Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of eProcurement portal due to internet connectivity issues and technical glitches at bidders end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Department Registration Details

3.1(a) To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e.,2020-21, 2021-22, 2022-23 ,2023-24 & 2024-25 a) Achieved in at least two financial years a average financial turnover (in all classes with supply and erection of C.C.T.V Cameras for conducting Traffic census works only)

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-)soon after contract has been issued to bidder

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The Tender processing fee shall not be refundable

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

The safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

The contractors assessed available tender capacity will be calculated as per the clause 3.1 of STD tender document Attached

All items in the tender include cost of hire charges of machineries and equipments such as C.C.T.V. Cameras with all lead, lift, supply and erection and labour charges, complete as directed by the Engineer-in-charge of the work

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utilityshifting. To that extent the contractor should indemnify the client

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, Pulic works Department, Hunsur Division, Hunsur during office hours on all working days.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extentshould submit HSE document defining all the procedure including the policies before execution of the project

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have beenconstructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

Contractor should follow strictly the prevailing rules of labour act.

The difference in cost deposited by the lowest successful tenderer (for unbalanced) along with the performance security willbe released to the contractor 30 days after the completion of defects liability period.

The successful Tenderer shall deliver to the Employer a Security deposit in the prescribed form in the favour of the Executive Engineer, PWD Division,Hunsur Division, Hunsur given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract

The returns submitted to the I.T. along with the Profit and Loss account statement submitted to the I.T. Department should beuploaded for the financial turnover criteria as per tender document attested by Chartered Accountant

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-1

The rates are EXCLUSIVE of 18 percent GST in the Estimate and The Amount put to tender is EXCLUSIVE of 18 percent GST

Regarding Appealing aggrieved contractors may appeal to the prescribed (Appellant) authority within 15 days as per KTTP and appeal should be through e-proc only as per Govt.order No:pwd/572/CRM-2020(E) Bangalore DT.09-10-2020. The same will not be considered if appeal through Letters

Contractors should be registered as KPWD Class IV & above Civil Contractor

The tenderer should have Providing and Erecting of Ultras HD CC Cameraswith day and night vision of good resolution with data storage system along with UPS at Traffic Census count post in Two Directions and suitably with all necessary arrangements

Dissemination of all the installed cameras live on a single website, also ensuring that the said cameras are live for seven days and making arrangements to view the recording of the said cameras on the said website.

After the completion of the census, the recorded clips should be submitted to the Road Traffic Census Officer (Assistant Executive Engineer (Traffic)) ofthe Office of the Chief Engineer, Public Works Department, along with the 3 of 7eprocurement census video and report forms (Forms 1 to 4) and only after obtaining the necessary certificate from them the contractor who has performed the work will be billed.

After the completion of the counting process, upload the recorded clips to the software in front of the concerned Section Officer of the Public Works Department and prepare Forms 1 to 4, (Branch Officer) Section Officer, Assistant Executive Engineer and Executive Engineer. Census only after confirmation The bill will be paid to the contractor who gets the contract for the work.

The success-full contractor should complete the whole work with in 2- Daysfrom the date of handing over of site (includingrainy season)
