PROVISION OF 120 KLD PACKAGE TYPE SEWAGE TREATMENT PLANT STP FOR MD ACCCN FOR EPs AND CIVILIAN AT KOCHI

Design, Supply, Installation, Testing, Commissioning and comprehensive maintenance and operation for Ten years of Packaged type Fully Advanced Automatic Sewage Treatment Plant of Capacity 120 KLD using SBR (Sequencing Batch Reactor) treatment process with Tertiary Treatment complete all as specified and directed as below including design of sewer network.

PHASE-I (STP ITEM No 1.02 to 1.05 AND DESIGN OF SEWER NETWORK)

Design, Supply, Installation, Testing and Commissioning of Packaged type Fully Advanced Automatic Sewage Treatment Plant of Capacity 120 KLD using SBR (Sequencing Batch Reactor) treatment process with Tertiary Treatment complete all as specified and directed. The main features of STP shall be as follows and cost of these shall be deemed to be included in quoted rate:-

(a) IoT Controller - Control unit with internet web access, microprocessor control with pre-set work cycles, real-time controlled, graphic display, operating hours’ counter, optional manual and automatic mode, acknowledgeable visual and acoustic fault message, mains failure alarm, logbook function operating level. (b) Panel Board enclosure - Panel board (Class IP 55/65) for the enclosure of controller and necessary electrical equipment’s (phase failure relay, MPCB, contactors). (c) Compressor for aeration as per requireemnt. (d) Diffusers in aeration tank - EPDM Fine bubble Tubular diffusers – 18Nos - 24Nos. (1 m Tubular Diffuser) with SOTE < 8.5%/m at a flow rate of 5 cu.m/hr or equivalent (e )Diffuser stands (SS304) - Diffusion system in SS 304 (8/6 outputs ) stands - As per requirement and as per the tanks dimension (f) Airhose - Hose, PVC braided from Polyhose at 10 kg/ sq.cm at temperature rating of 85º C. (g) Pumping units for transfer of sewage in collection, aeration and treated water tank in 01 working + 01 standby arrangement for each location as per requirement. (h) Pumping arrangement and functional mechanisms, technology as required in the site for a complete operational plant. (j) 25 sqmm, 4 core, XLPE UG cable of length 251RM including necessary excavation, returning filling, sand cushioning and cable covers shall also be provided for power connection from pump house to the proposed STP. (k) SS 304 pipe clamps - Clamps and fittings for wall mounting in SS 304 - As per requirement in the site (l) Components for assembling and fixing solenoid valve set.

(m) Solenoid valves for pumping arrangementas as per requirement/design. (n) Valve stand for valves (SS 304, 2mm thickness) as per requirement. (o)Tertiary Treatment - Automatic filtration system having starter panel (Automatic Multiport Valve), PSF, ACF, Filter feed pump (1W + 1S) with a flow rate of 4 to 5cu.m/hr with chlorine disinfection. (p) Operation Manual & Maintenance Manual. (q) Construction of RCC Tanks for various components of 120 KLD STP with permanent specification ( Scope of STP covers all civil, electrical & mechanical components after end of sewage line till end of tertiary treatment and including treated storage water tank) with minimum RCC M-30 design mix including excavation in any type of strata,foundation concrete,footings,pile,pile cap,plinth beam,column,lintel,roof beam,roof slab, internal and external plastering,finishing,roof treatment, plinth protection, including refilling of earth and disposal of surplus earth within 500m lead etc. all as specified and as directed. (r) Construction of RCC Machine room for 120 KLD STP with permanent specification of 20sqm plinth area with minimum RCC M-30 design mix including excavation in any type of strata,foundation concrete,footings,pile,pile cap,plinth beam,column,lintel,roof beam,roof slab, solid block walling,internal and external plastering,finishing,roof treatment,Anti termite treatment,Aluminium doors and windows,plinth protection, including refilling of earth and disposal of surplus earth within 500m lead etc. all as specified and as directed. (s) The Effluent (Treated) Sewage Parameter are as follows :- (i) pH - 6.5-8.3 (ii) COD <50mg/L (iii) BOD < 10mg/L (iv) TSS < 10mg/L (v) Total Nitrogen - 10mg/L (vi) Total phosphorus - 1mg/L (vii) Fecal coliform - Nil (viii) Odour -No foul odour

Notes :- (1) Design of STP and sewer network shall be got vetted by IIT/NIT and afterwords it shall be approved by Accepting Officer before execution on ground. The soil test report of adjacent site is enclosed and bore hole No 01 & 04 are nearest to the site of STP. Hence the data of borehole No 01 & 04 shall be used for design of foundation of all structures/components. (2) The description of item of STP in BOQ is in brief and all components required as per design to treat the influent to specified degree are included in the scope of item of STP even if the description of item above does not specify the same. (3) The scope of item of STP given in BOQ starts from end point of sewage line network. Hence necessary RCC sewage collection well/sump alongwith necessary sewage pumps of adequate capacity in 01 working + 01 standby configuration for each location are part of STP item and accordingly rate shall be quoted for the STP. (4) Wherever pumping is required in STP after end of sewer network till storage tank of treated effluent the same shall be provided by suitable pumps and for each stage two pumps (One working + one standby) shall be provided as per design requirement. Rate quoted for item of STP shall be inclusive of the provision. (5) The STP shall be based on SBR (Sequencing batch reactor) technology and design shall be accordingly carried out. (6) The treated water after tertiary treatment shall be fit for arboriculture activities etc. (7) All civil, electrical and mechanical components required after end of sewer network till delivery of treated effluent including storage tank of treated effluent before its pumping are covered under the item of STP and shall be inclusive in rate quoted for item of STP. (8) The quantities of various components if given in description of item are tentative and actual quantities as per design of STP for specified capacity shall be considered while quoting the rate for STP. (9) STP and design of sewage network shall be taken as 25% of total amount quoted for the job for payment purpose and balance 75% shall be considered as comprehensive maintenance and operation under Phase II. (10) The sewage collection network as per quantities given in BOQ (Item No 2.01 to 2.15) shall be designed as per site conditions. The rate quoted for this item shall be inclusive of design part of the network and the execution part shall be measured and paid separately under appropriate items.

PHASE-II (COMPREHENSIVE MAINTENANCE AND OPERATION ITEM No 1.07 to 1.10)

PHASE-II : COMPREHENSIVE MAINTENANCE AND OPERATION (A) Comprehensive Maintenance: This scope of comprehensive maintenance includes maintenance of complete infrastucture under this job and replacing all defective components and restoring any defect/ deformity/wear and tear during defect liability period of two years and comprehensive maintenance of all STP components under this job, and all pumps and LT panels in the scope of entire tender for further period of eight years after completion defect liability period. The scope shall also include comprehensive maintenance of all electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking, leakage, checking noise, cleaning of plant and its surrounding area etc, as per manuafactures instructions and as specified and directed by Engr-in-charge. NOTE: (a) Comprehensive maintenance includes replacement of all defective/ worn out/damaged parts with new parts and nothing eatra shall be paid on this account except the payment specified in this item. (b) The contractor shall be responsible for periodic maintenance, as per maintenance schedule and specified including renewal / replacement of parts, lubricants, fittings/ fixtures, filling of bacteria, etc required for smooth functioning of the plant as per manufactures instructions. (c) The rate quoted shall be deemed to be inclusive of safety gear & required tools for maintenance. (d) The cosumable chemicals like sodium hypoclorite and chlorine shall only be supplied by GE for treatment of sewage and all other spares/ consumable are to be provided by the contractor without any extra cost. (e) Electricity for running of plant will be provided by GE.

(f) The Contractor shall maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly and yearly or whatsover maintenance is carried out during contract period in a binded book / register and shall obtain the signature of Engineer-in-Charge every fortnightly. (g) The contractor shall provide display board at proper location near each installations duly writing the name of all concerned who are maintaining and running the plant. (h) In case of non functioning of STP plant, penal recovery @ Rs. 5000/- per day shall be effected starting 24hrs after the start of period on non functioning. (j) The installations shall remain in posession of the contractor for complete period of comprehensive maintenance and he shall be resposible for running the plant and keeping the plant in running condition. (k) Any penalty imposed by regulating authorities related with upkeep of STP and quality of effluent shall be borne by contractor during the period and nothing shall be paid on this account. (l) The sludge produced from any component of STP shall become contractors property and shall be removed from site as early as possible. The rate shall be quoted accordingly. (B) OPERATION OF THE PLANT Operating and keeping the STP of 120 KLD capacity in running/ operational condition by deploying required technical staff to produce the treated effluent of specified quality including Sundays and holidays including all connected electrical & Sewage Pumps items such as main switch, starter, change over switch, MCCB, voltmeter, ammeter, panel board etc, Sewage water pump, valve system, controlling system, daily checking , leakage, checking noise, cleaning of plant and its sorrounding area etc all as specified and directed by Engr-in-charge.

NOTE: (i) Contractor shall deploy skilled operator (FGM) as per requirement for Operation of STP for period of 10 (ten) years after completion of Phase-I (ii) The contractor shall employ FGMs having minimum qualification of ITI from recognised institute having sufficient knowledge and experience of minimum 02 years in manintanance/ operation of similar work. The operators must be competent to carry out the repairs/ maintenance of plant as required (iii) The operaters shall maintain the desired quality treated water including tracing out and rectification of minor leakages in pipe line/ valves during the period (iv) The operators shall operate electrical equipement, pumps and maintain the STP in workable condition by checking daily leakages, noise, cleaning the plant and its surrounding areas of plant as directed. (v) The contractor shall maintain all registers under various rules, and shall be produced to the Engineer-in-Charge as well as officers detailed by central labour department. (vi) The unit rate quoted shall be deemed to be included for cost of labour for daily routine maintenance for trouble free functioning of installation. (vii) The quoted rate shall be deemed to be inclusive all consumables required for comprehensive maintenance & operation of STP except sodium hypochlorite and chlorine. (viii) The quoted rate is deemed to be inclusive of tools & testing instruments required for operation & maintenance of STP plant. (ix) The sludge cakes procured after treatment shall become contractors property and shall be removed from premises of STP as early as possible. The rate shall be quoted accordingly.

(C) PAYMENT TERMS FOR COMPREHENSIVE MAINTENANCE AND OPERATION (a) The Phase-II shall be taken as 75% of total amount quoted for this job ( BOQ Item No 1.01 to 1.10) above (Supply, installation, commissioning, comprehensive maintenance and operation of STP) for payment purpose. Yearly breakdown of payment against this item shall be made as per following schedule during the period of Ten years. (a) After 1st year - 4.50% (b) After 2nd year - 5.00% (c) After 3rd year - 5.50% (d) After 4th year - 6.00% (e) After 5th year - 7.00% (f) After 6th year - 8.00% (g) After 7th year - 9.00% (h) After 8th year - 9.50% (j) After 9th year - 10.00% (k) After 10th year - 10.50% NOTE:- Yearly amount as above shall be paid in equal installments every month after satisfactory report to be given by GE

PHASE- I (EXECUTION PART OF SEWER NETWORK ITEM No 2.01 TO 2.15)

M&L for excavation in trenches n.exc 1.50 m wide and n exc 1.50 m in depth for foundation etc. or for shafts, wells, cess pits, man holes, pier holes etc n.exc 10 sqm on plan and n.exc 1.50 m in depth and getting out soft / loose soil complete all as specified and as directed.

Returning, filling in, including spreading, levelling, watering and well ramming in layers not exc 25 cm all as specified and as directed..

Removing excavated material n exc. 50m and depositing where directed at a level n exc. 1.5 m above the starting point all as specified and as directed.

M&L for PCC 1:2:4 using 20mm graded stone aggregate in foundation all as specified and as directed.

M&L RCC M 30 design mix concrete using 20mm graded aggregate as in walls of man holes of any thickness etc all as specified and as directed.

M&L for formwork to walls of man holes finished rough etc all as specified and as directed.

M&L RCC M 30 design mix concrete using 20mm graded aggregate in foundations etc all as specified and as directed.

M&L for TMT bars 10mm dia and over, cut to length, bent to shape required, including cranking, bending spirally for hooping for columns, hooking ends and binding with and including mild steel wires (annealed) not less than 0.9 mm dia or secured with clips complete all as specified and as directed.

M&L for TMT bars 6 to 8mm dia and over, cut to length, bent to shape required, including cranking, bending spirally for hooping for columns, hooking ends and binding with and including mild steel wires (annealed) not less than 0.9 mm dia or secured with clips complete all as specified and as directed.

M & L for rendering 15 mm thick in CM (1:4) on brick/concrete surface of walls in two layers mixed with water proofing compound @ 3% by weight of cement in top 5mm thick layer, finished fair and even surface without using extra cement complete all as specified and directed. (Note : WPC shall be measured and paid separately).

Supply only integral water proofing compound
