Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by any State Government/Government of India/Union Territory.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e- procurement portal due to internet connectivity issues and technical glitches at bidders end.

As per Karnataka State Government order No. LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No. PW/134/bmS/2007 Dated 27.7.2007, a sum amounting to 1 percentage of the bill amount will be deducted towards Construction Labour Welfare fund.

All rates shall be exclusive of GST, but inclusive of Royalty for minor minerals, Karnataka Building and other Construction Workers Welfare cess ), Shall be included in the rates, prices and total Tender Price submitted by the Tenderer.

The rates quoted by the Contractor shall be exclusive of GST. The Employer will perform such duties in regard to the deduction of such taxes at source as per applicable law.

Conditional tenders will not be accepted.

GST shall be paid as per the prevailing rates

The work will be inspected by the Third party and the bill will be admitted only after the satisfactory report from the third party along with GPS photos.

Financial Year will be reckoned as the period between first day of April and thirty first day of march of succeeding year (both days inclusive).

The Employer reserves the right to acceptance/reject any or all Tenders without assigning any reason.

The tenderer should maintain the scheme during the defective liability period i.e., one year from the date of completion.

The Department is not responsible for any delay in accessing e-procurement portal.

Tenderer shall note that the Tenders of those found Eligible as mentioned in cause 3 - Qualification of the tenderer in section 2 : Instructions to Tenderers (ITT). Will be considered for evaluation.

The Tenderer shall scan & upload all the original recent and relevant documents required for this bid to the e-procurement portal The Original Documents should be produced at the time of opening of bid for physical verification. If necessary.

It is to be noted that any false documentation is found to be uploaded, the action may attract punitive measures such as blacklisting, cancellation of registration etc.,

Period of completion is as mentioned in the bid document, which includes rainy season.

The contractor should follow terms and conations as specified in standard bid document wherever is applicable.

The Contractor should submit 3rd party reports and GPS photos along with the bill otherwise bills will not be accepted.

Bidder should quote the rate excluding GST amount.

The increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

The Tenderer at his own responsibility and risk is required to visit and examine the site of works and its surroundings and obtain all information that may be necessary for preparing the Tender and entering into a contract for construction of the works. The cost of visiting the site shall be at the Tenderer own expense.

Bidder should possess Unconditional Credit Line Facility of as per bid document from nationalized / scheduled bank and shall submit the certificate in the prescribed format only issued by the FD on dated 22.08.2022

Conditional LOC will not accept.

Annual turnover for the past five / relevant financial years should be certified by an ICAI registered Chartered Accountant. The certificate should be affixed with the seal of the office of the Chartered Accountant with the registration number legible along UDIN number and should be active.

The documents which are uploaded by the bidder should be well scanned.

All documents related to bid document are to be submitted mandatorily

Corrigendums/modification/correction, if any, will be published in the website only.

If any date in the tender time table is government holiday, next working date will be considered.

Pipes which are used for the work are tested by CIPET report is must for the payment and CIPET payment shall be made by the contractor.

After completion of the FHTC and HTC work, the works to be handed over to the gram panchayat for its further maintenance.

Final bill will be admitted only after the submission of 3rd party report, handing over certificate and completion report with the work display board.

Bidders are bond the guidelines/instruction issued time to time from the government.

If the bidder fails to complete the work within the timeline fixed by the department, then, those tenderes EMD/FSD will be forfeited and the contract will be rescinded at his risk and cost.

The Bidder/Contractor must provide the CIPET Test Report for the Pipes in his own cost before starting of work.

Fund for JJM works GOI & GOK Fund 90% and Community Contribution 10%

The work should be carried out in accordance with the standard specifications specified by the department.

The work should be executed strictly as per the tender specification mentioned. Contractor should arrange for quality check at different stage of work for quality assurance as per direction of Engineer-in-charge during the work in progress and after completion. If any failures found the cost will be recovered from the contractor and will be recommended for black listing immediately.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards must be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Contractor should make an agreement within 20 days of tender acceptance date and work should be carried out with in the 1 week time after agreement. If not tender will be cancelled at the contractors own risk and cost.

Any over writing of civil engineering words and measurements should be clarified the considered department -No claims should be considered.

Corrigendums / modifications / correction, if any, will be published in the website only. More details should be collected from the office at working hours

Royalty on construction materials and other taxes will be deducted as per prevailing Govt Orders.

Recent and relevant Certificates and details shall be furnished & Contractor Conditional tenders are not accepted

Third party consultants may be engaged for checking quality and quantity of work and to prevent any misuse. Proper reporting methods, through these agencies and their comments to be reviewed / addressed immediately at District level. Quality of work is of most importance.

All other conditions as per the bid document.

The contractor shall complete the entire work in all respects within 45 (Forty-Five) days from the date of issue of the Work Order / Agreement. Time shall be considered as the essence of the contract. The contractor shall be fully responsible for timely completion of the work and shall deploy sufficient manpower, machinery, and resources to achieve the stipulated schedule.

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works
