The tenderer must have minimum averageannual contractual turnover of V/N or Vwhichever is less; where V= Advertisedvalue of the tender in crores of Rupees N=Number of years prescribed for completionof work for which bids have been invited.he average annual contractual turnovershall be calculated as an average of "totalntractual payments" in the previous threefinancial years, as per the audited balancesheet. However, in case balance sheet ofthe previous year is yet to be prepared/audited, the audited balance sheet of thefourth previous year shall be consideredfor calculating average annual contractualturnover. Work experience certificate from privateindividual shall not be considered.However, in addition to work experiencecertificates issued by any Govt.Organisation, work experience certificateissued by Public listed company havingaverage annual turnover of Rs 500 croreand above in last 3 financial yearsexcluding the current financial year, listedon National Stock Exchange or BombayStock change,incorporated/registered atleast 5 years prior to the date of closing oftender, shall also be considered providedthe work experience certificate has beenissued by a person authorized by thePublic listed company to issue suchcertificates. In case tenderer submits workexperience certificate issued by publiclisted company, the tenderer shall alsosubmit along with work experiencecertificate, the relevant copy of work order,bill of quantities, bill wise details ofpayment received duly certified byChartered Accountant, TDS certificates forall payments received and copy offinal/last bill paid by company in supportof above work experience certificate

a)The tenderer must have successfullycompleted or substantially completed (Formore details refer attached documents),any of the following during last 07 (seven)years, ending last day of month previousto the one in which tender is invited:(i)Three similar works each costing not lessthan the amount equal to 30% ofadvertised value of the tender, or (ii) Twosimilar works each costing not less thanthe amount equal to 40% of advertisedvalue of the tender, or (iii) One similarwork each costing not less than theamount equal to 60% of advertised valueof the tender. The Bid Security shall be deposited eitherin cash through epayment gateway orsubmitted as Bank Guarantee bond from ascheduled commercial bank of India or asmentioned in tender documents

The Bank Guarantee bond shall be as perAnnexure- VIA (Placed at Page No. 35-36of tender form), and shall be valid for aperiod of 90days beyond the bid validityperiod. In case, submission of Bid Securityin the form of Bank Guarantee, followingshall be ensured: (i).A scanned copy ofthe Bank Guarantee shall be uploaded one-Procurement Portal (IREPS) whileapplying to the tender. If the tenderers do not submit anyproof of meeting with the eligibility criteria as laiddown in the tender conditions, the offer shall beconsidered as incomplete and shall be summarilyrejected. (HQ's Lt.No.W.636.T.FBWP/Tender/2017 dtd. 12.10.2021).Further,Excavation and Earthwork in RailwayPremises: While carryingout the excavation in theyard for executing any work allprecautions shouldbe taken to avoid damages to cables pipelines etcand the damage cost will be borne by agency. Inorderto avoid damage to the Signaling, Telecommunication andElectrical cables, TelecomCircular No.17/2013 -"Procedure forundertakingdigging work in the vicinity of signaling,electricaland telecommunication cables" issuedvide letter no.2003/Tele/RCIL/1 Pt.IX dated24.06.2013 has to be followed. 9."No Landbelonging to or in the possession of the Railwayshall beoccupied by the contractor without thepermission of theRailway. The contractor shall notuse or allow to be used the sitefor any purposeother than that of executing the works.Whenevernon-railway bodies/persons are permitted touserailway premises with competent authority'sapproval,conservancy charges as applicable fromtime to time may belevied."
