Manning, Operation and preventive/ comprehensive maint of Central AC Plant installed at CTVS Centre at AHRR under GE E/M RR Hospital, Delhi Cantt-10

Manning & operation of Central Air Conditioning Plant of capacity 4x400 TR and ventilation system installed at Army Hospital (R&R) for various shifts on requirement basis as mentioned below, every day including Sunday and holiday by employing manpower as mentioned here-in-after, complete all as directed to entire satisfaction of Engineer-in-charge with following requirement / condition and for following items / equipments: - (a) Condensing pump set comprise of electric motor of capacity 25.0 HP, 3 PH, 1455 RPM, 50 Hz and centrifugal pump with 20.0 Mtr head - 04 Nos (b) Chiller pump set comprise of electric motor of capacity 40.0 HP, 3 PH, 1470 RPM, 50 Hz and centrifugal pump with 28.0 Mtr head - 04 Nos (c) Monoblock pump set comprise of electric motor of capacity 7.5 HP, 3 PH, 1460 RPM, 50 Hz and centrifugal pump with 19.5 Mtr head - 04 Nos (d) FRP cooling tower (04 Nos) of 400 TR capacity complete with electric motor of capacity 15 HP, 600 RPM, 50 Hz - 04 Nos (e) Hot water generator of 600 KW capacity with two stage capacity control, inbuilt electric control panel, thermostats buzzer for low level of water and mono block pump set of 15HP with all accessories - 04 Nos (f) PVC make-up tank / expansion tank of 10,000 Ltr capacity - 02 Nos (g) LT main control panel installed in main plant room - 01 No for chillers,) 01 No for Hot water generator (h)MS condenser/chiller water pipe line of various sizes from 300 mm dia to 32 mm dia and other flow control device(s) i.e. butterfly valves, motorized valve with actuator, gate valves, Non return valves, Y Strainer etc of various size, Non chemical type scale preventer of size 6'' dia.

Plant-in-charge cum Supervisor (SKILLED)- The plant-in-charge cum supervisor, 01 No in one shift of 08 hrs only (from 0900 to 1700 hrs in a day) incl Sunday and holiday, to ensure uninterrupted functioning of HVAC System and other plant / equipments, as mentioned here-in-above .The plant-in-charge cum supervisor, employed by the contractor, shall be Diploma in Mechanical Engg/ AC & Refrigeration with minimum 03 years of experience in the operation of Central AC plant & connected equipments.

Plant Operator (SKILLED) :- The plant operator, 01 no in each shift of 08 hrs (Total 03 Nos shifts in a day), to provide smooth operation/functioning of HVAC System and other plant / equipments, as mentioned here-in-above, for round the clock (Total 03 nos plant operator in a day). The plant operators, employed by the contractor, shall be minimum ITI certificate holder in relevant trade with minimum 02 years of experience in the operation of central AC plant & connected equipments. The plant operators will be responsible for manning and operation of all equipments / machinery installed in main plant room incl cooling towers and low pressure side installation incl AHU and connected items (i.e. humidification kit, motorised control valves, control panel etc), ventilation system etc.

AC Mechanics (SKILLED):-The AC mechanic , 02 Nos in each shift of 08 hrs (Total 03 Nos shifts in a day) to attend local complaints, minor faults, etc. (Total 06 nos AC mechanics in a day) . The AC Mechanic, employed by the contractor, shall be minimum ITI certificate holder in relevant trade with minimum 02 years of experience in the maintenance of central AC plant & connected equipments.

Note for Ser No 1.01 to 1.03 :- (a) The rates quoted by the contractor shall not be less than minimum wages as notified by the Govt of India/ State Govt/ Local body whichever is higher including all statuary provisions. (b)The contractor shall display his or his tradesmen’s / employee’s mobile / contact no in each AHU rooms and plant room and update them time to time. (c) Wages per person per shift of 8 hours includes ESI, contribution of bonus, EPF, uniform charges, overhead profit and overhead charge, GST, LWC as per existing rule. (d) Contractor is required to quote up to two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (e) In case two or more firms quote the same rates, the preference will be given to the firm based on their capability such as Class of contractor, financial soundness and past records of the firms.

Notes (contd..):- (f) The timing of shift(s) will be decided by the Engineer-in-charge as per ground requirements in consultation with user, accordingly, the manpower will be deployed by the contractor for each shift(s). No claim(s) by contractor on this ground will be entertained at any stage. In case of any difference of opinion between Engineer-in-charge and the Contractor in this regards, the decision of the Accepting Officer shall be final, conclusive and binding. (g) In case, additional manpower other than mentioned here-in-above, will be required for smooth functioning of Plant/installation, or to attend / rectify the minor complaints / break down, the contractor shall be solely responsible for providing the same without any extra cost and no extra payment will be made in this affect at any stage. (h) The operator staffs should have necessary tool kit (i.e. digital multimeter, clamp meter, screw driver set of each sizes, line tester, combination and cutting pliers, cutting knife, hand gloves suitable for available voltages, Test lamp with conductor and holder etc) and other items, available with them every time. (j) The operator staff(s) should not leave the installations till the next reliever does not take the charge of installation. The operator staff(s) should be free from the habits of any addiction such as liquor, smoking or other drugs.

M&L for Comprehensive, Preventive and routine maint of 4 Nos of chilling machines of capacity-400 TR each Make : M/s VOLTAS Ltd (Model: EGWCFXR430ML2E), 39 Nos of AHUs of various capacities, 4 nos of cooling towers including fan motor with connected accessories, 4 nos of Hot water Generators of 600 KW, Hot water, Condenser and chiller motor with pump of existing capacities ,remote controlled unit, LT panel boards including all accessories and all low side Equipments of HVAC system installed for CTVS Hospital.

Notes:-(a) The cost of refrigerant & compressor oil, as and when required to be replaced / replenished during the entire contract period is deemed to be included in the quoted rates and no extra cost shall be paid to the contractor in this effect. (b) The three preventive / periodical maint services and one annual comprehensive maint service shall be carried out by M/s Voltas to each chiller machine during the currency of the contract. The contractor shall submit the record of periodical/preventive/Annual maint services carried out by M/s Voltas along with documentary evidence for claiming payment. (c) During entire contract period, any defective component(s)/rapid flow switch and/or any other materials which is not specified /given in Schedule ‘A’, but essential to be repair/replace, to make plant(s)/machine(s) fully functional, the cost of the same is deemed to be included in quoted rates and no extra cost shall be paid to the contractor in this effect.

M&L for insulation of M S pipe with PUF slab 30 mm thick with and including applying bituminous compound and GI cladding with 26 gauge G sheet complete of size 50 mm dia all as directed
