| 1.02 | (d) AUTHORISED TESTING LABORITIES/CENTRES: PV Modules must qualify (enclose test reports/certificate from IEC/NABL accredited laboratory) as per relevant IEC standared. Additionally the performance of PV Modules at STC conditions must be tested and approved by one of the IEC/NABL Accredited Testing Laborities including Solar Energy Centre. Qualifiaction certificate from IEC/NABL accredited laboratory as per relevant standared for any of the higher wattage regular module should be accompanied with the STC report/certificate . For details of test labs refer Minstry of New and Renewable energy website. The report submitted should not be older than 2 years.
MOUNTING STRUCTURE ;-
(a) Module mounting structure may require to customize with respect to the site availability.
(b) Modules shall be mounted on a non-corrosive HDG support structures.
(c) All the panels shall have provision to adjust it at three angular position i.e latitude angle (o), latitude angle (-15), latitude angle(+15). The locking arrangement for adjusting the angle of module shall be accessible from the ground.
(d) The base columns shall be made of reinforced cement concrete based on site related data.
(e) The frames and leg assemblies of the array structures shall be made of MS hot dip galvanized. Minium thickness of galvanisation should be at least 80 microns.
(f) All fasteners shall be of Stainless steel-SS 310 / HDG, Nut & Bolts supporting structures including modules mounting structures shall have to be adequately protected against all climatic condition.
(g) Design efficiency report generated by Staadpro shall be submitted.
(h) All Structural members will be designed for loads in accordance with relevant IS code of steel/ RCC members e.g IS 456, IS 1893, IS 875 (all parts), IS 13920, IS 800 etc after carring out soil investigation.
GRID TIED INVERTER : Should be any of the other make if simultaneously approved by MNRE/SECI/NICE. The make of invertor proposed by the contractor shall got vetted by the designed vetting agency. The department reserve the right of making independent enquiries with MNRE/SECI/NICE as regard approval of the proposed make. In case of any adverse obseravtion/reservation from any one of the agency the make shall not be allowed.

Recommended bending radius : 4 times of over all dia, AC test voltage : 6.5 KV for 5 Minute, all cables shall confirm to BIS standards (IS 694)/(IS1554), PVC/XLPE copper conductor power electric cable. It should consist of following
(i) Cable for inter connection of PV module to junction Box
(ii) Cable for inter combiner box to inverter
(iii) Cable from inverter to LT Panel, primary side.
(b) Cable accessories; Glands, lugs, MC4 connectors, wye connectors, clamps, cable ties, perforated trays with accessories etc all as per site requirement.
(c) Gen set elect supply system also designed for standby elect provision in specific builings.
LIGHTING PROTECTION :- There shall be the required number of early streamer emission (ESE) lighting arrestors installed in the array field. The air terminal is early streamer emission(ESE) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meter above the structure to be protected. Its heights above ground level would be dependent on the level of protection and the protection radial required, The air terminal should be working on the principal of early streamers emission using non radioactive technology , needing no external power source, the air terminal should be capable of tracking the lighting stroke 60 micro seconds earlier as compare to passive lighting rod, the air terminal is of stainless steel and it has qualified diameter to resist high values of lighting currents, ground connection pipe should be capable of withstand in lighting strikes having dimension 50mm inner dia and 60mm outer dia, the terminal adopter having inner dia 60mm. | - | - | - | - |
| 1.05 | EARTHING PROTECTION- Each array structure of the PV yard shoud be grounded properly. METERING ARRANGEMENTS: Suitable dual metering/net metering arrangement with recording facility shall be provided. The metering arrangements must have features to measure and record:-
(i) Parameters of current generation, Voltage, current, PF and energy.
(ii) Total energy generated by the system since installation
(iii) Energy being consumed in house/building for meeting the electrical loads
(iv) Energy being drawn from grid for meeting the electricals (loads) energy being fed to the grid
(v) Any other metering required to determine efficiency and efficacy of the system.
Remote performance Monitoring system:-
(a) Invertor data monitoring.
(b) Necessary Internet connectivity or SIM Card for communication will be provided by us.
(c) Providing SCADA system for complete power plant system at main power house building for all three plants with all suitable IT equipments i.e. computer , Keyboard,mouse,printer etc
Note: Solar Power generation meter, Bi-directional Meters and CTs with all accessories as required as per DISCOM standard specification and necessary testing as per DISCOM requirements including necessary testing charges included in the scope of work.
BALANCE OF SYSTEM(BOS) ITEMS/COMPONENTS :- The BOS items/components of the SPV power plants system deployed under this projects must confirm to the latest edition of IEC or equivalent BIS Standard/MNRE specifications /as specified at Para 2.1 of MINIMAL TECHNICAL REQUIREMENTS /STANDAREDS FOR SPV SYSTEM/PLANTS TO BE DEPLOYED DURING this FY under the programmes of Ministry of New and Renewable energy available on MNRE website. | - | - | - | - |
| 1.06 | AUTHORISED TESTING LABORATORIES /CENTRES :- Test certificate /reports for the BOS items/components can be taken from any of the NABL/IEC Accredited Testing Laboratories of MNRE approved test centres. The list of MNRE approved test centres may be reviewed and updated from time to time. The list as appicable as on last date of bid submission shall be treated as applicable for this tender/bid.
WARRANTY: The mechanical structures, electricals works including power conditioning unit / inverters/ charge controllers/ distribution boards/digital meters/switch gear/storage batteries, etc and overall workmanship of the SPV power plants systems must be warranted against any manufacturing/ design/ installation defects for a minimum periods of 5 years.
Safety equipments:- Foam type Fire Extinguisher suitable capacity installed in every building near inverter panel.
GENERALS NOTES : The items of work mentioned in this schedule shall be executed as per following:-
The above items shall be quoted and executed on ground based on performace Guarantee basis. The performance Guarantee is related to achieving the 40 KW power generations with specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of minium 15 Yrs.
The plan layout & schematic diagram shall be got vetted from any one of the following agencies (Approved agencies)
(i) National institute of Solar energy
(ii) Sardar Swarn singh National Institute of renewable energy
(iii) Solar energy corporation of India
(iv) The Indian renewable energy development agency
(v) Chartered Engineer accredited by MNRE or Chartered Engineer from Institute of Engineering (India)
The vetting agency shall also be approve the make proposed by the contractor in his plan layout & schematic diagram. | - | - | - | - |
| 1.07 | The successful contractor shall submit the following documents duly vetted by any one approved agency with four weeks of placements of work order for approval of Accepting Officer :-
(a) Design calculation: The tenderer should work out design based on the conditions prevalent at ICGS Panvel calculations using PVSYS & PVSOL software or any other software shall be submitted through GE for approval of Accepting Officer.
(b) Plan depicting layout of all equipment and Sub Systems of the PV system. This shall be self contained and self explanatory representation of layout of equipment and sub systems. The dimensioned drawing of the site of work clearly marked with all subsystems components etc shall be submitted.
(c) Schematic diagram of the electrical system. This shall contain specification, size, current, voltage and fault levels rating of all cables, switch gears and instrumentation & control systems and all metering and interlocking etc.
All the documents/technical details mentioned above duly vetted as specified above shall be approved by Accepting Officer. The Accepting Officer may approve the documents as submitted by the Contractor or may suggest modification /alteration in documents /technical specifications duly supported with reasons for the same. The work shall be executed based on the approved documents. In case of any dispute the matter shall be referred to accepting officer, The decision of accepting officer shall be final and binding.
The drawings and other techincal details submitted by the successful contractor, alongwith all calculations, drawing, technical write-ups etc shall become departmental property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequents use by the department. | - | - | - | - |
| 1.08 | After physical completion of the work contractor must engage the vetting agency/consultant for final testing and inspection of executed work. The consultant shall certify that the work has been executed in accodance with vetted and plan layout & schematic diagram. All cost and charges for engagement of consultant shall be borne by the contractor and also contractor will verify generation of electricity as per vetted design in the PVSYST & PVSOL report submitted.
The contractor shallensure suitable arrangements for solar PV Panels.
Department will give completion of the work to the contractor only on the basis of physical testing carried out at the site to achieved the parameter with the design parameter in full satisfaction of Engineer-in-charge/ GE
(i) Quoted Rate shall be inclusive Connectivity registration charges including application for MSEB local grid supplier (region wise) all as specified and directed.
(ii) Quoted rate shall be inclusive of Provision of Bi-directional meter as specified and directed.
(iii) Quoted rate inclusive of Testing of Bi-directional meter from MSEDCL NABL accredited Lab all as specified and directed | - | - | - | - |
| 1.09 | Phase-II OPERATION AND COMPREHENSIVE MAINTENANCE:Operational and comprehensive maintenance of above said roof top solar power plant's at ICGS Panvel,under GE (I) (CG) Daman for Five year from date of completion (i.e first 02 years during defct liability period after completion and next 03 years of manning & comprehensive operation) which includes washing /cleaning of solar PV module periodically as per pre planned schedule, Checking electrical parameter of the installed power plant and any other job other than above indicated jobs would be covered under warranty of solar plant installed all as specified and directed by Engineer-in-Charge for smooth and efficient performance of Solar Plant to achieve desired condition through out the currency of contract. During O&M period, contractor has to provide all required spares, cables, switches, and other consumable..etc at his own cost. No extra payment will be made for such maintenance on this ground. On completeion of O&M period contractor shall have to handover the solar power plant to the client in full working condition including all relevant documents such as registers, physical & operational condition of the plant, softwares, maual, periodical reports.. etc as directed by Engg-in-charge.
(a) Maintenance and placing of system specific signage and warning lebels. weekly cleaning of panels, minor adustment, lubrication, repair, replacement, perodic painting to arrest corrosion of GI structures, checking of loose wires and fittings, site cleaning of grass and undergrow/ vegetation, trimming of trees in the vicinty to avoid shadow on panels, drain clearance, debris cleanance to be done.
(b) Visual inspection daily for overall functioning of the PV plant and connected equipment as per laid down manufacture specific instructions/ inspections as mentioned in preventive maintenance manual.
(c) Trouble shooting and servicing of the equipment and plant. Maintenance of invertors, battery, panel, datta logger and all others accesories and equipment of solar PV plant.
(d) Flexible water pipe line or trolly mounting pump required as per site condition deemded to be inculding in this rate.
(e) Contractor will be paid 90% of quoted amount on completion of comissioning of solar power plant and 2% amount will be paid yearly basis on satisfactory operation and maintenance of plant.
(f) Final bill of Phase-I shall be paid after completion of Phase-I and for Phase-II yearly payments @ 2% of quote amount shall be made. | - | - | - | - |
