing glow sign board of Central AC plant size 3000x800x150mm, weather proof made of MS angle 50x50x6mm with while acrylic sheet 2mm thick and writing "Central AC Plant EW Lab" with arial black font with suitable size not exceeding 150mm and mininum size 100mm and provision of 04 Nos of LED tube light 1x20 watt and other accessories and grouting on floor/roof with suitable primary and secondary supports.

(xi) Supply and fix fire point comprising of water (Stored pressure) fire extinguisher (IS : 6234) 9 Ltrs capacity -02 Nos, dry chemmical powder (ABC) estingusiher (IS:2171) 5 kg capacity-02 Nos, light weight squeeze grip type CO2 extinguisher (IS : 2878) 3 Kg capacity- 02 Nos

(x) COP for the chiller package unit shall be above 4.70.

(xi) The contractor should get the plant installed and executed only by any one of the original equipment manufactures viz Blue Star/Carrier/Kirolskar with their own makes of complete components/items. Provision of combination of various items of different manufacturer of above or their recommended makes or any other makes is not acceptable. The contractor shall intimate the name of OEM namely Voltas/Blue Star/Carrier/Kirloskar and submit a certificate from the OEM confirming that the entier AC plant work shall be got executed with their recommended make through them / their accredited agencies, within one month of placement of work order on the contractor.

(xii) Any work not included in the above details, but which are essential for technical requirement for the efficient performance and smooth functioning of the plant shall be clearly specified and included in the quoted rate.

(xiii) The capacities of equipments are tentative, however, any increase in capacity of any equipment & any missing items required as per approved design conditions are deemed to be included in the quoted rate and the Contractor shall provide the same with No extra cost .

(xiv) Phase I test shall be 24 hours continuous running test to be carried out by the contractor in presence of the GE / Engineer-in-charge. Phase II Tests shall be 72 hours continuous running tests and shall be carried out when the extreme summer and monsoon conditions in presence of the GE and Officer detailed by the Accepting Officer, within the 12 months period following phase-I test. The artificial load foe phase I and phase II shall be provided by the contractor without any extra cost to the department.

(xv) All consumable item including refrigerant, compressor oil, lubricant , etc and other items required such as log sheets, stationery etc shall be provided by the contractor during the mainitenance period.

(xvi) Design and execution of Air Conditioning system shall be carried out as per the following Indian/International codes : (1) ASHRAE (2) ASME (3) ARI (4) AMCA (5) UL181- Factory made Air duct and connectors,(6) UL-555- Fire dampers (7) NFPA 90A- Installation of Air conditioning and ventilation system (8) IS 3615- Glossary of terms used in refrigeration and air conditioning (9) IS325- Three Phase Induction motor (10) IS-1239- Mild steel tubes,tubular and other wrought steel fittings,(11) IS277- Galvanised sheet steel (12) IS655- Metal Air ducts (13) IS3588 - Axial flow fans electric,(14) IS 4894 Centrifugal fan (15) IS659 - Air conditioning safety codes (16) 616- Mechanical refrigeration sefety code (17) NBC- National building code (18) IS 3043 - Code of parctice for earthing (19) ECBC 2007/2009 (20) And any other relevant codes related to Air conditioning.

Supply install commissioning and testing of commercial air curtain unit for prevention of dust and conditioned air losses, single phase, 220V, 50 Hz made out of MS/CRCA sheet of minimum thickness 18 gauge finished with two coats of synthetic enamel paint (oven baked) with MS-CRC 18 gauge square perforated suction grills, aluminium alloy fans and single phase electric motor, nozzles etc complete with fittings and acessories so as to produce 1-1.5 m/sec air velocity at floor level for door opening of size 28"x84"

Supply installation and testing of Air Shower overall size 1450(W)x1000(D)x2450 (H)MM with one entry and one exit, entry on depth side for exit into clean room type 100% recirculating made of SS304 with SS shower nozzles from 3 sides foxed type.

(a) Velocity at nozzle - 4000 to 5000 FPM. (b) Air cleanliness 10000 ISO class 5. (c) Statically and dynamically balanced inbuilt motor blower. d) Door of SS with double glazed view glass panel hinged, heavy duty door enclosure, inter locking between the doors by electro magnetic locks.

Sch 'A' Part - VI : Tarmac : Pavement Quality Cement Concrete (PQC) work in pavement/Hardstanding of flexural strength 45 kg / sqcm (lower control limit - LCL) in field using minimum 400 kg of cement per cubic metre or as per design mix, (thickness of concrete 300 mm) mixed with triangular/ non circular synthetic polyster fibre reinforcement @ 0.25% by weight of cement, spread and compacted by using mechanical pave with sensors, all as specified including necessary form work all as specified and as directed.

Notes: (a) Finishing & Construction joints/ dummy (contraction joints) and expansion joints and finishing shall be measured and paid separately under respective items of this BOQ. (b) Deduction shall be made in computing concrete quantity for expansion joints. (c) No price adjustment shall be applicable if excess quantity of cement than the minimum is used / approved based on mix design in the execution of work under this item. (d) Mix design shall be carried out without using polyester triangular fibre.

(e) Cost of Polyester Triangular/ non circular synthetic fibre as secondary reinforcement to be mixed in cement concrete shall deemed to be included in the inserted Lumpsum of Sch 'A' Part- I, item No.1. (f) Underlayers below PQC shall also deemed to be included in the inserted Lumpsum of Sch 'A' Part- I, Item No.1.

Finishing to concrete surfaces by belting/mechanical brooming all as directed.

Forming construction joint, 23mm deep and 6mm wide (using diamond cutter), applying one coat of white wash to the exposed vertical faces of slab, providing polyethylene rod 10mm dia and sealed with Polyurethane sealant (Minimum depth above polyethylene rod shall be of 10 mm) complying with BS: 5212 (For type 'FB' fire & fuel resistance) & BS : 4254 and EN-141875 - 2003 (For hydrolysis / water resistance test), priming the sides, minimum movement accommodation factor (MAF)±30% with ten years performance guarantee) and applying masking tape on edge of joint to prevent accidental spillage of sealant on top surfaces to give neat finish to the sealant and removing the masking tape after sealant is applied by mechanical means complete all as specified and as shown on drawing.

Forming contraction (Dummy) joints, cutting with diamond cutter to a depth of 80 mm and 3mm wide initially and top 23mm portion cut to 6mm wide to accommodate polyethylene rod 6mm wide and sealant , provision of closed cell polyethylene rod of 10 mm dia sealed with (10mm depth minimum above polyethylene rod) polyeurethane sealant complying with BS 5212 (For type 'FB' fire & fuel resistance) & BS 4254 and EN-141875 - 2003 (For hydrolysis / water resistance test) priming the sides with two coats and with minimum MAF ± 30% (with ten years performance guarantee) and applying masking tape on edges of joint to prevent accidental spillage of sealant on top surfaces to give neat finish to the sealant and removing masking tape after the application of sealant by mechanical means all as specified and as shown on drawings.

Note for items 11 & 12: (i) Primer to be used before filling sealant, edges to be beveled. Joints to be cut with in 24 hours using diamond bit cutters of Bosch or equivalent used for cutting green concrete.(ii)The polyethylene rod shall be of desired diameter having minimum density of 22Kg/cum and compression strength of 0.40Kg/sqm, 25% greater than the joint width, of white colour, "DURA rods" manufactured by Supreme Industries Ltd or Paramount or equivalent as approved by GE. Necessary paid voucher and test certificate from the manufacturer shall be submitted along with material.

Sch 'A' Part - VII : Fittings, fixtures & Misc. items INTERNALWATER SUPPLY. Supply and fix angle cock cast copper alloy with capstan head, chromium plated screwed both ends for PP-R pipes or for unions and fixed suitable for 15mm dia complete all as specified and as directed. Make; As per Annexure

Supply and fix Health faucet brass chromium plated including 1 M long flexible pipe with flushing nozzle and trigger at one end and brass CP union other end fixed to GI/PP-R pipe all as directed. Make; As per Annexure

Electro static conductive flooring : Epoxy resin based electro static conductive flooring system all as specified and laid as per the manufacturer's instructions complete at rooms as shown on schedule of finishes drawing (in POD storage, POD servicing & Tester room). Note: (i) Cost of Underlayers below electro static conductive flooring as shown on drawings shall deemed to be included in the inserted Lumpsum of Sch 'A' Part - I, Item No.2. (ii) Refer particular specifications for complete details.

False ceiling : Material and labour False Ceiling with Calcium silicate board/tiles of 595x595x15mm over powder coated GI grid complete in Tester Room of EW Lab all as specified and as shown on drawings. Note: Refer particular specifications for complete details.

Internal Electrification: Supply, fix and connecting up Heavy duty Exhaust Fan of size 300 mm sweep 1400 rpm complete, with cable 3 core of size 0.5 sqmm from ceiling rose to fan, provision of 3 mm thick bakelite sheet cover including writing MES No 2 cm height with synthetic enamel black paint all as directed. Make: As per Annexure.

Supply, fix and connecting up ceiling fan of size 1200 mm sweep energy saving five star, double ball bearing and low power consumption complete with cable 3 Core of size 0.5 sqmm from ceiling rose to fan, including writing MES No. 2 cm height with synthetic enamel black paint complete all as directed. Make: Model Excel star Bajaj rated 5 Star type or its equivalent make as per Annexure.

Supply and fixing connecting up wall mounted air circulator of size 600mm sweep 1440 double ball bearing RPM metal blades with pull cord mechanism for speed control complete with necessary fixing arrangements including writing MES No 2 cm high with synthetic enamel black paint complete all as directed. Make : Bajaj Model SUPREME PLUS or its equivalent make as per Annexure.

Sub main wiring complete with two runs of 10.0 sqmm single core PVC insulated FRLS cable 1100 volts grade, multistranded copper conductor cable with one run of 10sqmm single core PVC insulated FRLS cable 1100 volts grade, multistranded copper conductor cable as earth continuity conductor, drawn through and including 25mm dia rigid non metallic PVC and conduit accessories concealed/ roof/wall all as specified and as directed.

Sub main wiring complete with four runs of 10.0 sqmm single core PVC insulated FRLS cable 1100 volts grade, multistranded copper conductor cable with two run of 10sqmm single core PVC insulated FRLS cable 1100 volts grade, multistranded copper conductor cable as earth continuity conductor, drawn through and including 50mm dia rigid non metallic PVC and conduit accessories concealed/ roof/wall all as specified and as directed.
