Term Contract for recycling processing of municipal waste by establishing 100 TPD waste processing plant and its running, maintenance and operation at Kirby Place, Delhi Cantt.

1. Establishment, designing, testing, and commissioning of a 100 TPD Municipal waste processing plant conforming to MSW 2026 rules, as per bidder own economical design to achieve overall design parameters contained in this RFP to include on-site waste collection and waste processing with an auto-feeder system with belt conveyors, a bag splitter, and mechanical trommel screen integration including the integration of the existing Delhi Cantonment Board trommel to the proposed system, magnetic and eddy-current separators, an air classifier, a ballistic separator, and sorting cabins, as well as a dedicated separate shredder for clothes and uniforms. For the thermal processing and gasification unit (20 TPD), the scope includes installation of Tri-Fusion gasification reactor, mechanized feeder, syngas handling train, thermal oxidizer, ash-extraction system, and Air Pollution Control Equipment (APCE) along with the CEMS linkage setup. For the composting and RDF/green-coal generation, the scope encompasses the green-waste shredder and composting infrastructure components, compost screener, secondary shredder, pelletizer/baler press, and eco-press with associated binding equipment. The scope shall also include provisions for utilities, safety, electrical, and monitoring infrastructure, including the installation of HT/LT panels, internal wiring up to electrical transformers, substation building, setting up of a substation with HT and LT panels, transformers, HT meter, earthing network within the plant boundary, leachate pumps and network hook-ups to the Leachate Treatment Plant (LTP), digital monitoring dashboard system, CCTV cameras, and mobile app integration as per the bidder's innovative design and system complete for the successful commissioning of the plant including all ancillary services and expenditure in this regard as per the terms and conditions contained in this RFP to achieve deliverables and to meet broad vision for the project as enumerated in this RFP. The amount quoted by the bidder shall be all inclusive of applicable taxes.
