Hiring of Oil Tanker capacity 12 KL for enroute/doorstep re-fuelling of Diesel Locomotives at Muri and nearby area.

Mandate form ECS/NEFT payment is uploaded in Document Section of this tender. This should be filled and submitted, duly certified by the Bank, along with the bid.

Enactment of GST Act, Board (ME) as per clause 6 of Indian Railways Standard General Conditions of contract, April'2022 is mentioned below:-

Before submission a tender, the tenderer will be deemed to have satisfied himself by actual inspection of the site and locality of the works, that all conditions liable to be encountered during the execution of the works are taken into account and that the rates he enters in the tender forms are adequate and all inclusive to accord with the provisions in clause-37 of the Standard General Conditions of Contract for the completion of works to the entire satisfaction of the Engineer.

Tenderers will examine the various provisions of the central Goods and Services Tax Act. 2017 (CGST) / Integrated Goods and Services Tax act. 2017(IGST) / Union territory Goods and Services Tax Act.2017(UTGST)/ respective state's State Goods and Services Tax Act(SGST) also,as notified by Central/State Govt & as amended from time to time and applicable taxes before bidding. Tenderers will ensure that full benefit of Input Tax Credit (ITC) likely to be availed by them is duly considered while quoting rates.

The successful tenderer who is liable to be registered under CGST/IGST/UTGST/SGST Act shall submit GSTIN along with other details required under CGST/IGST/UTGST/SGST Act to railway immediately after the award of contract, without which no payment shall be released to the Contractor. The contractor shall be responsible for deposition of applicable GST to the concerned authority.

In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST act, the railway shall deduct the applicable GST from his / their bills under reveres charge mechanism (RCM) and deposit the same to the concerned authority. (a) When work is tendered for by a firm or company, the tender shall be signed by the individual legally authorized to enter into commitments on their behalf. (b) The Railway will not be bound by any power of attorney granted by the tenderer or by changes in the composition of the firm made subsequent to the execution of the contract. It may , however, recognize such power of attorney and changes after obtaining proper legal advice, the cost of which will be chargeable to the contractor.

The Earnest Money : There is only one mode for submssion of EMD i.e on-line submission. Necessary document (EMD receipt, where applicable) to be submitted while submitting the tender.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

This tender is governed by Standard General Condition of Contract -2022 & various letters issued by Railway Board with latest amendments and Special Conditions of Contract. However wherever the terms of Standard General Condition of Contract - 2022 contradicts the Special terms & Conditions of Contract of tender document, in such case Special Condition of Contract will prevail. Tenderer must go through General Conditions of Contract (available at www.indianrailways.gov.in) and Special Conditions of Contract before quoting the rates.

The intending tenderer is advised to study the tender papers carefully and also acquaint himself with the nature of work and the matters pertaining there to. Submission of tender shall be deemed to have done after careful study and examination of tender papers with full understanding of implications thereof.

The tenderers whose tender is accepted shall be required to appear at the office of the Sr.DME/RNC,S.E.Railway in person (or if a Firm or Corporation a duly authorized representative) shall so appear and to execute the contract documents within seven days of the call issued by Engineer. Failure to do so shall constitute a breach of the agreement effected by the acceptance of the tender in which case the full value of the earnest money accompanying the tender shall stand forfeited by the Railway without prejudice to any other rights or remedies.

In the event of any tenderer whose tender is accepted shall refuses to execute the contract documents as herein before provided, the Railway may determine that such tenderer has abandoned the contract and there upon his tender and the acceptance thereof shall be treated as cancelled and the Railway shall be entitled to forfeit the full amount to earnest money and to recover the damages for such default.

If the tenderer(s) deliberately give/gives wrong information in his/their tender or create/creates circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage.

If the date of opening happens to be a BANDH or Holiday or Natural calamities, the tender will be opened at the same time on the following working day.

The tenderer(s) must keep themselves updated through the website www.ireps.gov.in regarding corrigenda, if any, to the Notice Inviting Tender along with tender documents, which shall be uploaded in the same website.

Performance Guarantee: Successful bidder has to submit performance guarantee as per clause 16(4) of Part-II of General Condition of Contract for Works (April-2022) or latest.

Security Deposit: Successful bidder has to submit Security Deposit as per clause 16(1) of Part-II of General Condition of Contract for Works (April-2022) or latest.

The tender is under single packet system.

Details of Bid Security:- Bid security amount to be deposited by the bidders as per clause no 5 of Part- I of General Condition of Contract for Works (April-2022) or latest.

Tenderer must upload the scan copy of all documents relating to Tender compliance along with the offer.
