(1) The bidder shall submit all the relevant documents as per below- mentioned clauses otherwise, the offer may be liable to ignored. (2) Bidders must ensure all documents are correctly uploaded under their respective clauses or sections as specified in the tender. Documents placed incorrectly or scattered across unrelated sections may be liable to ignored during evaluation. (3) Any deviation quoted by the bidder in any uploaded document or elsewhere in any tab other than the deviation tab while submitting the bid shall be liable to be ignored.
The Bidder must have successfully supplied "Drug eluting coronary stent system " within the last ten (10) years from the tender closing date to Railway Hospital, Central Government Organization, State Government Organization, Public Sector Undertaking (PSU), Government Hospital. A copy of the relevant Purchase Order (PO) or Contract Order must be uploaded. In addition to the Purchase/Contract Order, the Bidder must upload documentary evidence confirming successful execution of the order. Acceptable documents include Consignee Receipt and Acceptance Certificate/Receipt Notes/Inspection Certificate of TPI.
(1) Either OEM should quote directly or OEM can authorize and give Tender Specific Authorization (Tender Number and Opening Date must be mandatorily mentioned) to its Agent / dealer to quote on their behalf. (2) The authorized dealer should submit valid tender specific authorization, along with the offer, otherwise offer will be summarily rejected without any back reference.
Earnest money deposit: (1) EMD shall be submitted by tenderer as specified in tender schedule, along with their online offer. There shall be no exemption from submission of EMD for any tender or by any tenderer except those exempted. (2)Exemption to submit EMD will be given in the following cases : (a) Micro and Small Enterprises (MSEs) registered with valid UDYAM certificate only. (b) Other Railways and Government Departments. (c) Indian Ordnance Factories. (d) PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. (e) Vendors registered with Railways for the trade group of the item tendered. (f) Vendors appearing on the approved vendor lists of RDSO/PUs/CORE, subject to approval status being valid on the date of tender closing. (g) Vendors registered with Railways for supply of medicine, medical equipments and consumables for these items. (h) In tenders issued against PAC, OEM in whose favour PAC has been issued (i) KVIC and ACASH for items supplied by them. (j) Limited tender upto 25 lakhs.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
Inspection by Consignee.
EVALUATION CRITERIA: 1) The inter-se-position of all offers received will be decided item wise/consignee wise revised spl.conditions of tender. 2) Firm should offer their quotation consignee wise and also deliver the quantity consignee wise as per delivery schedule mentioned in tender condition. Offers for delivery location/schedule other than tender condition are likely to be passed over.
DELIVERY: In case of road delivery, the date of delivery at destination [consignee's end] shall only betreatedas delivery date irrespective of F.O.R./ F.O.T. condition mentioned elsewhere in the contract /tender. Firm must quote FREE at destination rates, movement by road only, clearly indicating transport charges. Railway reserve the right to Passover such offer.
PACKING AND MARKING INSTRUCTION: Tenderers are advised to ensure that materials are invariably stamped with manufacturer's name, month and year of manufacturing & expiry date as may be for their product.
PAYMENT TERM: Applicable As per clause 2900 Instructions to Tenderers and General Conditions (Indigenous), June 2024 attached with the Tender.
GOODS AND SERVICE TAX: Applicable as per Para 0906 of Instructions to Tenderers and General Conditions of Tender Indigenous Version 14 of June 2024 attached with tender.
MSE CLAUSE: Applicable as per Para 1700 of Instructions to Tenderers and General Conditions of Tender Indigenous Version 14 of June 2024 attached with tender.
LIQUIDATED DAMAGE: Recovery of Liquidated Damage (LD) shall be levied @ 1/2% (half percent) of the price of the store per week or part of the week during which delivery is accepted and the upper limit for recovery of Liquidated Damages in Supply Contracts is 10 Percent of value of contract irrespective of delays, unless otherwise provided, specifically in the contract.
MAKE IN INDIA: Applicable as per Para 1800 of Instructions to Tenderers and General Conditions of Tender Indigenous Version 14 of June 2024 attached with tender.
SECURITY DEPOSIT: Applicable as per Para 600 of Instructions to Tenderers and General Conditions of Tender Indigenous Version 14 of June 2024 attached with tender.
LAND BORDER CONDITION: A bidder from a country which shares a land border with India will be eligible to bid only if the bidder is registered with Competent Authority as specified in Para 1810 and Annexure- 7 of Western Railway Bid Document (Indigenous Purchases), Version -14 of June 2024. 1. "I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India; I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable the evidence of valid registration by the Competent Authority shall be attached.)" 2. I certify that this bidder does not have any TOT arrangement requiring registration with the competent authority."
