ELECTRIC MOTOR DRIVEN 1200 SCMH CNG COMPRESSORS AND ITS ASSOCIATED AUXILIARIES (SUPPLY)

Design, Engineering, Manufacturing, String test, Supply including packaging and forwarding, insurance, loading and unloading of Skid mounted 1200 SCMH Electric Motor driven CNG Compressor Package with discharge flow capacity of 1200 SCMH at the specified conditions (as per technical specification and scope of work) with explosion proof electric & control panel complete with power, control cable & 3 nos. of ESDs having suction pressure of 16 kg/cm2(g), inlet line gas pressure range of 14 – 49 kg/cm2(g) (performance range 14 to 19 kg/cm2(g) with discharge pressure 255 kg/cm2(g) with 9 bank priority panel(fully automatic) with 3/4'' OD Isolation ball valves on each outlet line along with all special tools and tackles required for erection and commissioning, supply of hydraulic oil, flame arrester, spark arrester, Knock out drum, oil separator, pulsation vessel, CO2 flooding system etc., to commission the compressor as per Technical volume. The package shall be inclusive of, but not limited to, the following: a) String test of complete compressor package along with accessories at packager’s factory including TPIA (Third Party Inspection Agency) Charges. b) Design, Engineering, Manufacturing, Supply including packaging and forwarding, insurance, custom clearance, handling, loading and unloading of air compressor of 1.5KW capacity (approx..) discharge pressure approx. 10-16 kg/cm2g, 500 Water liter capacity air receiver for instrumentation air dryer along with all accessories and auxiliaries. (excluding SCOPE OF TRANSPORTATION CHARGES for this item, which is to be quoted separately at ITEM No. A.1.1.1 BELOW)

Inland Transportation up to Delivery location and other cost incidental to delivery of goods at Item Code A.1.1 (Compressor) Note: (i) GAIL's GA locations are Varanasi, Patna, Ranchi, Jamshedpur, Cuttack, and Bhubaneswar. The tentative quantity-wise delivery locations are mentioned in the notes to MR of the tender document (Vol-II of II), for reference only. However, the actual delivery locations will be mentioned/confirmed at the time of the released order/P.O. (ii) 1500 Km per Compressor has been considered for the purpose of evaluation only. However, the Inland transportation Charges shall be paid for actual distance based on quoted per KM per Compressor (machine) rate. (iii) The distance between the Vendor work/warehouse and delivery location shall be derived on the basis of shortest distance available in Google map / MapmyIndia website. Refer tender for details. LCV Trailer Panels Supply & Delivery of LCV trailer panel complete with mass flow meter (with internal local display) based on Coriolis principle of Micro motion, USA (Model CNG 50 with 2700 transmitter, cabling, suitable for hazardous area classification. Panel shall be weather proof. Sheet metal work shall be SS 304. LCV trailer panel shall be mounted / installed near LCV stand. Purchaser shall arrange SS316 tubing from compressor to trailer panel and from trailer panel to LCV filling point with hose and fittings. Hose & fittings shall be in bidder’s scope. Hose shall be 5 feet in length along with breakaway coupling & fitting (quick connector coupler & Stem) should have provision of NRV. Dispatch of LCV panels shall be as intimated during dispatch clearance.

INSTALLATION, COMMISSIONING, TESTING

Installation, commissioning & Field performance test of Compressor Package including all accessories/ equipment(s) i.e. air compressor, CO2 flooding system etc. system at site.

Design, supply and installation of structure for placing 4500 WL cascade above the compressor package Note: Requirement for 4500 WL shall be intimated during release order (As Required).

Total amount for Supply, Installation/Erection, Testing, Commissioning, Inland Transportation (for 1500 Km) (inclusive of taxes) based on quoted price.

SERVICES FOR OPERATIONS & COMPREHENSIVE MAINTENANCE

ITEMS FOR COMPREHENSIVE MAINTENANCE [Bidder to quote Percentage Rate for the following in Cell M30, M32, M33, M34 & M35] (Note: Bidder to enter percentage rate for Comprehensive Maintenance charges in NUMBERS, without affixing the % symbol. For Example, if bidder wants to quote 0.40% then enter 0.40, if bidder wants to quote 1.36% then enter 1.36 etc. Total Value will be automatically calculated based on the same)

Lump sum Repair & Comprehensive Maintenance charges (excluding the scope covers under warrantee) per Compressor Package including air compressor for 1st year during warrantee period in all Geographical Areas of GAIL inclusive of all manpower, spare parts, lubricants and consumables etc. (3 packages X 12 Months) Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.40% (maximum 1.5%) of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

Lump sum Repair & comprehensive maintenance charges (including major overhaul) per Compressor Package including air compressor in all Geographical Area’s under GAIL periphery inclusive of all manpower, spare parts, lubricants and consumables etc. For the below mentioned years (3 packages X 12 Months)

For 2nd Year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.50% (maximum 1.5%) of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

For 3rd year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.55% (maximum 1.5%) of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

For 4th Year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.61% (maximum 1.5%) of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

For 5th Year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.67% (maximum 1.5%) of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

PACKAGE GAS LOSS: [Bidder to quote Percentage Rate for the following in Cell M39, M40, M41, M42 & M43] (Note: Bidder to enter percentage rate for "Vent/Leakage rate" for Package Gas Loss in NUMBERS, without affixing the % symbol. For Example, if bidder wants to quote 0.98% then enter 0.98, if bidder wants to quote 1% then enter 1.00 etc. Total Value will be automatically calculated based on the same.) [Bidder to quote fixed value 18.00 only in Cell N39, N40, N41, N42 & N43]

The bidder shall design the compressor package so that no venting and leakage of gas takes place. Bidder shall indicate actual vent & leakage losses through the compressor package. If package loss is quoted more than 1% of suction capacity gas consumption then bid shall be rejected. This quoted figure will be used for evaluation and total quoted price for all compressors towards supply, special tools and tackles, transportation, erection & commissioning, operations and comprehensive maintenance will be calculated as per following formulas: F = G * H * I * N * W Where, F = amount in Rs. G = Vent/Leakage rate quoted in percentage H = Cost of Natural Gas per Kg @ Rs. 48/- per kg I = Avg. no. of running hours per year i.e. @ 3650 hours N = Number of machines W = 903 kg/hr for 1200 SCMH Notes: 1) The amount (F) as per the above calculations for 5 years shall be considered on NPV basis with discount factor @9% p.a. B. ENERGY CONSUMPTION: [Bidder to quote Percentage Rate for the following in Cell M46, M47, M48, M49 & M50] (Note: Bidder to enter "Energy consumption rate in KWH for every 1200SCMH (903 Kg) of CNG produced" in NUMBERS for Energy Consumption, without affixing the Kg/hr unit. For Example, if bidder wants to quote 138 KWH then enter 138, if bidder wants to quote 138.5 KWH then enter 138.50 etc. Total Value will be automatically calculated based on the same.) [Bidder to quote fixed value 18.00 only in Cell N46, N47, N48, N49 & N50]

The compressor package shall be designed in such a way that Energy Consumption of engine (KWH) should be minimum for production of CNG. Bidder shall indicate actual energy consumption for their compressor package. This quoted figure will be used for evaluation and total quoted price for all compressors towards supply, special tools & tackles, erection and commissioning will be calculated as per following formulas: F = (G-138)x H x I x N Where, F = amount in Rs. G = Bidder’s Energy consumption rate quoted in KWH for every 1200 SCMH (903 Kg) of CNG produced H = Cost of Energy @ Rs. 10/- per KWH I = Avg. no. of running hours per year i.e. @ 3650 hours N = Number of machines Notes: 1) The amount (F) as per the above calculations for 5 years shall be considered on NPV basis with discount factor @9% p.a. 2) Energy Consumption quoted by the bidder under guaranteed parameters shall lie within the range of 138 to 146 KWH for 1200 SCMH. No benefit will be given below 138 KWH for 1200 SCMH. In case the Energy consumption quoted by the bidder exceeds the upper limit i.e. 146 KWH for 1200 SCMH, the bid will be rejected

Net Present Value (NPV) of Annual Operation, Comprehensive Maintenance, Gas Loss & Energy Consumption including GST for five years based on NPV CALCULATION

Notes: i) GAIL's GA locations are Varanasi, Patna, Ranchi, Jamshedpur, Cuttack, and Bhubaneswar. The location wise quantities may vary considering project requirement. ii) The actual delivery location will be mentioned at the time of the released order (RO)/P.O. However, GA locations-wise tentative quantity distribution for 1200 SCMH Compressors are furnished in MR (Vol-II of II), for reference only. The same may change at the time of released order (RO). iii) Amount towards transportation shall be payable based on quantities actually transported to various locations/GA’s and the rate quoted. iv) Considering large size of GAs, as per requirement, supplies shall be made to designated sites/ stores which may be located anywhere within the GA. Exact location of stores shall be intimated prior to dispatch of material. The bidder is advised to quote single freight charges for each item per km, irrespective of number of designated locations of storage yard. iv) Inspection shall be carried out by Owner or its authorized consultant/ TPI. v) Inlet piping shall be of class 300# (filter, inlet valve and 3-way valve). vi) Maximum limit to quote charges for Repair & Comprehensive Maintenance for 1 Machine Months shall be 1.5% of unit Ex-works price of Sr. No. 2, failing which will be liable for rejection of bid. vii) For SOR Sr. No. 09, Bidder to ensure the minimum wages of Semi-skilled labour/worker for construction industries per day (in Rupees) of respective state/ Central (whichever is higher). viii) Deployment of Bidder personal/Resources for Operation will be as per the direction of Engineer In Charge/GAIL representative/GA in-charge with prior information of minimum one month. In case of installation of 2 nos compressors at a particular CNG Station/Mother station i.e. in same premises, EIC may ask the supplier/Bidder to deploy one personnel for operations of both compressors and payment will be done for one personnel/Resource only.

Total Price for Supply, Installation/Erection, Testing, Commissioning, Inland Transportation (for 1500 Km) including charges for OPERATIONS & COMPREHENSIVE MAINTENANCE for 5 years (inclusive of taxes) based on quoted price (without NPV calculation) is given in Cell BE53 and corresponding GST amount in BD53. Note: Total Evaluated Bid Value (EBV) (inclusive of taxes) as per tender condition i.e., based on NPV calculations for cost heads (wherever applicable, as per tender) is given at row below in Cell BB54.
