PART-I OPERATION AND MAINTENANCE OF E/M INSTALLATIONS

Operation and maintenance of Sewage Treatment plant of capacity 100 KLD at CASD by deploying adequate and experienced qualified skilled operator/staff, round the clock including Sunday and holidays in three shift of 08 hrs each per day complete inclusive of daily, weekly , monthly, quarterly, half yearly , and yearly maintenance complete all as specified and as directed.

Operation and maintenance of sewage Treatment plant of capacity 730 KLD at Baird Place round the clock including Sunday and holidays in three shift of 08 hrs each per day complete inclusive of daily, weekly , monthly, quarterly, half yearly , and yearly maintenance complete all as specified and as directed.

Operation and maintenance of sewage Treatment plant of capacity 250 KLD at DK-I round the clock including Sunday and holidays in three shift of 08 hrs each per day complete inclusive of daily, weekly , monthly, quarterly, half yearly , and yearly maintenance complete all as specified and as directed.

Rates required to be quoted for executing the work as describrd in Srl.No. 2 to 4 here-in-before:-

Notes for Srl No. 2 to 4 :- The quoted rate against EPF, ESIC and Bonus shall be considered for payment on actual basis. Contribution towards EPF, ESIC and Bonus is payable only after submission of valid and authentic document in support of having paid the requisite amount to the workmen, ie proof of payment

Scope of Work for srl no. 2 to 4 comprises:- (i) Stacking the sludge cakes properly (ii) Cleaning the blockages in any pump/pipe line (iii) Supplying/distributing the treated water regularly as per the directions. (iv) Complete cleaning of grits and channels daily. (v) Brooms and cleaning materials will be arranged by the contractor (vi) During the cleaning safety equipments will be supplied/arranged by the contractor.

(vii) POL will be collected from MES store yard under Sch B free for use ,by the contractor at his own arrangements.For record purposes PRRB shall be maintained. (viii) Removing the algae/ sludge in the tube settler and keeping the surrounding area clean daily and removing vegetations etc failing which recovery of Rs. 200/- per day shall be made. (ix) Mixing of the chemicals as directed .

Notes for srl No 2 to 4 :- Maintaining the following records :- (i) Record of chemical consumption. (ii) Record of treated water and electricity consumption (log sheet) (iii) Record of DG set daily running (log sheet) (iv) Record of water meter reading

Notes for srl No 2 to 4:- (i) The Plant shall be run by the skilled operator minimum qualification ITI/ matric with minimum three year experience. Non submission of police verification with ID proof of operator(s), a panel recovery of Rs. 1000/- per person per month shall be made.

(ii) (a) Working hours of a particular team of workers shall not exceed 08 hrs per day and no workmen shall be allowed to work beyond 08 hrs per day. (b) In case the contractor fails to deploy requisite numbers of workmen, the operator / workmen against defficiency shall be deployed at risk and cost of the contractor through SPOT QUOTATION and no payment shall be made to the contractor for the shift involved. (c) In addition to above a recovery of Rs. 500 per shift per workman shall be made from contractor's dues as and when becomes due. (d) Duty roster of manpower deployed shall be displayed otherwise recovery of Rs 500/- per installation per day shall be made.

(iii) All the provisions of contract labour Act 1970 shall be strictly adhered to. (iv) For payment of minimum wages to the workers provisions of particular specifications shall be strictly adhered to. (v) Log sheet for records shall be supplied by the contractor after approval of format by GE/Engineer-in-charge.

(vii) Chemicals, Diesel and engine oil for DG set shall be issued under Sch 'B' as free for Use .

(viii) Contractor shall ensure that treated sewage water shall confirm to the following characteristics:- (i) TSS : < 10 mg/litre (ii) BOD : < 10 mg/litre (iii) COD : < 150 Mg/litre (iv) ph : 6.5 - 8.5 (v) Total Coliform : < 100 MPN/100 ml (desired nil) (vi) Residual CI > 1 mg/litre

Notes for srl No 2 to 4 :- (A) The rate quoted by the contractor shall also deemed to be included for all the aspects mentioned here-in-after. (B) (i) The tenderer shall upload and submit original copy of MOU executed / made with OEM such as M/s Hydrotech paryavaran India Pvt Ltd or M/s ION Exchange or M/s Fontus or M/s Thermax or M/s SIMA Labs Pvt Ltd or any other E-in-C’s approved firm in the office of GE(U) water supply, Delhi Cantt-10 before the scheduled bid opening date. (ii) The MOU shall be executed / made as per specimen MOU given at srl No 15 here-in-after. (iii) Please note that in absense of MOU executed as per specimen MOU, price bid will not be opened.

Specimen of MOU (For srl No 2 to 4) We, M/s [Name of the OEM] do hereby undertake the followings:- (i) STP will be operated and maintained under guidance & supervision of our experts and it will be ensured that plant is run by skilled workmen. (ii) We will inspect the plant monthly and submit the report for the efficient functioning of the plant. (iii) We will ensure that the test result of the treated water comply with the paramenters given in the contract agreement. (iv) We will provide commited technical support in the advert of any requirement of the same and proper operator training will be provided in order to run the plant effectively. (v) We will provide the details/ estimates of the chemicals required for the sewage treatment plant. Note :- (a) Inspection report of OEM shall be enclosed with each payment details, failing which no payment shall be made to the contractor. (b) The contractor's rates shall be deemed to be included for above aspect. Nothing extra shall be paid on this account.

PART-II REPAIR OF VARIOUS STP's UNDER AGE (U) W/S-II

Carrying samples for testing of treated water of STP and submission of detailed test report to the office of the Engr-in-charge and testing in Govt approved laboratory as approved by GE complete all as specified and as directed. (a) Carrying out minimum essential testing of water as per IS 10500-1991 mandatory for chemical, odour, PH Value TSS, BOD, COD residual chlorine total nitogen, sulphate, oil and grease ammonical Nitrogen (NH3-N) and Bacteriological total collifrom organisms per 100 Ml (MPN) and E colilie in 100 ml (i) TDS: < 2100 Mg/ ltrs (ii) BOD : < 10 Mg/ ltrs (iii) COD :< 150 mg / Ltrs (iv) Ph : 6.5-8.5 (v) Total coliform : ,< 100 MPN/100 Ml (desired Nil) (vi) Residual CI > 1 mg/ Ltr (vii) oil and grease : < 10 Mg/Ltrs (viii) Turbidity :< 2 NTU (ix) colour less and odour less Rest of the characteristics of the treated water shall be as per IS : 10500-1991 Note - rate quoted shall deemed to be included for :- (i) Cost of sterilised bottle as required (ii) To and from transportation charges for collection of sample

Testing of sewage water as per relevant IS of STP and submission of detailed test report to the office of Engr-in-Charge and testing in Govt approved laboratory by GE complete all as specified and as directed. (a) Carrying out minimum essential testing of sewage of water as per relevant IS mandatory for chemical , odour, PH Value TSS, BOD COD total nitrogen , sulphate, oil and grease ammonical Nitrogen(NH3-N) and Bacteriological total colliform organism and other characterstics as per relevant IS of sewage water. Note - rate quoted shall deemed to be included for :- (i) Cost of sterilised bottle as required (ii) To and from transportation charges for collection of sample

Periodical Cleaning of Sewage well of size 5m dia and 7.5m deep and Removing of settle down Sewage sludge cum mud/De-Silting etc. complete all as specified and as directed.

Periodical Cleaning of Sewage and Removing of settle down Sewage sludge cum mud/De-Silting etc.for Equalization tank of capacity upto 100 CUM complete all as specified and as directed.

M & L for cleaning of treated water tank of storage capacity of water 50 CUM, filter feed tank of capacity 30 cum, thoroughly by removing mud, grits etc from the tank complete all as specified and as directed.

Material and Labour for cleaning of MBBR-1 and MBBR-2 tank and taking out complete FAB PVC media from the tank and re-filling the same after washing/cleaning throughly of STP by removing mud, grits etc from the tank complete all as specified and as directed.

Notes for item No 22 & 23 :- (a) Cleaning inner surface of tank complete by scraping with steel wire brush and and removing mud and sludge collected inside the tank manually at a distance not exceeding 50 mtr all as directed by engr-in charge (b) Washing with clean water and bleaching powder mixture throughly complete tank internally and removel of left out sludge if any at site at a distance not exceeding 50mtr all as directed by engr-in-charge

Notes for srl item Nos 21 to 24 :- Rate quoted shall include the aspects:- (i) Diesel Driven Pump Set of appropriate capacity not less than 5/7.5 HP with operator including necessary POL required at site for De-Watering of Sewage septic water including PVC heavy duty flexible hose pipe for suction and delivery purposes . (ii) Tractor mounted storage tank of appropriate capacity not less than 1 KL with driver directly collected from the soak well and disposing the same to the location where approved by the Delhi Canttonment Board/PCB . (iii) Sewage Sludge disposable tractor/truck with driver and POL required for the same (duly covered with necessary tarpaline ) and disposing the same to the location where approved by the Delhi Canttonment Board/PCB

(iv) Labour element and T&P required for removal of settled down sewage sludge/mud inside the sewage tank for scooping out from inside and below the septic/staining sewage water inside the well and lifting the same and deposited on top and near by the sewage tank where directed and further to removal the same where approved by the Delhi Canttonment Board/PCB. (v) Appropriate qty of Phenyle required at site for Sterilization of sewage sludge being collected in the Sewage tank as directed. (vi) Necessary Oxygen Mask, Gloves, Gum Boot and all other safety aspects and including necessary Phawda, Steel Bucket, Manila rope etc. required at site as directed.

M&L for preparation of Old surfaces of wall including washing rubbing down, filling of cracks and stopping of distemper and painted surface and applying two coats of cement base paint including necessary scaffolding work etc. complete all as specified and as directed.

M&L for preparation of Old surfaces of wall including washing rubbing down, filling of cracks and stopping of distemper and painted surface and applying one coat of distemper oil emulsion including necessary scaffolding work etc. complete all as specified and as directed.

Material and labour for painting on steel and iron surfaces with one coat of synthetic enamel paint as per existing colour scheme or pattern after preperation of old painted surface of any description over 10cm in width or girth complete all as specified and as directed.

Taking down existing LED street light fitting, model SLE UL, 90 Watts IP 66 LXN for servicing, calliberation and repair of CC LED driver (PCB) with input voltage 240 V AC 50 Hz and output voltage 21-36 V DC, 2.30 amp and refixing in position by providing LED 90 watts to make it fully functional complete all as specified and as directed.

Supply and fixing in repair 20W surface and wall mounted LED batten light fitting, extruded aluminium housing provided complete all as specified and as directed.

Material and Labour for fabrication of base frame with MS Channel MC-25/50/75/100/125 for foundation of centrifugalpump set/steps incl one coat of red oxide and two coat of black enamel paint and incl taking out of old base frame and grouting new one existing with all nuts and bolts complete all as specified and as directed.

Supply and laying in replacement of MS Pipes heavy grade with all fittings laid in floors or fixed to walls and ceilings including welding as required at site and removing old pipe of following bore complete all as specified and as directed.

Supply & fixing in replacement of heat resistance , weather proof agro shed net for covering of tanks complete with fixing arrangement arround the tank complete all as specified and as directed.

Notes for srl No. 37 TO 43 :- Rate quoted in column 6 shall not be less than the estimated cost inserted by MES under column 5. In case bidder quotes rates less than the corresponding rate under column 5, the rate quoted shall be amended as per column 5 and total amount shall be amended accordingly.
