SURVEY DESIGN SUPPLY ERECTION TESTING & COMMISSIONING OF KALAGHATGI TFS FOR FILLING UP OF 107 TANKS LOCATED ON LEFT & RIGHT BANK OF RIVER BY LIFTING WATER FROM BEDTHI RIVER ON TURN-KEY BASIS PHASE 1 WORK CONSISTING OF FOLLOWING COMPONENTS CONSTRUCTION OF JACK WELL CUM PUMP HOUSE VT PUMPS & HT MOTORS, TRANSFORMERS, SUBSTATION, TRANSMISSION LINE RISING MAIN , DISTRIBUTION NETWORK FOR FILLING UP OF 30 TANKS ON LEFT BANK BY MS HDPE PIPES INCLUDING O&M FOR 5 YEARS AFTER COMMISSIONING ON TURNKEY BASIS

The intending Bidder should have supplied and successfully commissioned at least 2 numbers of VT pumps with a capacity (flow rate) not less than 0.1216 cumecs for each pump with a head not less than 170.4 m for each pump during the last 5 years in any LIS or Tank filling scheme (i.e., from 2021-22 to 2025-26). The necessary work done certificate issued by an officer not below the rank of EE and countersigned by the SE of the same circle should be uploaded

The intending bidder(Individual) should have supplied, erected, tested, completed and commissioned MS pipes of not less 300 mm (ID) diameter for a length of not less than 29.93Km, (ii) HDPE pipes of not less than 140 mm (OD) dia for a length of not less than 15.88 Km in any one year during last 5 years (i.e., from 2021-22 to 2025-26. The necessary work done certificate issued by an officer not below the rank of Executive Engineer and countersigned by the Superintending Engineer of the same circle should be uploaded

Copy of Valid GST Registration Certificate

The intending bidder/firm/company should furnish list of Man power, machinery available with them for taking up the work as per section 3

To qualify for award of this contract, each tenderer (individual) in his / her name in the last five years (2021-22 to 2025-26) should have satisfactorily completed (at least 90% of contract value) as a prime contractor, at least One Lift Irrigation scheme/Tank filling Scheme of value not less than Rs. 26.60 Crores (usually not less than 50% of the amount put to tender under this contract). Work done certificate issued by an officer not below the rank of Executive Engineer of the concerned Division and Countersigned by the Superintending Engineer of the concerned circle is to be uploaded for the technical bid. The cost of completed works of the previous year shall be given a weightage of 10% per year to bring it to the price level of financial year in which tenders are invited

The intending bidder should have Own/Lease equipments and machineries shall be furnished. Availability by owning at least 50% of the required / specified key and critical equipment for this work and the remaining 50% can be deployed on lease / hire basis for all the works provided, the relevant documents (commitment agreements etc.) for availability for this work are to be furnished. Each tenderer should demonstrate availability of few key equipments/machinery for execution of the work. However, it is obligatory for the contractor to use the following machineries for various activities of roadwork /Irrigation works involved in construction as per MORTH specification and Irrigation manual. Machineries details to be furnished as follows: i) Concrete Mixer own-2Nos, hire/lease-2Nos ii) Tipper Own-4Nos, hire/lease-4Nos iii) Transit Mixer Own-1No, hire/lease-1No iv) Vibrating road roller Own-1No, hire/lease-1No v) Excavator Own-2Nos, hire/lease-1No vi) Water Tanker Own-1No, hire/lease-1No vii) Crane capacity 20 tonnes above Own-1No, hire/lease-1No

The tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value of Rs 53.218 crore. The available tender Capacity will be calculated as under: Assessed available tender Capacity is (AxNx1.5-B). Where, A is Maximum value of civil engineering works Executed in any one year during the last five years (updated to 2026-27 x price level) taking into account the completed as well as works in progress. N is Number of years i.e., (18 months) prescribed for completion of the work for which tender is invited. B is Value, at 2026-27 xx price level of existing commitments and on-going works to be completed during the next Period of completion of the work for which tender is invited. (x)is FY in which the tender is invited. (xx) FY in which the tender is invited.

The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be certified by statutory auditors of the company or by the proprietor of the company through an affidavit

Income tax returns of last 5 years i.e, from 2021-22 to 2025-26

The intending bidder in his/its name should have In the last 5 years i.e.,2021-22 to 2025-26 achieved in at least 2 financial years, a minimum financial turnover of Rs.70.94 Crores (usually not less than two times the estimated annual payments under this contract). The financial turnover will be updated to the Present Price Level by giving weightage of 10% each year. Audited Profit and Loss account certified by a practicing Chartered Accountant bearing UDIN along with copy of Income Tax returns filed for the years indicated above should be furnished.

Bidder should furnish liquid assets and/or availability of credit facilities of not less than Rs.18.62 Crores (Unconditional credit lines/letters of credits/certificates from nationalized banks) for meeting the fund requirement etc. The contractor should upload necessary documents issued by the nationalized banks as per prescribed format enclosed as Annexure-XIV

Technical details containing document with preliminary designs, working methodology in support of their bid as per the bidding document

The bidder should upload the detailed Methodology of Execution of the Scheme as per the scope of works and Technical Data of Pump, Motors and Transformers etc.

The intending bidder can submit bids as an Individual along with. Tie-up of pump manufacturer. The Tie-up is to be formed prior to the bidding. Tenders from a Tie-up proposed in this bid, the bidder shall upload an agreement with only one pump manufacturer on Rs 200-00 stamp paper in the prescribed format which shall be concluded prior to bidding and enclosed to the bid document. For proof of the Tie up, in the Technical bid, the prescribed format under section 2 - instruction to tenderer (ITT) shall be followed (multiple tie-up not allowed)

Even though the bidders meet the above criteria they are subject to be disqualified if they have a) Made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and /or b) Record of poor performance such as abandoning the work, not properly completing the contract, inordinate delays in completion, litigation history and financial failures etc. and /or c) Participated in the previous tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification.
