Special Eligibility Criteria

   Railway reserves the right to procure the material from proven sources/ manufacturer as per the following clauses: (i) Tenderers with satisfactory past performance for the tendered item or similar item (similar means any type of cloth with equivalent drawing / specification) for 20% and above of tendered quantity against cumulative orders in at least one of the last three completed Financial years and up to the tender opening date to any Zonal Railways/ Central/State Govt Organizations/PSUs/Public Listed Companies will only be eligible for full/bulk order. (ii) Tenderers who have some past performance, but not exceeding 20% of tendered quantity for the tendered item or similar item (similar means any type of c l o t h with equivalent drawing / specification) against cumulative orders in at least one of the last three completed Financial years and up to the tender opening date to any Zonal Railways/ Central/State Govt Organizations/PSUs/Public Listed Companies will be considered for developmental order upto 20% of tendered quantity. (iii) For (i) & (ii) tenderers to submit relevant documents (such as copies of Receipt note for stock items. Receipted Challan / Inspection Certificate / tax invoice for Non-stock items) along with their offer. In case the tenderers do not submit the requisite documents along with their offer, the tender will be decided on the basis of their past supply performance records as available with EcoR (if any). (i) Tenderers with satisfactory past performance for the tendered item or similar item (similar means different size/shade/colour with same drawing/specification) for 20% and above of tendered quantity against cumulative orders in at least one of the last Five completed Financial years and up to the tender opening date to any Zonal Railways/ Central/State Govt Organizations/PSUs/Public Listed Companies shall only be eligible for full/bulk order. (ii) Tenderers with satisfactory past performance for the tendered item or similar item (similar means different size/shade/colour with same drawing/specification) for the quantity below 20% of tendered quantity against below 20% of tendered quantity against cumulative orders in at least one of the last Five completed Financial years and up to the tender opening date to any Zonal Railways/ Central/State Govt Organizations/PSUs/Public Listed Companies shall only be eligible for developmental order upto 20% of tendered quantity. (iii) Tenderers to submit relevant documents (such as copies of CRAC for GeM Orders, Receipt note for stock items. Receipted Challan / Inspection Certificate / tax invoice for Non-stock items/ACASH allotment letters with proof of supply i.e. tax invoice, I/C copy, etc.) for only one any financial year as mentioned above along with their offer.

   Tenderers/Bidder should go through the Condition w.e.f. 23.12.2020 available in the IREPS website before submitting their offer especially the clauses 6.0 of Section- I and 13.0 of Section-II of the Instructions to the Tenderers pertaining to EMD and SD. Please note that as per latest guidelines, noncompliance of EMD and SD clause may lead to non consideration of the offers of the firms who are not exempted as specified in the above clauses.
