Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditional tenders will not be accepted

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderers are requested to abide instructions conditions contained in the Bid Documents and further orders thereon

The Department is not responsible for any delay in accessing eprocurement portal

The Employer reserves the right to reject any or all tenders without assigning any reason

Financial Year will be reckoned as the period between first day of April and Thirty-first day of march of Succeeding year (both days inclusive).

Since the work is of labour oriented in nature , the minimum wages act has to be followed. Hence bidders should not quote below the amount put to tender If the bidder quotes below the amount put to tender his bid will be rejected. In case of Tie between the bidders selection will be made by lottery

The estimated amount put to tender for the work is exclusive of GST. The contractor should bid based on the estimated amount put to tender (excluding GST but including all other charges as applicable) GST shall be paid to the tendered amount separately As applicable. Further the increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay

During the time of technical evaluation, if the employer finds that any certification/ information furnished is false, such bidders will be disqualified and barred from participation in the bid.

Past Experience

To qualify for award of this contract, each Tenderer in its name should have in the last five years (2019-20,2020-21,2021-22,2022-23,2023-24) achieved in at least two financial years an average annual financial turnover of Rs.62.58 lakhs (usually not less than the estimated cost under this contract for works costing up to 100 lakhs.) in at least two financial years in the last 5 years reckoned back from 2023-24 duly updating the financial turnover at 10% per annum. Audited profit and loss statement certified by a practicing Chartered Accountant along with copies of IT returns filed for the two years indicated above and shall bear the UDI Number shall be furnished

Satisfactorily completed (at least 90% of the contract value), as prime contractor, at least one similar work of value not less than Rs.31.29 Lakhs (Usually not less than 50% of the estimated value of the Contract) during last 5 years reckoned back from 2023-24. The cost will be updated to the present value by giving weightage of 10% each year, if the work is completed prior to the year 2023-24. The certificate should be obtained from the officer not below the rank of Executive Engineer of the concerned Division / Equivalent officer and countersigned by the Superintending Engineer of the concerned Circle / next higher officer Similar Work Means:- Electrical maintenance Works

Work Done Certificate

Executed in any one year, the following minimum quantities of work (for a continuous period of 12 months) (Useualy 80% Annual Requirement) for the work up to 100 lakhs 1)Electrician/Pump Operator/Skilled laubor (Electrical inspectorate copy- wire man license should be upload)-5160 mandays 2)Watchman/ Heavy Mazdoor/ Helper/ Unskilled laubor-750 mandays

Work Done Certificate

Liquid assets and /or availability of credit facilities of not less than Rs.18.77 Lakhs (Credit lines/ letter of credit/ certificates from banks for meeting the fund requirement etc. (usually the 30% of amount of contract) For works costing up to 100.00 lakhs.

Line of Credit

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value.
