PHASE-I : (ITEM No. 01.00 to 86.00 except item No 1.06 & 1.07)
Design, supply, construction, installation, testing, commissioning and comprehensive maintenance and operations of the STP for 10 years after completion of fully advanced automatic Sewage Treatment Plant of 180 KLD capacity based on MBBR technology and process with three process streams of 60 KLD each for part operation of plant with tertiary treatment complete based on following parameters and including all civil and electrical works after end of sewage line till end of tertiary treatment and including the raw sewage collection tank and treated water storage tank complete all as specified here in below and in particular specifications and as directed.
(a) The raw sewage to be treated shall be domestic sewage. The characteristics of raw sewage and treated sewage shall be as below:-

| 1.01(b) The STP shall be of overall capacity of 180 KLD but should have three process streams of 60 KLD each so that the plant can handle sewage load at three different capacities (i.e., 60, 120 & 180) without compromising treatment efficiency of the plant. The various components of the STP shall be designed and constructed accordingly so that the plant is capable of functioning at 60 KLD/ 120 KLD/ 180 KLD capacity. The STP shall have following major components but not limited to only following components and all components as requried for a functional STP shall be deemed to be included in the scope of work:- (i) Raw sewage collection tank (ii) Fine bar screen (iii) Oil and grease trap (iv) Equalization tank (v) Anoxic chamber (vi) Air blower (vii) MBBR (viii)Tube settler (ix) Sludge holding tank/sump (x) Tertiary treatment components (xi) Sludge dewatering arrrangments including screw press or similar arrangement (xii) Secondary treated water storage tank (xiii) Tertiary treated water storage tank | |||||
| 1.02(c ) All components / tanks of the STP shall be constructed in RCC with minimum M 30 grade concrete using sulphate resisting portland cement as per IS 12330 with permanent specifications including foundations etc.complete (d) All pumping arrangements shall be in 01 Working + 01 Standby mode of adequate capacity. (e)The STP shall be provided with electro magnetic flow meters, valves, pressure gauges and bypass arrangements for emergency operation as per design and as on requirement basis. (f) Side channel type Air blower having adequate capacity (01 Working + 01 Standby) coupled with suitable motor, for providing air. Air rotameter is to be provided in each line for measurement of quantity of air. (g) SS Basket fine screen of suitable capacity shall be fitted at the inlet of Oil & Grease Trap chamber. (h) Oil & Grease Trap Chamber shall be provided having suitable size with auto decanter. (j) Diffusers with mounting/fixing stands of latest technology and adequate capacity in stainless steel of minimum SS 304 grade shall be provided wherever required (k) All Pumping arrangement and functional mechanism, technology as required for a complete operational plant shall be provided. (l) Filteration system:- Automatic filteration system AMPV (automatic multiport valve), starter panel +PSF+Filter feed pump (1w+1s) with a flow rate 1cu.m /hr with chlorine disinfection shall be provided. | |||||
| 1.03(m) One no. PLC SCADA electrical control Panel for operation of all electromechanical units of sewage treatment plant, with interconnecting cables shall be provided. (n) A PLC control shall be provided for monitoring, control, recording, and logging etc. for STP. This shall consist of PLC based SCADA system with following characteristics. (i) All the treatment Units shall be designed for manual & automatic operation through PLC and SCADA based system with PC based systems and peripheries. (ii) Provision shall be made to operate each process Unit manually, if required. All the essential Drives shall be provided with standby arrangements. (iii) The control system shall be selectable to either “Local (Manual)” or “Automatic” or “Remote Manual” modes. Annunciation shall be provided on the HMI. All electrically actuated valves shall be operated from HMI through PLC/SCADA. (iv) The Panel shall consist of following devices - PLC with integral alarm annunciator & all required hardware and software - PC based SCADA system with all required hardware, software and peripheries. - Power supply modules. - Surge protection units. - Indicator for level, pressure and flow. - Selector switches for selection of Normal mode, flush mode, score mode and drives and various other modes as per process design requirements. - Push buttons. - MCBs. - Any other item required for functioning of the system. - Input/ Output Modules :Standard rack mounted I/O modules with plug-in cards shall be provided. Field wiring shall be terminated in screwed terminal and interconnected to the processor I/O system with pre-fabricated cables with plug-in type connectors. | |||||
| 1.04(o) One set of online monitoring system for BOD, COD, TSS, pH, complete with all accessories. (p) Comprehensive maintenance of STP commissioned during two years of defect liability period shall be included in the rates quoted for this item. The scope of comprehensive maintenance shall be same as given for comprehensive maintenance after defect liability period in BOQ items and specifications. (q) The soil report for design of STP shall be provided by GE. The sub soil stratification comprises of top subsoil is poorly graded Gravels-sand mix with little fines followed by greyish highly weathered over consolidated basalt rock fragment. The recommended safe bearing capacity (minimum) for RCC isolated footing of size 1.5x1.5 is 20 T/M² at a depth of 1.5 mtr and 25 T/M² at a depth of 2.0 mtr. (r) As far as possible all major components of STP shall be above ground level only. (s) The different components of STP shall be connected with proper PCC walkways of minimum 1.0 meter width for movement of men and material for future maintenance. All components shall have PCC walkway of minimum 1.0 meter width on all sides. The rate quoted shall be inclusive of these provisions. (t) Pumping from collection sump shall be automated based on level of sewage. Design of collection sump to be as CPHEEO Manual for Sewerage and Sewage Disposal 2013. Area drainage of STP to be ensured. (u) A lab shall also be established alongwith requisite fascilities for testing & monitoring as specified. Space for establishment of lab shall be given by GE. | |||||
| 1.05Notes:- (1) Design of STP shall be got vetted from IIT/NIT and afterwards it shall be approved by Accepting officer before execution on ground. (2) The description of items of STP in BOQ is in brief and all components required as per design to treat the influent to specified degree/quality are included in the scope of item of STP even if description of item above does not specify the same. (3) Wherever pumping is required in STP after end of sewer network till storage tank of treated effluent, the same shall be provided by suitable pumps and for each stage two pumps (One working + one standby) shall be provided as per design requirement. Rate quoted for item of STP shall be inclusive of the provision. (4) The STP shall be based on MBBR technology and design shall be accordingly carried out. (5) The treated water after tertiary treatment shall be fit for arboriculture activities etc. (6) All civil, electrical and mechanical components required after end of sewer network including raw sewage collection tank/ sump till delivery of treated effluent including storage tank of treated effluent before its pumping are covered under the item of STP and shall be inclusive in rate quoted for item of STP. (7) The quantities of various components if given in description of item are tentative and actual quantities as per design of STP for specified capacity shall be considered while quoting the rate for STP. (8) The sewage characteristics given above are indicative only and actual sewage sample shall be collected and tested before design of STP . No claim of any kind for variation in raw sewage characteristics from given above shall be entertained and treatment process shall be designed as per actual raw sewage characteristics. (9) The scope of item of STP given in BOQ starts from end point of sewage line. Hence necessary RCC sewage collection well/sump alongwith necessary sewage pumps of adequate capacity in 01 working + 01 standby configuration for each location are part of STP item and rate quoted shall be inclusive of all provisions. (10) The comprehensive maintenance of the STP as per scope given in Item No 1.06 during two years of defect liability period shall be deemed to be included in scope of Item No 1.00 to 1.05 and comprehensive maintenance during 8 years after completion of defect liability shall be measured and paid under item No 1.06 as per payment schedule given. (11)Item No 1.00 to 1.05 of this job shall be considered as 42% and Item No 1.06 & 1.07 which form Phase-II of this item shall be considered as 58%(Item No 1.06 - 15% and Item No 1.07- 43% ) of total quoted amount for Item No 1 for payment purpose. Payment schedule for 42% scope of work of this job shall be decided by GE during execution of work.Payment for Phase-II shall be released as per the schedule given in description of item No 1.06 & 1.07 (Phase-II) respectively. | |||||
| 1.06PHASE-II : (ITEM No. 1.06 to 1.07) COMPREHENSIVE MAINTENANCE : Maintenance of Sewage Treatment plant of capacity 120 KLD including all connected electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking leakage, checking noise, cleaning of plant and its surrounding area etc, as per manufactures instructions and as specified and directed by Engr-in-charge. Note:- (a) The contractor shall strictly carry out the maintenance as per manual of the plant provide by the OEM through Engineer-in-charge as well as dosage of the chemical prescribed by the testing agency and including replacement of parts, fittings/fixtures filling of bacteria, chlorine etc required for smooth functioning of the plant as per manufactures instructions. (b) The rate quoted shall deemed to be inclusive of safety gear & required tools for maintenance. In case of failiure to provide tools kit & safety kit (spanner sets, hand gloves) a penalty of 3000/- will be recovered and levied. (c) Samples of effluent shall be collected from the outlet once in a month as directed and got tested in a lab approved by the State Pollution Control Board. (d) In case of non functioning of STP Plant recovery penal @ 3000 per day shall be effected 24 hrs after the defect is notified. (e) PAYMENT TERMS FOR COMPREHENSIVE MAINTENANCE :-The Item No 1.06 shall be taken as 15% of total amount quoted for BOQ Item No 1 above (Supply, installation, commissioning, comprehensive maintenance and operation of STP) for payment purpose. Yearly breakdown of payment against this item shall be made as per following schedule during the period of Eight years after completion of defect liability period of Phase-I.Please note that comprehensive maintenance as per scope given above during defect liability period shall be deemed to be included in Phase-I part of item No 1.00 to 1.05. | 1.07OPERATION OF THE PLANT : Operation of Sewage Treatment plant of capacity 120 KLD (with two shift operation by trained 01 x FGM/ shift including Sunday and holidays) including all connected electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking leakage, checking noise, cleaning of plant and its sorrounding area etc, by one FGM (skilled) per shift for 02 shifts in a day all as per manuafactures instructions and as specified and directed by Engr-in-charge. Shift Details TRADEMAN: 01 FGM x 02 shift per day =02 FGM per day Shift Timing Shift I : 0600 Hrs to 1400 Hrs (01 FGM) Shift II: 1400 Hrs to 2200 Hrs (01 FGM) Note:- (a) The contractor shall be responsible for filling of bacteria, chlorine etc required for smooth functioning of the plant as per manufactures instructions. The chlorine shall be provided by the department. (b) The Contractor shall Employ FGM having minium ITI qualification from Govt. Recognised institute with adequate knowledge & minimum 2 years experience in maint/operation of STP plants. The operator must be competent to carry out the minor maint all as directed. (Total number of operators required per day are 02 Nos) (c) Contractor shall pay the wages to the employees through e-payment i.e Adhaar linked bank accounts (credit to their bank account) Engineer-in-charge shall ensure that e-payment made to employees and their wages shall not be less than minimum wages fixed by state Govt. or Central Govt. whichever is more. Monthly e-banking statement of employee shall be furnished by the contractor to the Engr-in-charge and the same shall be kept in record duly verified. (d) It is the responsibility of the contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by Ministry of labour for all operator/helper (as applicable) and necessary proof to this regard shall be submitted to the Engineer-in-charge for verification & record. The quoted rates shall be deemed to be include of above provisions. In case contractor fails to produce the proof of EPF, the same shall be recovered from his dues as per the prevailing scale plus 15 percent. (e) The contractor shall maintain all registers under various rules, 2017 and shall be produced to the Engineer-in-Charge as well as officers detailed by central labour department. (f) Each shift duration shall be of 8 hours & duty timing will be decided by Engr-in-Charge (g) The unit rate quoted shall deemed to be included for cost of labour for daily routine maintenance for trouble free functioning of installation. | |||||
| 1.08(h) PAYMENT TERMS FOR OPERATIONS :-The Item No 1.07 shall be taken as 43% of total amount quoted for BOQ Item No 1 above (Supply, installation, commissioning, comprehensive maintenance and operation of STP) for payment purpose. Yearly breakdown of payment against this item shall be made as per following schedule during the period of Ten years after completion of Phase-I. Shift I : 0600 Hrs to 1400 Hrs (01 FGM)
Shift II: 1400 Hrs to 2200 Hrs (01 FGM)
Note:- (a) The contractor shall be responsible for filling of bacteria, chlorine etc required for smooth functioning of the plant as per manufactures instructions. The chlorine shall be provided by the department.
(b) The Contractor shall Employ FGM having minium ITI qualification from Govt. Recognised institute with adequate knowledge & minimum 2 years experience in maint/operation of STP plants. The operator must be competent to carry out the minor maint all as directed. (Total number of operators required per day are 02 Nos)
(c) Contractor shall pay the wages to the employees through e-payment i.e Adhaar linked bank accounts (credit to their bank account) Engineer-in-charge shall ensure that e-payment made to employees and their wages shall not be less than minimum wages fixed by state Govt. or Central Govt. whichever is more. Monthly e-banking statement of employee shall be furnished by the contractor to the Engr-in-charge and the same shall be kept in record duly verified.
(d) It is the responsibility of the contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by Ministry of labour for all operator/helper (as applicable) and necessary proof to this regard shall be submitted to the Engineer-in-charge for verification & record. The quoted rates shall be deemed to be include of above provisions. In case contractor fails to produce the proof of EPF, the same shall be recovered from his dues as per the prevailing scale plus 15 percent.
(e) The contractor shall maintain all registers under various rules, 2017 and shall be produced to the Engineer-in-Charge as well as officers detailed by central labour department.
(f) Each shift duration shall be of 8 hours & duty timing will be decided by Engr-in-Charge
(g) The unit rate quoted shall deemed to be included for cost of labour for daily routine maintenance for trouble free functioning of installation. | - | - | - | - |
| - | (d) PAYMENT TERMS FOR OPERATIONS :-The Item No 1.07 shall be taken as 43% of total amount quoted for BOQ Item No 1 above (Supply, installation, commissioning, comprehensive maintenance and operation of STP) for payment purpose. Yearly breakdown of payment against this item shall be made as per following schedule during the period of Ten years after completion of Phase-I.
(i) After 1st year - 6.00%
(ii) After 2nd year - 6.00%
(iii) After 3rd year - 8.00%
(iv) After 4th year - 8.00%
(v) After 5th year - 10.00%
(vi) After 6th year - 10.00%
(vii) After 7th year - 12.00%
(viii) After 8th year - 12.00%
(ix) After 9th year - 14.00%
(x) After 10th year - 14.00%
