Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non- accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

The details of works shown in the estimates/data sheet are indicative, they may change based on field conditions and other factors.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs.

The Tender processing fee shall not be refundable.

Royalty on construction materials and other taxes will be deducted as per prevailing Govt. orders.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.

All scanned documents to be uploaded shall be in original and the Deputy Conservator of Forests, Cauvery Wildlife Division, Kollegala reserves the right to verify the documents before approval.

The Deputy Conservator of Forests, Cauvery Wildlife Divission Kollegala or Chief Conservator of Forests (Territorial) Chamarajanagara or Principal Chief Conservator of Forests (Wildlife) Bangalore reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

In the case of the death of the contractor after executing the agreement or commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and complete the work at the accepted tender rates irrespective of the cost of the work.

The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms viz., Cash or Bankers Cheque or Demand Draft, Pay Order or Bank Guarantee) for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract.

Contractor should carryout additional test required to test the suitability of materials.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority before use on the work at their own cost.

The contractors assessed available tender capacity will be calculated as per the clause 3.6 of STD tender document Attached.

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of officer - in -charge of this work.

All precautions should be taken by the contractor so that there are no damages to such public/ private properties.

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

Contractor should follow strictly the prevailing rules of labour act.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

The tenderer should maintain the above works during the defective liability period for 5 years.

If the tender of the successful tenderer is seriously unbalanced in relation to the Employers estimate of the cost of the work to be performed under the contract, the Employer may require the Tenderer to produce detailed price analyses for any or all items of the Bill of Quantities, to demonstrate the internal consistency of those prices with the construction methods and schedule proposed. After evaluation of the price analyses, the Employer may require that the amount of the performance security set forth in Clause 25 (Security Deposit) be increased at the expense of the successful Tenderer to a level sufficient to protect the Employer against financial loss in the event of default of the successful tenderer under the contract.

The Earnest Money Deposit (E.M.D.) of all other tenderers (except the lowest and the next lowest) will be refunded through e-portal. The E.M.D. of the successful for the next lowest tender will be refunded after the tenders are finally disposed off. The E.M.D. will not bear any interest.

The tenderers must supervise the construction work to ensure adherence to the drawings, prescribed high standards of quality and timely completion of the project and verify and certify the bills and monitor the progress of the work.

The construction work is open to technical / quality audit/ financial audit by any authorized Government agency to which the contractor / agency will render assistance in discharge of their duties.

Day-to-day supervision of work to ensure proper quality, workmanship and timely completion of the work by employing adequate number & level of engineers & supervisory staffs as per sound engineering practice.

Carry out the prescribed quality control / quality assurance checks & submit all quality reports / test reports time to time.

The tenderer shall abide by the Rules and regulations of this Department.

In the contract bill the wastage cost of fabrication will be deducted

The contractor should take delivery of used rails specifically 52Kg/Mtr from Indian Railway Authorities. If contractor transports the rails other than 52Kg/Mtr of the said transportation cost will not be paid and other material shall not be used for erection of barricade / works.

It is to be noted in the drawings regarding the dimensions of rails to be installed. As per the said dimensions, minimum length required shall be of 3.00 Mtr. Hence, the contractor should ensure 3.00 Mtr and its multiple for transportation, which on conversion will be not less than 3.00 Mtr.

Its suggested that the contractor shall not install the rails of below 3.00 Mtr length. Also ensure not to install fish plate / joint plates, which will reduce the strength of barricade.

Transportation of rails from railway authorities should not exceed the estimated quantity of rails and if excess quantity of rails transported the variation shall not be admitted.

Payment will be calculated on the basis of actual distance of the rails transported up to the maximum prescribed in the estimate

Rails quantity mentioned in the weight slip issued by the appropriate authority will be considered for calculation of payment.

Payment will be done which is advantageous to the government and model calculation sheet is shown for ready reference.

The Tender should complete the work satisfactorily within the time specified by KFD

The Tenderer should not be involved in any cases regarding works which are under trial in court. If such things come to the notice of KFD the tenderer disqualified in any stage

Technical Criteria

Past Experience

The Tenderer should have Satisfactorily completed as prime contractor, at least one similar work such as all classes of civil engineering construction & fabrication work of value usually not less than 50% or 80% work estimate. (a) Mandating satisfactory completion as a prime contractor for at least one similar work to an extent of 50% of the cost of the work, for all works costing up to and Rs. 100 lakhs. (b) Mandating satisfactory completion as a prime contractor for at least one similar work to an extent of 80% of the cost of the work, for all works costing more than Rs. 100 lakhs.

The Tenderer should have atleast 2 Km of Work done certificate issued by the officer not below the rank of Deputy Conservator of Forests for procuring and installation of Railway barricade work.

Capabilities of Vendor

The Tenderer should own at least 50 % of the required key and critical equipment for this work and the remaining 50 % can be deployed on lease/hire for all works provided, the relevant documents (make, year of manufacture, capacity & working conditions of each equipment along with other documents etc.,) shall be furnished. I. Concrete mixers: minimum of two (2) numbers (for mixing concrete & mortar-manual mixing not allowed) or contract agreement valid for at least 6 months from the date of tender with any agency which possess minimum of two (2) Numbers concrete mixers. II. Excavators- Hitachi or JCB : minimum of two (2) numbers or contract agreement valid for at least 6 months from the date of tender with any agency which possess minimum of two (2) Numbers Excavators- Hitachi or JCB. III. Vibrator and Tin needles- minimum of two (2) numbers (Own/Rent) IV. Water Tanker- minimum of two (2) numbers (Own/Rent) IV. Water Tanker- minimum of two (2) numbers (Own/Rent) IV.
