Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder should be the Original Equipment Manufacturer (OEM) or an authorized Dealer/System integrator with experience of minimum 3 years in Supply, Installation and Maintenance of Traffic enforcement cameras (ITMS)/Surveillance Cameras to any of the Government Department/ Organization/ Undertaking in the India. Bidder should be Registered with Registrar of Companies (RoC) under the Companies Act 1956/2013.

The bidder should have Average Annual turnover not less than twice the estimated value of the tender, during preceding 3 years 2023-24, 2024-25 and 2025-26 Indian CCTV And ANPR CAMERA OEM should have a minimum cumulative turnover of INR 69.78 Lakhs during preceding 3 years 2023-24, 2024-25 and 2025-26 The turnover for the latest three financial years 2023-24, 2024-25 and 2025-26 if the Statutory Audit is done and ITR is filed

The bidder should have executed at least one CCTV/ANPR CAMERA project in work during last 3 years 2023-24, 2024-25 and 2025-26 either in single order to any of the Government Department/ Government Undertaking/ Government Organization in India for not less than 80% of the estimated bid value

As on the last day of bid submission a. The OEM should have presence in India with their directly or through their Indian Subsidiary since last 10 years. b. The Bidder/OEM should have had a fully functional Service/Support centre in Karnataka for a minimum period of 5 years with GST/VAT/ Service Tax/Sales Tax Registration.

Either the bidder or the OEM should have all the certificates below a. ISO 9001-2008 b. ISO 14001-2004 c. CMMI level 3 or above d. ISO 27001-2013 or latest

The bidder should agree a)The bidder should agree for onsite warranty for a minimum period of 3 Years from the date of installation and acceptance for all the supplies. The Warranty should carry service and maintenance, replacement of Product/hardware/ software/spares free of cost. b)The bidder should provide adequate spares and service support during the period of Warranty. c)Ensure availability of service/spares for at least next 5 years for the products offered after completion of the Warranty period

The bidder / OEM should not have been debarred/blacklisted by any State Government, Central Government, Central & State Govt. Undertakings/ enterprises/ Organizations and by any other Quasi Government bodies/ Organizations, World Bank / Govt. E-marketing portal or any major Enterprise /Organization in India for non-satisfactory performance, corrupt & Fraudulent or any other unethical business practices, not meeting critical conditions/ security clearance etc during the past 3 years, as on the date of Tender submission. Delisted/ barred/penalized by the Government KPP/GeM/ Purchaser for the reasons of not fulfilling tender terms, delay in supplies or breach of terms of the tender/Portal in the past three years, as on the date of Tender submission.

The Products offered by the bidder a. shall meet the specification as per Appendix I of the Bid Document. b.The ANPR/CCTV Camera offered shall be STQC Certified ONVIF Complianced MAC addresse Face Recognition Algorithm. F.Product descriptiong)Brochures and Cataloguesh Test certificates

Bid should be compliant to the Policy and Make in India makes shall be given preference as per Order 2017-Revision vide the Department of Industrial Policy and Promotion (DIPP) Order No. P-45021/2/2017-PP(BE-II) dated 16th September,2020 or latest. OEMs under make in India must submit Undertaking As per the directions of the State Government directions vide GO No. HD 58 EFS 2020 Dt. 16/07/2020, the bidder should avoid supply of the products which are manufactured in China.

The bidder from such countries sharing a land border with India will be eligible to participate only if the bidder is registered with the Competent Authority as per the Directions of the Ministry of Finance Government of India.

a)Proof of experience for minimum 3 years in supply, Installation and Maintenance of Traffic enforcement cameras (ITMS)/ Surveillance Cameras (with copy of the Purchase order /installation/completion report or invoice copies pertaining to any of the Government department/government Organization in India, with Satisfactory Completion Certificate, issued in the name of the Bidder) b)Valid Manufacturing/Factory Licence of the OEM c)Incorporation Certificate of the Bidder d)Details of the Bidder shall be submitted as per Annexure A In addition to the above documents, in case of e) The bidder being OEM shall submit an undertaking in their letter head that they are OEM of the product offered in the Tender f)The bidder being authorized Dealer/System integrator the bidder should furnish the OEM/OEMs Authorization Certificate/ Manufacturer Authorisation Form issued by the OEM/OEMs specific for this tender for IP Based ANPR/CCTV Surveillance system, authorizing them for exclusive participation in the current Tender as per Annexure D.
