SECTION-I

Periodical, preventive and comprehensive maintenance of Central Air conditioning plant of capacity 3 x 37.5 TR as per manufactures manual of preventives and comprehensive maintenance and with periodicity mentioned there in as per particular specification including services for Manning & Operation for two shifts each of 08 Hours from 0800 to 1600 Hrs and 1600 to 2400 Hrs with 1 Refrigerator/ AC operator (Skilled Labor) in each Shift installed at DCN PALAM daily including Saturday, Sunday and Gazetted Holidays complete including cleaning daily all as specified and directed by Engineer-in-Charge at Delhi Cantt . (a) Periodical, preventive and comprehensive maintenance complete package chiller units 03 Nos, each consisting of 1 No 37.5 TR along with motor and its condenser,compressor, chillers, microprocessor based control panel complete system done through OEM i.e. any one of M/s Blue Star/Trane/Voltas/ Hitachi including submission of quarterly service reports from OEM. Total No. Chiller units-03 Nos. (b) Preventive, comprehensive and routine maintenance of following equipments :- Details of the AC Plants:- (a) Centrifugal Monoblock Pumps set for Hot water Circulation Cap of 3 Hp, Make- Crompton – 02 Nos. SECTION-II

Providing outsourcing for manning, operation, periodical and preventive maintenance of central Air Conditioning Plant of Capacity 2 x 220 TR installed at OTM Accn for DGIS and other Infrastructure in Delhi Cantt, daily excluding Saturday, Sunday and Gazetted holiday complete including cleaning daily, weekly, quartely, half yearly all as specified and directed by Engineer-in-Charge. The Plant shall be operated in the follwing manner:- (i) 1st shift of 8 hrs i:e from 0600 Hrs to 1400 Hrs - 02 AC/ Ref mechanic per shift (a) Periodical and preventive maintenance complete package chiller units each consisting of 4 x 110 semi-hermatic/open type compressor along with motor and its condenser, flooded chiller, scale guard unit, microprocessor based control panel complete system through manufacture of their authorized Agency including submission of quarterly service reports from manufacture or their authorized agency. Total no of package chiller units -02 Nos. (b) Preventive and routine maintenance of following equipments:- (i) Condensing pump sets along with motors of 60 HP -02 Nos. (ii) Chiller pump sets along with motors of 50 HP -02 Nos. (iii) Pumping set for hot water circulation 25 HP-02 Nos. (iv) FRP cooling towers complete with motor, fan, gear box-02 Nos. (v) Condenser water pipe lines and its control vales complete-Lot. (vii) AHUs complete with accessories such as casing, chilled water coil, hot water coil, any type of air filters, drive motors control panel etc complete-11 Nos. AHUs. (viii) Expansion tanks including their insulation for chilled water and hot water system-02 Nos.

(ix) Electrical operated hot water generator of Capacity 243 KW complete with automatic and safety controls such as safety valve, purge valve, high limit cut out, automatic and manual reset, low level cut out stop controller, thermostat, heaters including its control panel-01 Nos. (x) Hot water pump set along with motor and control valves controls provided at each pump set-02 Nos. (xi) Hot water piping, insulation, fittings control valves connected between hot water unit to pump set and pump set to various AHUs-Lot. (xii) Controls for AHUs comprising of three way mixing valves with modulating motor, thermostat and humidistat-11 Nos. (xiii) Winter humidification package consisting of humidifier tank, valve controls sight glass, two bank water heater electrical panel, safety controls etc-11 Nos. (xiv) Supply air ducting complete, aluminum section grills/diffusers its dampers, fire dampers complete. (xv) Cubical type floor mounted main LT panel complete consisting control switch gear, starters of pump sets, cooling towers and its single phase preventers, no volt and under volt protection system, meters indication lamps complete-01 No. (xvi) Sub control panel provided for AHUs including controls starter meters and protection system -11 Nos. (xvii) Central control console panel comprising of ON/OFF push buttons and ON/OFF indication lights -01 No.

(xviii) LT cables from main electrical panel to compressor motor, Pump motors, cooling tower motors, sub panels of AHUs units and control cables of central console panel complete –One lot. (xix) Earth pits and earthing strips provided for panels and motors complete-One lot. (xx) Air curtains six feet wide operated on 230 AC supply-11 Nos. (c) The duties of operator will be to operate the plant as per the directions of Engineer-in-Charge. The duty also includes to keep the desired temperature maintained in the rooms. Maintenance of AC plants will include daily checkup of plants, detection of leakage of refrigerant gas by nitrogen pressure testing and rectification of same in the AC plant, rectification of any leakage in water pipelines, cleaning of filters, filling of gland packing (graphite rope) of water pumps, descaling of condensors/chillers and water pipe lines & cleaning of cooling towers and De-scaling with chamical during currency of the contract period. Checking /Repairing to electrical faults in the electrical panel and motor of plants. Maintenance of plant will also include minor spares such as oil seal/packing, gasket, nuts, bolts and washers, PVC copper wires of sizes 1.5 Sqm to 6.0 Sqm (upto length 3 Mtrs Max) for electrical panels, lugs/thimbles upto 25 Sqmm complete all as specified and directed. (d) Filling/Topping up of refrigerant gas and compressor oil. (Refrigerant gas and compressor oil required for filling/topping up will be provided by the department).

-ditto- all as per item No 2.01 to 2.03 above, but each shift of 04 hrs i.e. from 1400 hrs to 1800 hrs - 02 Ref mechanic per shift .

Notes for item No 1.01 & 2.01 to 2.04:- (a) The contractor shall monitor the duties of all Refrigerator/AC operator during change of duty and submit report to concerned JE E/M / Engr-in-Charge, the cost of the same is deemed to be included in the quoted rates. (b). The contractor shall quote the rates for deputing man power and reliever arrangement as per existing labour laws. (c) All Refrigerator/AC operator should in possession of mobile for ease of communication. (d) The mobile number to be permanently display at AC plant as directed by Engr-in-Charge and cost of the same deemed to be included in the quoted rates. (e) Recovery of the following per shift per operator/ mechanic will be effected for the less number of mechanic employed on any working day:- (i) Refrigerator/AC operator – Rs. 2000/- per shift of 8 hrs (ii) Refrigerator/AC operator – Rs. 500/- per additional hours (f) In case of break down, the additional manpower if required will be arranged by the contractor. The cost will be deemed to be included in Sch “A” items. (g) All consumables such as de scaling solution (use latest solution) having very less quantity of acid and other maintenance materials such as oil, lubricants, grease, gland packing thimbles etc will be deemed to be included in the above schedule. (h) The contractor will ensure that water is always available in make up water tank. If adequate quantity of water is not available then duty operator will lodge complaint with water supply staff/AGE E/M AC office immediately for filling of water. (j) Plant should be maintained to achieve temp 21 º C ± 2º C and relative humidity 50 ± 5% or as per plant designed for.

Note for item No 1.01 & 2.01 to 2.04 (Contd...):- (k) Daily log sheet & maintenance register for plant shall be maintained. Log sheet shall be signed every shift during handing taking over the shift of duly person clearly. Record of inside temperature of Deptt to be maintained shift wise. (l) The contractor will maintain a daily temperature record book of each AHU area rooms and to be signed by contractor rep and Engineer-in-Charge. (m) The contractor shall carry out daily general routine checking of the complete system. Cleaning of fine air filter such a way that all AHUs are cleaned once in a month and making a maintanance register for above maintenance and one separate register to be maintained as complete register received from Deptt and taking signature from users. The contractor will arrange to clean all the grills/ ducts on regular basis with vacuum cleaner and other appliances and record to be maintained. (n) Staff engaged for operation/ maintenance of the installation will not leave the installation/ Plant under any circumstances, if during surprise check by the representative of Deptt., operation /maintanance staff found absent then penalty of Rs. 500/- per shift per person will be imposed and deducted from contractors dues (RAR/Final Bill). (o) The Plant operator should be in uniform profiles with name tag. (p)The Plant operator should posses Temp & Humidity meter for inside room temp measurement, Temp & Humidity meter shall be provided by the contractor. (q) The rates quoted shall not be less than minimum fare wages as notified by Govt of India/ State Govt/ Local body whichever is higher including all statutory provisions such as EPF, ESIC, Bonus, OH & Profit , LWC, taxes, etc and rate of GST as applicable on the last due date of bid submission. (r)The comprehensive maintenance and manning & operation of plant under this contract shall be done through OEMs i.e. any one of M/s Blue Star/Trane/Voltas/ Hitachi. The contractor will have to submit MoU on stamp paper of Rs. 100/- duly notarized as per proforma (on serial page No. 109 & 110) within twenty eight days of acceptance of tender, failing which the contract will be liable to be cancelled and work will executed as per policy invoice of the contractors default.

Note for item No 1.01 (Contd...):- (s) Contractor has to carry out all major and minor break down/repairs pertains to complete machineries of central AC Plant & connected cooling tower AHUs rates quoted is deemed to be included for all except any damage due to natural disasters such as flash, floods, earth quake, cyclone etc. (t) The contractor shall carry out routine checking of the complete system and rectify the minor/major defects noticed immediately. Cleaning of fine air filter such a way that all AHUs are cleaned once in a month and making a maintenance register for above maintenance and one separate register to be maintained as complete register received from deptt and taking signature from users alter rectifying the defects if any. The contractor will arrange to clean all the grills/ducts/filters on regular basis with vaccurn cleaner & other appliances and record to be maintained. If complaints were not attended within six hours the following penalties will be imposed and deducted from payments. :- (i) Rs. 200/- for not attending the complaint and keeping pending from six hours to 12 Hour/per complaint. (ii) Rs. 500/- per complaint for not attending the complaint and keeping pending 12 hours to 24 hours/per day. (u) In case of break down, the additional manpower if required will be arranged by the contractor. The cost of the same are deemed to be included in the quoted rate. (v)Required refrigerant gas and compressor oil for maintenance of Plant are deemed to be included in the quoted rate. (w) The rates of note No. (a) to (v) above are deemed to be included in the quoted rates.

SECTION-III

Painting of the condensers, chillers, induction motors & pipe lines , valves and outer body of cooling towers with different colors following the color code system as directed by the Engineer in charge . Job includes removing the old paint by rubbing/ scrubbing and applying two coats of synthetic enamel paint (1st grade quality) over a coat of red oxide zine chrome primer complete all as specified and directed by Engineer in charge for central AC plants of Cap 3×37.5 TR at DCN PALAM.(Make of paint and primer:- ASIAN/ BERGER/ JHONSON & NICHOLSON/ SHALIMAR.)
