Tenderer should fulfill Special Financial criteria as furnished below: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
(a) The tenderer must have successfully completed or substantiallycompleted any one of the following categories of work(s) during last 07(seven) years, ending last day of month previous to the one in whichtender is invited (Completion Certificate issued by an officer not belowthe rank of JA grade to be enclosed for evidence) (i) Three similar workseach costing not less than the amount equal to 30% of advertised valueof the tender, or (ii) Two similar works each costing not less than theamount equal to 40% of advertised value of the tender, or (iii) Onesimilar work costing not less than the amount equal to 60% of advertisedvalue of the tender.
(b) (1) In case of tenders for composite works (e.g. works involving morethan one distinct component, such as Civil Engineering works, S&Tworks, Electrical works, OHE works etc. and in the case of major bridges -substructure, superstructure etc.), tenderer must have successfullycompleted or substantially completed any one of the following categoriesof work(s) during last 07 (seven) years, ending last day of monthprevious to the one in which tender is invited: (i) Three similar workseach costing not less than the amount equal to 30% of advertised valueof each component of tender, or (ii) Two similar works each costing notless than the amount equal to 40% of advertised value of eachcomponent of tender, or (iii) One similar work each costing not less thanthe amount equal to 60% of advertised value of each component oftender. Note for b(1): Separate completed works of minimum requiredvalues shall also be considered for fulfillment of technical eligibilitycriteria for different components. (b)(2) In such cases, what constitutes acomponent in a composite work shall be clearly pre-defined withestimated tender cost of it, as part of the tender documents without anyambiguity. (b) (3) To evaluate the technical eligibility of tenderer, onlycomponents of work as stipulated in tender documents for evaluation oftechnical eligibility, shall be considered. The scope of work covered inother remaining components shall be either executed by tendererhimself if he has work experience as mentioned in clause 7 of theStandard General Conditions of Contractor through subcontractorfulfilling the requirements as per clause 7 of the Standard GeneralConditions of Contract or jointly i.e., partly himself and remainingthrough subcontractor, with prior approval of Chief Engineer in writing.However, if required in tender documents by way of Special Conditions, aformal agreement duly notarised, legally enforceable in the court of law,shall be executed by the main contractor with the subcontractor for thecomponent(s) of work proposed to be executed by the subcontractor(s),and shall be submitted along with the offer for considering subletting ofthat scope of work towards fulfilment of technical eligibility. Suchsubcontractor must fulfill technical eligibility criteria as follows: Thesubcontractor shall have successfully completed at least one worksimilar to work proposed for subcontract, costing not less than 35%value of work to be subletted, in last 5 years, ending last day of monthprevious to the one in which tender is invited through a works contract.Note: for subletting of work costing up to Rs 50 lakh, no previous workexperience of subcontractor shall be asked for by the Railway. In caseafter award of contract or during execution of work it becomes necessaryfor contractor to change subcontractor, the same shall be done withsubcontractor(s) fulfilling the requirements as per clause 7 of theStandard General Conditions of Contract, with prior approval of Chi
Work experience certificate from private individual shall not beconsidered. However, in addition to work experience certificates issuedby any Govt. Organisation, work experience certificate issued by Publiclisted company having average annual turnover of Rs 500 crore andabove in last 3 financial years excluding the current financial year, listedon National Stock Exchange or Bombay Stock Exchange,incorporated/registered at least 5 years prior to the date of closing oftender, shall also be considered provided the work experience certificatehas been issued by a person authorized by the Public listed company toissue such certificates. In case tenderer submits work experiencecertificate issued by public listed company, the tenderer shall also submitalong with work experience certificate, the relevant copy of work order,bill of quantities, bill wise details of payment received duly certified byChartered Accountant, TDS certificates for all payments received andcopy of final/last bill paid by company in support of above workexperience certificate.

Successful tenderer should submit the following documents before execution of work: 1. List of Personnel for executing the work at LW/PER. 2. Pradhan Mantri Suraksha Bima Yojana ( PMSBY. 3. Group Insurance for all the labours engaged for the work at LW/PER. 4. Details for registration of labour at EPF portal. 5. Copy of Aadhaar card for each labour. 6. PAN card copy of Successful Tenderer. 7. Copy of GSTIN Registration certificate. 8. NEFT details. 9. Evidences for payment ( monthly salary) to contract labourers such as bank statement copy etc.,( This may be submitted during the course of contract and before submission of bills at each time) 10. Evidences for deduction of EPF from contractor's labours such as copy for deduction of EPF( This may be submitted during the course of contract and before submission of bills at each time) 11. Police Verification certificate
GSTIN Certificate and PAN card
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
Tenderers shall hold the offer open for acceptance for a period of 60 days from the date of opening of the tender.
If the date of opening of tender is declared to be a holiday, the tenders will be opened on the next working day at the same time.
All terms and conditions in the tender documents are binding on the tenderers.
Manual tenders sent by post/courier or in person are not allowed. Manual offers received shall be ignored.
The tenderer shall upload scanned copies of mandatory credentials such as experience, turnover certificates and any other documents as applicable.

The Total value quoted in the schedule should be inclusive of all types of taxes & levies including Goods and services tax (GST)at 18% or applicable at the time of quoting.
In addition to this special terms and conditions annexed, contractor shall follow all the clauses specified in the "General Conditions of the Contract" (GCC) for works of Indian Railways amended/corrected from time to time. The complete General Conditions of the Contract of Indian Railways can be viewed at the following web address: https://indianrailways.gov.in/railwayboard/uploads/directorate/civil_engg/pdf/2022/GCC_April- 2022_2022_CE-I_CT_GCC-2022_POLICY_27_04_22.pdf All other terms and conditions will be admissible as per GCC (General Conditions of Contract) for works as amended/corrected from time to time without any change.
Tenderer should follow the IREPS portal, and ensure if any corrigendum is uploaded by Administration before bidding.
Tenders submitted in IREPS portal with out Bid Security Deposit or less amount of Bid Security Deposit will be summarily rejected.
Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of Bid Security. However, the proof has to be uploaded in the IREPS portal. The Tenderer should upload the Certificate from DIPP for Start up firms for exemption of Bid security, if applicable. The offers without bid security amount & without certificate from DIPP will be summarily rejected. Labour Cooperative societies shall deposit only 50% of EMD detailed in the Tender Notice. However, the proof for the same have to be uploaded, otherwise the tender will be summarily rejected.
The tenderer deliberately give wrong information in his/their tender or creates/ create circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage. The entire bid security with Railway will be forfeited. In addition, action will be taken to suspend the business with the tenderer for a period of two years.
The contractor should submit an indemnity bond amounting to Rs. 12 Lakh/- (i.e. Approximate cost of 3 coach sets) only in a format prescribed by Railways before lifting the springs for phosphating from Loco Works, Perambur and keep the Railways indemnified for all losses / damagesif any for the material under transit or under the custody of the contractor. The contractor should execute the Indemnity bond after the receipt of the LOA. The Indemnity Bond will be released only after completion of the whole contract.Note: The Contractor shall not hold more than the quantity mentioned above (i.e. 3 coach sets of springs) at any point of time. The same shall be ensured by the SSE/Spring/LW or nominated railway representative.
