Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

GST will be paid as per the present rates at 18%, if GST revises (Increases or Decreases) same shall be paid accordingly as per the Govt Circular No: FD 417 EXP-12/2024 Date: 09/08/2024.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

All necessary arrangements shall be made and precaution taken to prevent completely or partially, damage to the structure or labours / employees during construction period. (As per recent Labour Act) Contractor shall be fully responsible for any damage to the structure during the construction and maintainance period.Any damage caused due to any reasons shall be rectified / replaced at his own cost as per the direction of Engineer in charge. Nothing shall be payable by the Department on account of inclusive of all such arrangements/ precautions work needed.

Tenderer shall obtain the Work Done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer( District Level Officer), scan the original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards labour welfare fund.

The employer reserves the rights to Reject one or all Tenders without assigning any reasons.

The Item Rates quoted shall include cost of Royalty charges on constructive materials & other taxes as per the rates prevailing Government Orders at the time of execution and including cost and conveyance of all materials, curing, loading and unloading with all leads and lifts, labour, hire charges of machinery & equipment etc., complete and all incidental charges. All the items shall be executed as directed by the Engineer-in-charge of work.

The awarded Contractor has to Submit his bills through e-MB for payment.( Billing is through e-Mb ie: Contractor has to produce Soft copy and hard Copy of RA or Final bill for payments)

The Item rates quoted shall include cost of Royalty charges on construction materials

Department will not supply any materials.

The construction materials (minerals metal ,sand and Murom) shall be bought from the authorized quarries along with the mineral dispatch permit or else 5 times the royalty will be deducted as penalty as per the Directions on the Director, Mines and Geology Department Bangalore proceedings dated 25.03.2013.

The Important Original Documents Certificates which are uploaded like Work done Line of Credit Turn over Certificates and Machineries Ownership Documents shall be produced at the time of opening of Tender for physical verification. If fail to Produce documents Certificates on or before the time of opening the Bid is liable for Rejection with out any prior notice.

As per Karnataka state Government order LD/95/LET/2013 Bangalore dated 01.04.2013 the Contractor shall be registered under section 7 of Buildings and other Construction workers (Regulation of Employment and Conditions of Service) Act and the construction labour shall get the registration under section 12 of the act before making payment of running bills

The amount put to tender and tendered amount are exclusive of GST.

The Tenderer shall scan the Original Ownership Documents/ Lease/ Hire committement Agreement for the Machinery and attach the scanned file to the Bid. The Original Documents shall be produced at the time of opening of technical Bids for physical verification.

All materials required for the work shall be procured by the tenderer himself and should be got tested by the quality control authorities at his own cost before use on work.

It is mandatory to use Manufactured sand as per Govt. Circular No.PWD 72 BMS 2013 Dtd.31-07-2013.Also it is mandatory that the bidders should upload the required documents which demonstrate that the bidder owns sand manufacturing unit or an agreement with the manufactured sand suppliers. The Manufactured sand should be got tested to confirm IS 383-2007 before use.

Work Completion/Execution Period : 09 Months(INCLUDING MONSOON PERIOD)

The tenderer should maintain the Work during the DEFECT LIABILITY PERIOD, which is up to One (01) year after successful completion of the work.

The field Lab shall preferably located, adjacent to the site with the required amenity as per the clause. Failing which 1% of the amount of work done will be penalized

Financial Year will be reckoned as the period between first day of April and Thirty First day of March of succeeding year both days inclusive

Royalty Charges will be Deducted in every bill of contract as per rules

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

All safety precautions warning signs night illumination reflectors deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. The contractor should indemnify the client to that extent

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-4 KPWD and further orders thereon

Within 20 days of receipt of the Letter of Acceptance the successful Tenderer shall deliver to the Employer a Security deposit for an amount 5% of the Contract price

Only relevant document needs to be uploaded. un-necessary documents or any kind of fake documents will lead to rejection of tender.

Any Deviation or error or Mistakes found in units of items they should be read as in the unified SR 2023-24 and the rates shall be quoted accordingly

Star Rates are applicable. Contract price shall be adjusted for increase or decrease in rates and prices of bitumen/Cement/Steel in accordance with the principles and procedure and as per formulae given in the contract data. Tenderers who meet the above specified minimum qualifying criteria, will only be qualified,if their available tender capacity is more than the total tender value. 3.3a)Each Tenderer should further demonstrate : As per this note, each tenderer should demonstrate availability of few key equipments /machinery for execution of the work . However as per Govt circular no GO-FD/AE 263/EXP12-2022 dt-11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted. However it is obligatory for the contractor to use the following machineries for various activities involved in construction as per Morth specification. 1)Excavator like JCB/Hitachi etc 2)Tippers / Trucks 3)Concrete Batching Plant 4)Water Tanker 5)Shuttering Materials 6)Transit Mixers

3.2(a) To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 acheived in at least two financial years a minimum financial turnover of Rs. 269.41 lakhs (in all classes of civil engineering construction works only) ( As per GOVT Circuler No PW 60 CRM 2021 Bangaluru Dtd-08-11-2021) ANNUAL TURN OVER certificate with UDIN number is compulsory. If UDIN number is not provided then bidder will be disqualify in the technical criteria.
