Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders are not accepted

The employer reserves the right to reject one and all tenders without assigning any reason there of.

The employer is not responsible for any delay in accessing E- procurement portal

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender

As per Karnataka state Government order LD/300/LET/2006 Blore dated 01.01.07 and Government letter no PW/134/BMS/2007 dated 27.07.07, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The tenderer should submit the Registration Certificate along with technical bid.

Original documents/ Certificates enclosed must be produced in the office of Executive Engineer at the time of opening of technical bid.

All the items in the tender are inclusive of cost and conveyance of all materials, all lead ,lift, loading, unloading, transportation, labour, hire chares of machinery , curing for concrete works

Contractors should follow strictly prevailing rules of labour act

In case of the death of a contractor, after executing the agreement / commencement of the work, his legal heir, is an eligible registered contractor and is willing, can execute and complete the work, at the accepted tender rates, irrespective of the cost of the work

Department will not supply any materials

The tenderer should submit proposed methodology and programme of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management , plan, proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Bid document KW- IV.

Payment of EMD of Rs100000 shall be through E payment and remaining amount through the Bank Guarantee,Bankers Cheque/Demand Draft/Pay Order,in favour of Executive Engineer,and shall be valid for 90 days beyond the validity of tender.

The tenderer should bear all cost associated with the preparation and submission of his tender and the employer will in no case be resposble and liable for those cost.The cost of the tender form shall not be refundable

To qualify award of this contract the tenderer should submit proof of work qualification,for having executed similar nature of works,costing not less than 50 % of the value of work.

Materials like Bitumen, steel,cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority before used on the work.

PERFORMANCE SECURITY The successful tenderer shall furnish Performance Security Deposit (Achievement Guarantee) at 5% of the contract price, security for unbalanced tender also shall be provided within 10 days after approve of tender as per rule 29.5 of the tender and clause 44 of the agreement in the form of Bankers Cheque,D.D,Pay order Bank in the nature of EXECUTIVE ENGINEER PWD Udupi Division

Contractors should be registered with KPWD Class III & above Registration and the tenderer should submit the Registration Certificate along with technical bid.

Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Any tender aggrieved by an order passed by the tender accepting authority other than the government under section 13 may appeal through Karnataka Public Procurement Portal only. written appeals will not be accepted.

As per G.O.letter No:AD 417 expenditure 12/ 2024 Dated 9.8.2024,The Govt and contractor are bound to pay/refund accordingly if the GST rates are revised during the contract period

The Successful bidder has to follow the prevailing Government orders regarding royalty Charges. The contractor has to submit Material Dispatch Permit (MDP) for all naturally available Resources/ Materials along with the running contract bills, otherwise necessary action will be taken as per GO/Circulars

Contractor shall bare the expenditure/charges towards design mix paid to quality control sub division

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18% of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender , tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, contractor shall quote the rate excluding GST and GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily

The Item rates quoted shall include cost of Royalty charges on construction materials and other taxes as per rates provided in prevailing Govt orders at the time of execution and including cost nd conveyance of all materials curing, loading and unloading with all lead and lifts, labour, hire charges of machineries and equipment etc., complete and all other incidental charges.All the items shall be executed as directed by the Engineer-in-charge of the work.

All materials required for this work shall be procured by the bidder himself and should be got tested by the quality control authorities at his own cost before use on the work. Department will not supply any materials.

All documents should be uploaded by the contractor is to be attested by the authorized notary or an officer not below the rank of Executive Engineer and should be produced for verification at any stage of process as and when saught for .Failure to produce original documents leads to rejection of Tender

Financial Year will be reckoned as the period between first day of April and Thirty-first day of March of succeeding year (both days inclusive).

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Units, Rates & Prices shall be quoted by the tender in Indian Rupees only

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer PWD Division Udupi, during office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a general holiday the next working day will hold good in lieu of the dates mentioned.

item for which no rates or price has been entered in will not be paid for by the Employer when executed & shall be deemed covered by the other rates & prices in the bill of quantities.

The royalty charges on construction materials will be deducted as per prevailing Govt orders.

The Bidders shall note that the information furnished in technical Bid will be evaluated with respect to the Technical requirement Criteria set forth in the Bid Document, which is uploaded separately. The Bids meeting the minimum Technical criteria at the discretion of the Engineer-in-Charge shall only be qualified for financial Evaluation of Financial Bids.

Tenderer shall obtain the Work done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification.

Tenderers are requested to read the Bid documents carefully and upload the necessary documents before submission of their bid.

The contractor should maintain the work for the period of 2 years (Two years) after the completion of the work at his own cost.
