Supply and Installation of Smart Single Phase Meter with the following specifications:- (i) AC Single Phase Two Wire, Tamper Proof, Static Meter of Class 1.0, 415 V, 50 Hz, 10 A-60 A conforming to IS-16444:2015 (Reaffirmed 2020) and relevant IEC standards with inbuilt 865-867 MHz Radio Frequency communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry. (ii) Meter Should support the following data : 30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, 30 load survey data for energy, monthly billing survey for Cumulative Energy and Max Demand. (iii) Meter should have connect / disconnect functionality operable from prepaid billing software. (iv) The meter should support open communication protocol DLMS with the software. Notes:- (a) The contractor shall be responsible from removing the existing meter, noting down the reading and depositing it with the MES. (b) It should be possible to run the meter in both prepaid and postpaid mode. (c) The meters shall carry 5 year warranty.
Supply and Installation of IP-67 protection Gateway compatible for remote Advanced Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It shall have internal memory to store data of at least 200 modules. It shall have inbuilt battery back-up. It shall have IP- 67 protection. It should support auto discovery of the meters and self healing mechanism for the breaks in the RF network.
Supply and Installation of smart single phase meter all as per srl iem No. 1 above but as repeaters.
Supply and Configuration of the Web based Software with following modules:- (i) Meter Data Management Module: The meter data management module shall be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system should capture and provide the following data:- (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency. (b) Monthly billing survey data for cumulative energy and maximum demand. (ii) Postpaid /Prepaid Billing Module: The billing module should collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module should include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It shall allow postpaid and prepaid functionality as required.
(iii) Occupation and Vacation Module: The system should support occupation / vacation and billing reports.the software should be collecting data from DCU. The software should provide access to staff as well as the occupant for the data. (iv) Web site: There should be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES should have the admin access to the application. The MES staff should also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal: The system should include a customer portal for the resident /occupant to log in and view their own energy / billing data. There should be android and IOS mobile apps for the user to monitor its own data and balance on regular basis.
(vi) Energy Accounting Module: The system should include features of energy accounting. The system should be able to account for total energy block wise, facility wise and should also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module:The system should provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data:The system should support meter master data repository. The system should support meter replacement process. (ix) Excel Export:The system should support export of metering and billing data in excel format. (b) The software should contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. (c) Separate AMC contract should be made post completion of two year defect laibility period (d) Software has to be audited by CERT India empaneled firm and all its vulnerabilities be removed. Cost of audit is to be borne by the supplier.
(vi) Energy Accounting Module The system should include features of energy accounting. The system should be able to account for total energy block wise, facility wise and should also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module The system should provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data The system should support meter master data repository. The system should support meter replacement process. (ix) Excel Export.The system should support export of metering and billing data in excel format.
(x) Customer Care Module: The software should include a customer care module where the user should be log in any complaints. The service provider should monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module: The software should include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication: The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. Notes: (a) The software should be hosted on MEITY (Ministry of electronics and Information Technology) approved GCC (Government Community Cloud). It should be transferred to MES Server whenever the server is made available. (b) The software should contain two year defect liability period including all operating expenses such as GPRS charges, hosting charges etc. (c) Separate AMC contract should be made post completion of two year defect laibility period (d) Software has to be audited by CERT India empaneled firm and all its vulnerabilities be removed. Cost of audit is to be borne by the contractor.
One year comprehensive maintenance for RF Metering System including operating costs after two years of defect liability period. They should include the following items:(a) Monthly sim charges for the DCU. The contractor should ensure supply of appropriate SIMs to ensure necessary single availability. The contractor should change the sim or sim provider as required. In case of network issues, the contractor should liaison with the telecom service providers for necessary resolution.(b) Recurring SMS charges. The SMS should be issued for the payments alerts, low balance alerts and disconnection / connection alerts.(c) Software AMC. This should include necessary upgradations in the software such as support to the chrome browser changes, android version changes , IOS version changes. These changes happen on frequent basis and the software should support all the changes.
(d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same should be included in the AMC scope of work. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project should be developed (g) Software installation on any alternate / backup server if required (h) The communication network monitoring and support (j) Configuration of the repaired / replaced hardware in the system (k) Trouble shooting and necessary actions to run the system as required. (l) Software bug fixing as and when required
Taking down carefully aluminium/copper point wiring for light, fan, bell, socket of point complete with fittings such as switches, ceiling roses, pendents, regulator, socket, bell etc complete at site all as specified and directed.
M&L Point wiring with PVC insulated, unsheathed multistranded copper conductor cable of size 1.5 Sqmm, FR through and including concealed PVC conduit with fittings and PVC insulated, unsheathed multistranded, copper conductor cable continious earth wire of size 1.5 sqmm, FR, connected to common earth and including modular sunken boxes with modular cover plate and frame for mounting of accessories complete for one light point/fan point/ call bell point controlled by one, one way modular switch all as specified and directed. Note :- Cost of making good the disturbed surface plastering/filling putty alongwith matching with the existing finish is deemed to be included in the quoted rate by contractor.

Note :- (a) Cost of making good the disturbed surface plastering/filling putty alongwith matching with the existing finish is deemed to be included in the quoted rate by contractor. (b) Three run of cable alongwith PVC conduit together shall be measured as single run.

Supply and fixing in replacement LED street light fitting 35 Watt 230 V AC outdoor type with high pressure die cast aluminum hosing and heat resistant complete with driver, lamp bracket with impact and corrosion resistant including thermal management in multiple optics complete with IP 65/66 protection complete.
Supplying and fixed in repair sheet metal enclosure for DB’s when MCB’s to be used of 240 volt 8 way with 200 amps rated bus bar SPN double door complete all as specified and directed. Note : All the connection of incoming and out goiing wire in MCB will be made with thimble with suitable size as directed.

Note:- The cost of earth lead protection pipe upto 7.5m shall be deemed included in unit rate qouted for earthing all as specified and as directed.
Supply, laying and testing cable XLPE Insulated ,screened, PVC bedded, galvanized steel strip or wire armoured, electric power cable (heavy duty) 1100 Volts grade with stranded aluminium conductor of size 50 sq mm 3.5 core including taking down existing cable complete all as specified and directed.
Excavation in trenches in soft/ loose soil n.exc 1.5m wide and n.exc. 1.5m in depth for poles, stay, cable, pipe etc including cable protection and getting out copmlete all as specified.
Returning filling including spreading and well ramming in layers each n.exc 25 cm thick in soft/loose soil all as specified.
Removing excavation material n. exc 50m and depositing wher directed at a level n. exe 1.5m above the starting point.

M&L in replacement for 40 mm bore GI tubing light grade for cable protection fixed long the pole/under road/along the wall with necessary clamps complete all as directed.
Supply and fixing MCB protected socket outlet suitable 5/15 amp made of sheet steel encloser and plastic cover plate complete with one no 20 amp MCB SP 'C' series all as specified and directed as per Havells Model No DBOX equivalent indoasian/standard.
A Schedule of Credit for old/unserviceable demolished/dismantled items has been catered for in the tender. The Schedule of Credit is pre-priced by MES. The final amount of the tender shall be arrived at after deducting the total amount of Schedule of Credit from the total amount of BoQ as per General Summary sheet catered for after Schedule of Credit.
