Special Eligibility Criteria

   The eligibility criteria for the purpose of placement of Bulk/Development order shall be governed by Clause no. 5.0 {Except sub clause 5.4} of Section-II of Bid Document Ver. 25 along with CS. The estimated value of the tender is Rs. 3,58,07,100.00. For the purpose of similar item means NON AC AREA CEILING FOR ANY TYPE OF LHB COACHES. Note: 1. The bidder shall submit clause wise comments on the specification MDTS44388 Rev Nil. 2. The bidder shall submit tender specific authorization letter of MOU with manufacturer of the item as mentioned in the Para 8.1 of the specification. 3. The bidder shall submit WTC, Technical data sheet and safety data sheet from OEM of the item along- with outer, inner skin materials & high strength adhesives & sealants along- with bid as mentioned in the Para 8.1 of the specification. 4. The bidder shall submit Test certificates for parameters mentioned in Para 6.0 of spec MDTS- 44388 Rev Nil along-with bid. 5. The bidder shall have ISO 9001/IRIS certification for relevant field of manufacturing.

This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor
