PROVN OF ENERGY METERS FOR MONITORING CONSUMPTION OF ELECTRICITY IN HISAR MIL STN

Design, Supply, installation , commissioning, integration and testing of the advanced metering infrastructure (AMI) including procurement of all necessary hardware,software,programming licenses, documentation with having specifiactions and comprising following :

(a) To perform (carryout) site survey and decide the communication technology and design advanced metering infrastructure system to ensure seamless communication and operation of complete AMI, smart meter system and data availability to all cosumers. The communication technology selected and decided may be suitable for GPRS/4G/LONG Range RF module or any other advanced technology as per CEA/TRAI guidelines. NOTE for 1.00 and 1.01 of BOQ item : Complete Survey report with proposed AMI technology to be provided , shall be submitted by the contractor to the engineer-in-charge and after getting it approved from GE, report shall be submitted to Nodal Officer (Rep of Accepting Officer) for approval in consultation with user. Irrespective of approval of Nodal Officer Contractor shall be fully responsible for proper design,execution and smooth functioning of AMI infrastructure. (cost of survey is deemed to included)

(b) Supply,installation, testing, commissioning of smart meters of different makes (not more than 33% of a particular make shall be provided to ensure interchangibility at a later date) as per IS 16444: 2015 (reaffirmed 2020) with communication modules having may be suitable for LONG Range RF/GPRS/4G or any other advanced technology as per CEA/TRAI Regulations) as mentioned below : (i) AC Single Phase smart meter of rating 05-30 Amp with communication module may be suitable for GPRS/4G/ LONG Range RF module or any other advanced technology as per CEA/TRAI guideline communication having LCD type display, calibration LED, Optical communication port, push button for scroll and having features for load disconnection through internal Latching relay complying as per UC1 and data download port for last 200 tamper event and load survey for last 45 days with all standard anti-tamper features including sealing facility complete : Total 97 Nos Single Phase Meter - 70 Nos Three Phase Meter - 27 Nos (ii) AC Three Phase smart meter of rating 10-60 Amp with communication module ofmay be suitable for GPRS/4G/ LONG Range RF or any other advanced technology as per CEA/TRAI guideline communication having LCD type display, calibration LED, Optical communication port, push button for scroll and having features for load disconnection through internal Latching relay complying as per UC1 and data download port for last 200 tamper event and load survey for last 45 days with all standard anti-tamper features including sealing facility complete . NOTE: (i) All meters (single & three phase) must be fixed in transparent polycarbonate box of IP- 65 and above protection, the quoted rate deemed to be including procurement and fixing of meter boxes. (ii) The variation in numbers of meters shall be priced at the following rate (a) Single Phase meters - Rupees 7000 per meter (b) Three Phase meters - Rupees 9000 per meter The cost of the related items shall be deemed to have been included in the quoted rates. The maximum allowable variation shall be +/- 10% of number of meters. (iii) Dismantled meter will deposited in MES stores by contractor.

(c) Planning,Designing,supply, setup and tuning of communication infrastructure including network management system (NMS) and Head End System (HES) AMI software and associated hardware,Equipments and system should be capable of handling atleast 1063 number of meters of different makes as per IS 16444 : 2015(reaffirmed 2020) with additional expansion capacity of atleast of 25% of total smart meters without any additional infrastructure and cost implication on MES for future use.It shall support occupation/vacation details, meter replacement,users electric data details,personal details update on email to user/staff etc. Bank details of GE and payment gateway would be integrated with the software and able to calculate the refund amount on vacation of accomodation by user. software and hardware should adopt meter and system of different makes complying with IS 16444: 2015 (reaffirmed 2020).Software and hardware should be comaptible for both prepaid and postpaid billing plans as per requirement including user friendly web portal and mobile app(both for Android & IOS) for smart phones. NOTE: The AMI including gateway shall be compatible with atleast three different makes of smart meters being provided for this work.

(d) Supply and Setup of Meter Data Management (MDM) system.

(e) .Deployment of web based application and AMI software on GCC (Government community cloud) approved by MEITY for hosting and management of meter data acquisition, meter data analysis, meter data management, report generation, integration with MES billing and other IT systems and dissemination of information on web portal/web application and mobile app (Anroid and IOS)

(f) .Planning, deployment, tuning and integration of communication system including cellular network to meet the performance requirements. Arrangement of broadband/cellular internet connection for gateway/meter for reliable internet connectivity of the gateway and meters (as per requirement) Provision of Static IP with High speed internet Broad Band connection of minimum 100 mbps speed complete all as specified and directed by Engineer-in-charge. (cost of recharge under defect liability period is deemed to be indulded.)

(g) .Supply,Installation & Commissioning of suitable PC with latest configration LED monitor 23.8 inch) with Windows 11 professional of latest configuration with intel core i7 , 12700 generation, 16 GB RAM DDR-4, 1 TB SSD, 4GB intrigated graphic Card, including complete accessories like mouse, key borad for vending station software with 1500VA rating UPS with battery for backup & supply& installation of token printer for printing token & laser jet printer for printing reports, complete all as specified and as directed by Engineer-in- charge (a) Capacity of 2 KVA with Output voltage 230V AC+10% of frequency 50HZ+1% (b) Battery of 12 Volts,65 AH-6 No. with min 90 minutes backup with full battery condition (c) Output waveform of Pseudo Sine (d) Off mode battery charging with high voltage protection (e) Battery warrenty of atleast 2 years. These Specifications are minimum and all in one PC with specifications higher than these shall be acceptable.

(h) .S & F laser jet printer with single function black & white with USB connection with printing speed of min 40 pages per minute with 512MB RAM complete all as specified and directed by Engr-in- Charge.(Make : HP, Canon, Epson, samsung) Note:- Bidder/OEM should maintain the stationery and cartridges for printer throughout the warranty period without any extra cost to the department.

(vi) The defect liability period will be 2 years from the date of completion of Phase-II. vii) CERT Audit of smart metering system at the time of commissioning shall be carried out. Subsequent audit of the system shall be carried out after every three years.Cost of such audits and rectifications thereof shall be borne by contractor. (viii) Contractor should keep minimum 3% spare smart meters compatible with AMISP and sufficient accessories at site in custody of Engineer in Charge for replacement in case of any defects in meters and accessories through out the comprehensive maintenance period including defect liabality period. (ix) The scope of work includes all expenses for smooth, efficient and seamless functioning of the complete system/ intrastructure. (x) Any item not mentioned or missing in the BOQ and PS but require for smooth, seamless and efficent functioning of AMI infrstructure including web based application and mobile app are deemed to be included in the quoted rates.
