Sch 'A' PART I (PROVN OF AC PLANT) 1.Scope of Work:-Designing, Supply, installation, testing and commissioning of Micro Processor Controlled Water Cooled Chillers type central type AC plant of capacity not less than 75 TR (i.e. 2 Nos x 37.5 TR each, both working and 1x37.5TR as stand by) ,(Actual tonnage will be calculated by bidder) to maintain inside design parameters of building as per user data sheet enclosed at appendix ‘A’ of climatic condition station Prayagraj (to be designed for summer, monsoon & winter season) as shown on drawing No CELZ/ALD/WD/684/2021, sheet Nos 1(R)/19 , 2(R)/19 & 04(R)/19 (Plan & elevation) complete in all respect for “ Provn of Central Air-Conditioning Plant for 10 Bedded ICU and 30 Bedded Acute Ward for Offrs/JCOs/ORs at Mil Hospital Prayagraj ” including necessary civil works and foundations etc complete all as per site requirement and as directed by Engr-in-Charge / Garrison Engineer.
(A) CHILLER UNIT:- Designing , Supply, Installation, Testing and commissioning of Micro- Processor based water Cooled Scroll Chiller Machine (2 Nos both working and 01 No standby) each of minimum capacity 37.5 TR each or higher side as per OEM standard comprising of multi circuit hermetically sealed scroll type compressor having automatic capacity control, HP/LP & oil pressure cut out, shell and tube type water cooled condenser DX/Flooded with automatic microprocessor based starter panel as per OEM suitable for operation on Non CFC refrigerant (R-410a/R407c) complete in all respects. The chiller shall confirm to the following requirements/specifications:-
i) Chilled water inlet/outlet temperature: 12/7 degree centigrade. ii) Overall COP of AC plant should be greater than 3. iii) Power consumption less than 0.85KW/TR @100% load. iv) Test standard: ARI 550/590. v) Condenser water inlet/outlet temp: 32/36 degree centigrade. vi) Foundation shall be as per OEM recommendations vii) Unit capacity reduction step in percentage : 33/66/100 viii) Any other technical details as per OEM standard.
(a) PUMPS:-(i) Designing , Supply, Installation, Testing and Commissioning of monoblock, self-priming, single stage centrifugal Chilled water Pump of minimum capacity 350 LPM and 28 mtr head, working at 50% capacity each for AC Plant with bronze impeller, carbon steel pump Shaft, CED Coated CI body, mechanical seal, deep grove ball bearing, with suitable HP, TEFC squirrel, induction motor (IE-2 efficiency) with class ‘B’ insulation, 2900 RPM synchronous speed, operating at 415 + 10% Volts, 3 phase, 50 Hz A.C. supply. Necessary mounting MS frame work with anti-vibration pads & foundation work complete as required. (2 Working + 1 Standby).
(ii) Designing , Supply, Installation, Testing and Commissioning of monoblock, self-priming, single stage centrifugal Condenser water Pump of minimum capacity 500 LPM and 20 mtr head, working at 50% capacity each. for AC Plant with bronze impeller, carbon steel pump Shaft, CED Coated CI body, mechanical seal, deep grove ball bearing, with suitable HP, TEFC squirrel, induction motor (IE-2 efficiency) with class ‘B’ insulation, 2900 RPM synchronous speed, operating at 415 + 10% Volts, 3 phase, 50 Hz A.C. supply. Necessary mounting MS frame work with anti-vibration pads and foundation work complete as required. (2 Working + 1 Standby).
(iii) Supply, Installation, Testing and Commissioning of Monoblock Type Hot water pump of minimum capacity of 235 LPM and 26 mtr head, working at 100% capacity each for AC plant with bronze impeller, carbon steel pump shaft, CED coated CI body, TEFC squirrel cage induction motor (IE-2 efficiency) with class ‘B’ insulation, 2900 RPM synchronous speed, operating at 415 + 10% Volts, 3 phase, 50 Hz A.C. including Mechanical seal. Necessary mounting MS frame work with anti-vibration pads, foundation etc complete as required. (1 Working + 1 standby)
(B) HOT WATER GENERATOR (HWG):Designing , Supply, Installation, Testing and commissioning of electrically operated Hot Water Generator of minimum capacity 75 KW (1 No), working at 100% capacity. Electric Hot Water Generator complete with ERW shell with insulation, Emersion type Heater, control panel and all controls etc. for winter heating with suitable controls for automatic function for maintaining temperature and humidity as specified throughout the year with control panel with control wiring, safety device etc complete with necessary foundation, electrical connection, earthing, pipe work, insulation etc complete all as per site requirement and directed by Engr-In-Charge/GE. Inlet water temp/ Outlet water temp: As per OEM
(C) PAN TYPE HUMIDIFIER: Designing , Supply, Installation, Testing and commissioning of PAN TYPE HUMIDIFIER for AHU’s of suitable capacity emersion type electric heater fitted complete with stainless steel tank with float valve, water makeup, overflow and drain connections and humidistat with necessary supports by MS structural steel if required, hangers, clamp supports from walls floors and ceiling with painting with one coat of primer and two coats of paint to supports of MS work.
(D) COOLING TOWER:Designing , Supply, Installation, Testing and commissioning of Induced draft counter flow, vertical discharge type FRP Cooling tower - 01 No of capacity not less than 80 TR, working at 100% capacity with ultra-violet treated durable & highly efficient PVC fittings with integral louvers and drift eliminators, open pan suitable for water distribution complete with hot FRP water basin. The hot water shall be distributed to fills in each cell via pen type gravity type basin or with spray nozzles of having self-rotating sprinklers. Cooling tower shall be provided with statically and dynamically balanced one no. , anti-corrosion treated axial flow type fan- direct driven or driven through special beveled reduction gear box with TEFC induction motor, IE-2, suction screen, make up and quick fill arrangement, overflow and drain connections and suitable inspection hot- dipped galvanized ladder, access arrangement for cooling tower interior, anti-vibration mountings etc complete as required. The unit shall be installed at proper foundation as per site requirements & OEM recommendations. (Civil foundation works is included in the scope of work).
(E) AIR HANDLING UNIT (S): Designing , Supply, Installation, Testing and Commissioning of factory built Floor mounted double skin type air handling units with VFD of minimum capacity 14000 CFM of each as per design for buildings with thermal break profile made of 25 mm thick panels consisting of pre plasticized G.I. casing of thickness 0.8 mm outside and 0.8 mm thick GI sheet inside layer with CFC – FREE P.U. insulation of density 42 (+5%) Kg/m3 factory injected between them by infection molding machine, complete with DIDW blower fan having minimum face velocity 550 FPM and minimum static pressure against plant must be designed to work 50mm. The unit shall consist minimum 6 rows deep cooling coil & minimum 2 row deep heating coil as per requirements (not limited to listed below) with aluminum finned (12 FPI) copper tubes (tube thickness not less than 0.41 mm) , filter sections with 50 mm thick washable synthetic type pre filters having efficiency 90% down to 10 micron, to achieve inside design conditions and TEFC squirrel cage induction motor of suitable HP, IE2 protection, suitable for operation at 415 +10% volts, 50 Hz, 3 phase, A.C supply, compete with drain connections with necessary control arrangement to switch off the fan in case of fire, indicating lamp & all safety precaution in a powder coated GI enclosure with necessary power and control cable as required. The AHU (S) should have space for humidifier & Control panel of suitable capacity with necessary protection is to be provided for AHU’s.( 02 Nos AHU for GF & FF, one on each floor)
(F) PIPING WORKS: (a) CHILLED/HOT WATER PIPING:-(i) Designing , Supplying laying /fixing, testing and commissioning of nominal sizes of Chilled/ Hot water MS class “C” piping (as per IS-1239) inside the building (with necessary clamps, vibration isolators and fittings, valves, strainers, gauges etc.) Designing Outside pipe line shall be insulated with 50 mm thick EPS TF quality duly plastered using sand cement plaster not less than 15 mm thick over chicken wire mess complete as required. Note: The Pipes of sizes 150 mm & below shall be M.S. ‘C’ class as per IS; 1239 and pipes size above 150 mm shall be welded black steel pipe heavy class as per IS: 3589, from minimum 6.35 mm thick M.S Sheet for pipes up to 350 mm dia and from minimum 7mm thick MS sheet for pipes of 400 mm dia and above.
(b) Misc items for AC Plant:-(i) Designing , Supplying, Fixing, Testing and Commissioning off sizes valves, strainers, Gauges etc (qty as per design & site requirement) in the chilled/ hot water plumbing duly insulated to the same specification as the connected piping and adequately supported as required.
(ii) BUTTERFLY VALVES (MANUAL):- Designing , Supply, Installation and Testing of Butterfly Valves with C I body SS Disc, Nitrile Rubber Seal & O – Ring PN 1.6 pressure rating for chilled/ hot water circulation as required
(iii) BALL VALVE:- Designing , Supply Installation and Testing of Ball valve set with and without Y strainer with bronze body, flanged end type for chilled/ hot water circulation as required
(iv) BALANCING VALVE WITH BUILT IN MEASURING FACILITY:- Designing , Supply, Installation and Testing of balance valve with belt in measuring facility of C I body flanged construction with EPDM coated disc with long pitch with protruded out pipe insulation & PN 1.6 pressure rating for chilled/ hot water circulation as required.
(v) NON – RETURN VALVE:- Designing , Supply, Installation and Testing of Non – return valve with dual plate of C I body SS plated vulcanized NBR seal flanged end & PN 1.6 pressure rating for chilled/ hot water circulation including insulation as required.
(vi) Y – STRAINER:- Designing , Supply Installation and Testing of Y Strainer ductile CI Body flanged ends with stainless steel strainer suitable for PN 1.6 working pressure for chilled/ hot water circulation including insulation as required
(vii) POT STRAINER:- Designing , Supply Installation and Testing of Pot Strainer in main condenser pipe line header near cooling tower as required.
(viii) Three way motorized Valves:- Designing , Supply Installation and Testing of three way motorized valves with modulating motor in cooling/ heating coil of air handling units as required of various sizes including control wiring etc complete required.
(ix) FLOW SWITCH:- Designing , Supply Installation and Testing of flow switch of brass / polymer construction with necessary arrangement including control wiring etc complete as required.
(x) Designing , Supply & fixing of industrial type Pressure gauges with gun metal/ Brass construction isolating valve complete with all accessories as required dial type pressure gauge with probe suitable for binder test point.
(xi)Designing , Supply & fixing of industrial type mercury in glass industrial type thermometers with gun metal/ Brass construction isolating valve complete with all accessories as required. Digital thermometers with probe suitable for binder test point application with Brass construction, Nitrile sealing bushes, max operating pressure of 16 bar & max. Working temperature of 110 degree Celsius as required.
(xii) Auto Air – purge valve:- Designing, Supply, Installation, Testing and commissioning of Auto Air – purge valve of brass construction of suitable dia (Air Vent will be fitted with an isolating ball valve- gun-metal/brass construction) etc complete as required.
(xiii) FLEXIBLE CONNECTIONS:Designing, Supply, Installation, Testing and Commissioning of Flexible connector for pipe of required Dia. All connections having PN 16 working pressure with anti vacuum rings complete with flanges, nuts, bolts, seal etc. to be installed at chiller suction and discharge.
(xiv) DRAIN WATER PIPES:Designing, Supplying, Fixing, Testing and Commissioning of G.I. medium class ‘B’ water pipes as per IS 1239 of required size along with necessary clamps, fittings such as bends, tees etc. adequately supported etc complete as required
(xv) EXPANSION TANK, 1000 Ltr Capacity (Minimum) :Designing, Supply, Installation, Testing of open type expansion tank of capacity as per design requirement, of MS Construction made of minimum 6 mm thick mild steel sheet duly insulated with 50 mm thick EPS TF quality insulation density shall be 16. Kg/Cum & finally covered with 26 G aluminum sheet complete including with connection over flow and drain 40 mm dia. Make up tank with makeup connection with float valve drain valve and incoming line valves, vent connections, valves and fittings as required
(xvi) MAKE UP WATER TANK:Designing, Supply & Installation makeup water tank of capacity 01 No of minimum 5000 Ltr capacity each, HDPE Construction complete in all respect with connection, over flow and drain. Make up connection with float valve, drain valve, incoming line valves and fittings as specified including civil works as required and directed.
(G) CONDENSER WATER PIPES (i) Designing, Supplying, Fixing, Testing and Commissioning of condenser water/ pipes of/ MS “C” class of various sizes and materials along with necessary clamps, vibration-isolators and fittings such as bends, tees etc the disturbed surface adequately supported on rigid supports / including painting of pipes, and making good to the disturbed surface as required.
Note:- The Pipes of sizes 150mm & below shall be M.S. heavy class as per IS: 1239 and pipes of sizes above 150mm shall be welded black steel pipe heavy class as per IS: 3589, from minimum 6.35 mm thick M.S. sheet for pipes upto 350 mm dia & from minimum 7mm thick M.S. sheet for pipes of 400 mm dia & above.
(ii) Designing, Supplying, Fixing, Testing and commissioning of valves, gauges and strainers for condenser water circulation of sizes and nos. as required. Connection with float valve, drain valve, incoming line valves and fittings as specified including civil works as required and directed.
(iii) Necessary connection may be taken for water supply from nearest tapping point as directed by Engineer-in-charge and further connection with necessary size of pipe, valves, support etc. for each equipment shall be provided by the contractor.
(h) AIR DISTRIBUTION WORKS (a) SUPPLY AND RETURN AIR DUCTS (i) Designing, Supply, Installation, Balancing and Commissioning of factory fabricated GSS sheet metal rectangular ducting with supports as per IS: 277 and fabrication as per IS-655 complete with neoprene rubber gaskets, elbows, splitter dampers vanes & damper for fresh air etc.
(ii) DesigningSupplying, Installation, Testing and Commissioning of fire dampers as required.
(iii) Designing, Supplying installation of powder coated aluminum section supply air grill, fresh air grill with volume control damper, bird screen and return air grill without damper complete as required.
NOTE: (a) Detailed tonnage calculations and layout drawing of CFM for Duct design for building shall be vetted from any Govt Engineering College/ NIT and design shall be approved by CWE Prayagraj after acceptance of tender before execution. Execution of work shall be done as per approved drawings. Layout drawing shall be submitted by contractor duly vetted from any Govt Engg College for approval from CWE. (b) Hanging of ducts with suitable size MS angle iron /channel MS-rod /fastener as per standard engg practice.
(j) ACOUSTIC AND INSULATION WORKS (a) Designing, Supply and Fixing acoustic insulation to duct will be done upto 5 mtr of supply air duct from canvas connection of AHU , acoustic lining of plenum with 15 mm thick Acoustic insulation with open cell nitrile rubber ( class “1” ) material of density 140 -180 kg/m3 & thermal conductivity of 0.047 W /mK having antifungal and antimicrobial properties to be applied using manufacturer’s recommended Rubber based Adhesive, as per the approved specifications. The material should be FM Global Approved & UL 94 approved.
(b) Designing, Supplying and Fixing of 19 mm thickness Thermal insulation for Ducts indoor portion with closed cell class “O” Nitrile Rubber Elastomeric Insulation of Density 40 – 60 kg/m3, Thermal Conductivity of 0.033- 0.038 W/mk and >7000 and with factory laminated Aluminium Foil on duct after applying two coats of cold setting adhesive (the joints shall sealed with 50mm wide and 3mm thick nitrile tape complete as required. The material should be FM Global Approved & UL 94 approved.
(c) Designing, Supplying and Fixing of 25 mm thickness Thermal insulation for outdoor portion Ducts at other places with Closed Cell Class “O” Nitrile Rubber Elasto meric Insulation of Density 40 – 60 kg/m3, Thermal Conductivity of 0.033-0.038 W/mk and > 7000 and with factory laminated Aluminium Foil on duct after applying two coats of cold setting adhesive (the joints shall sealed with 50mm wide and 3mm thick nitrile tape complete as required. The material should be FM Global Approved & UL 94 approved.
(i) ELECTRICAL WORKS (a) Designing, Supplying, Installation, Testing & commissioning of cubical type floor mounted front operated indoor type Main HVAC electrical / control panels- 1No and AHU electrical / control panels as per site requirement (CPRI tested) confirming to IS - 8623 suitable for 415V, 3 Phases, 4 Wire 50 Hz AC supply system fabricated in compartmentalized design with CRCA sheet street of 2mm thick for frame work and covers, 3mm thick for gland plates i/c cleaning & surface treatment with 7 tank process before powder coating in approved shade, having specified below Amp, capacity extensible type TPN Aluminum Alloy bus bars suitable rating Neutral of high conductivity, DMC/ SMC bus bar supports, with short circuit withstand capacity of 35kA for 1 sec, bottom base channel of MS section not less than 100mm x 75mm x 5mm thick, fabrication shall be done in transportable sections, of suitable rating 04 Nos Al Bus bar interconnection & and control wiring including the cost of connection through bus bar / copper conductor flexible connection with necessary interlocking as per requirement with PVC insulated FRLS copper conductor Single Core cable, cable alleys, cable gland plates in two half, i/c providing switch gears as per design and approved by Engr-in-charge/GE.
(l) CABLES, WIRES & END TERMINATIONS (i) Designing, Supply, laying testing and commissioning of various sizes of XLPE insulated PVC sheathed multi stranded round wire armored aluminum conductor cable of 1.1 KV grade including necessary cable tray (duly powder coated of suitable size) on surface/wall with clamps, ties etc. as per site requirement and specified
(ii) Designing, Supply and making end termination with brass compression gland and aluminum lugs for various sizes of PVC insulated and PVC sheathed / XLPE aluminum conductor cable of 1.1 KV grade as required and specified
(iii) Designing, Supply & fixing of control wiring/power cabling with various sizes of copper conductor armored cable, making connection etc as required and specified
(iv) Designing, Supply and fixing 32x6 mm dia GI strip for earthing of suitable length of equipment and panels earthing as per IE Rules.
(v) Designing, Supply, fabricating and installing of desired sizes of hot dip Galvanized ladder type cable trays including horizontal vertical bends, reducers, tees, cross members and other accessories as required and duly installed from the ceiling/ members and other accessories as required and duly installed from the ceiling / side walls with suitable size of channels/ angles with anti-corrosion painting, full threaded GI rods etc. complete as required & approved by the Engineer In charge.
(vi) Earthing with GI plate of size 600 x 600 x 6 mm thick buried in ground not less than 2.25 mtr in depth with salt, charcoal, protection pipe, with GI strip 32 x 6 mm , necessary, earth work, pit cover, connection, test point complete as per SSR part – I and directed by Engineer-in-Charge.
Note:- (i) 02 Nos earthing to be provided for 3 phase each equipment’s, panel and 01 no earthing for 1 phase equipment’s etc as directed by Engr-in-Charge/GE. (ii) Necessary civil work complete as required including foundations work of all equipment’s, opening of walls, floors etc deemed be included in the Scope of work. (iii) Pipe line shall be supported with PCC/bricks/ MS angle of suitable size as per site condition. (iv) All disturb surfaces are to be made good by contractor as per existing as directed by Engr-in-Charge/GE. (v) Necessary connection of electric supply may be taken from nearest tapping point as directed by Engineer-in-charge and further electrical connection with proper size of cable, earth wire, cable tray etc shall be provided to each equipment by contractor. (vi) Any items if required technically for functional point of view of AC plant that shall be provided by the contractor without any extra cost. (vii) Plant capacities specified are minimum requirement however, plant capacity may vary on higher side as per design/OEM standard and work shall be executed as per approved drawing/layout. (viii) Any other left items/ specifications shall be provided as per OEM standard or as per standard engg practice being technical requirement.
Sch 'A' PART II (OUTSOURCING FOR OPERATION & MAINT OF CENTRAL AC PLANT (ICU) Outsourcing for Manning and Operation of AC Plant (Chillar type) of Military Hospital (ICU) Prayagraj (For 11 Months) (03 shifts with 8 hrs per shift including Sunday & Holiday) (first shift of 8 hours from 0600 Hrs to 1400 Hrs/ Second shift of 8 hours from 1400 Hrs to 2200 Hrs/ Third shift of 8 hours from 2200 Hrs to 0600 Hrs) incl routeen checking of temp, humidity and maintaining log book and rectifying minor defects and keeping surrounding area of installation clean and tidy all as directed by Engineer-in-Charge.
Outsourcing for Manning and Operation of AC Plant (Chillar type) of Military Hospital (ICU) Prayagraj (For 12 Months to 22 Months) (03 shifts with 8 hrs per shift including Sunday & Holiday) (first shift of 8 hours from 0600 Hrs to 1400 Hrs/ Second shift of 8 hours from 1400 Hrs to 2200 Hrs/ Third shift of 8 hours from 2200 Hrs to 0600 Hrs) incl routeen checking of temp, humidity and maintaining log book and rectifying minor defects and keeping surrounding area of installation clean and tidy all as directed by Engineer-in-Charge.
Outsourcing for Manning and Operation of AC Plant (Chillar type) of Military Hospital (ICU) Prayagraj (For 23 Months to 33 Months) (03 shifts with 8 hrs per shift including Sunday & Holiday) (first shift of 8 hours from 0600 Hrs to 1400 Hrs/ Second shift of 8 hours from 1400 Hrs to 2200 Hrs/ Third shift of 8 hours from 2200 Hrs to 0600 Hrs) incl routeen checking of temp, humidity and maintaining log book and rectifying minor defects and keeping surrounding area of installation clean and tidy all as directed by Engineer-in-Charge.
Outsourcing for Manning and Operation of AC Plant (Chillar type) of Military Hospital (ICU) Prayagraj (For 34 Months to 36 Months) (03 shifts with 8 hrs per shift including Sunday & Holiday) (first shift of 8 hours from 0600 Hrs to 1400 Hrs/ Second shift of 8 hours from 1400 Hrs to 2200 Hrs/ Third shift of 8 hours from 2200 Hrs to 0600 Hrs) incl routeen checking of temp, humidity and maintaining log book and rectifying minor defects and keeping surrounding area of installation clean and tidy all as directed by Engineer-in-Charge.
Note:- For Item No 2.00 to 5.00 (a) (i) The rate Quoated shall not be less than minimum wages as notified by GOI/State Govt/Local body whichever is higher including all statutory provision such as EPF, ESIC, Bonus, Taxes etc as applicable. In case the rate quoted less than the minimum wages as notified by the GOI/State Govt/Local body whichever is higher including all statutory provision such as EPF, ESIC, Bonus, Taxes etc as applicable, their tender will be treated as NON BONAFIDE and will not be considered for acceptance. (In such case the lowest tender shall be determine by the lowest amount amongst valid/bonafide bids only).The minimum wages based on GOI notification of Apr 2024 for skilled labour including all statutory provision is Rs 1017.00 per shift .Hence,any bidder quoting less than the said amount for item No 2 to 5 shall be treated as NON-BONAFIDE and their bid shall be rejected. (ii) In the event of absence of any trade men in any of the shift, contractor shall be liable to bear the recovery @ Rs 1000.00 for the shift. (b) (i) AC Plant Operator (Skilled) should be ITI qualified in the perticular field/Trade. (ii) Attendance register, log sheet and other routine records as instructed will be maintained by contractor. (iii) The contractor shall provided Tourch light/Emergency light to the tradesmen in night duty. He will also provide the uniform (cloth) to all the men deputed on duty and they will wear the same on duty. (iv) Contractor will be ensure that 'life insurance certificate of each operator' against any mishappening will be produced before commence of work to the Engr-in-Charge. (v) Contractor shall employ the skilled electrician/operator/refrigerator Mech having experience in operation of AC Plant installation/mechanic having ITI Certificate from the Govt/recognized college and with two year experience of operation. (vi) The contractor should provide all necessary stationery for records. (vii) Cost of petty items such as oiling/greasing to moving parts of Lifts, PVC insulation tapes wherever required and cost of broom sticks, cotton white dhoti etc for cleaning of machinery, Lt panels, pumps etc for installatations including in unit rate. (viii) The rate for above point to demmed to be included in unit rate quoted by the contractor.
