Eligibility Criteria

The contractor shall execute the structural works, including roofing with polycarbonate sheets, using approved materials and skilled manpower. The scope includes fabrication strictly as per the approved drawings (enclosed), with all welding carried out continuously and finished neatly. The erected structure shall be stable, properly aligned, and securely anchored. All steel members shall be thoroughly cleaned and coated with one coat of red oxide primer prior to erection, and touch-up painting shall be done after erection wherever required. The work also includes supply, installation, and fixing of polycarbonate sheets along with all necessary fittings and accessories, and painting of the steel structure with primer and two coat of Deluxe multi surface paint, as detailed in Schedule-A (enclosed).

The successful contractor shall furnish a Performance Security Deposit equal to five percent (5%) of the awarded contract value. The Performance Security Deposit shall remain valid for a period extending 60 days beyond the expiry of the Defect Liability Period of one (1) year and shall be released thereafter, subject to clearance of all dues. The Client reserves the right to forfeit part or the full amount of the Performance Security Deposit in case any defects are observed during the Defect Liability Period and are not rectified by the contractor.

The contractor shall submit samples, catalogues, and technical data sheets of polycarbonate roofing sheets, structural steel sections, paints, primer and other materials to the Engineer-in-Charge for approval prior to procurement in bulk. Only approved materials shall be used.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

For the purpose of this contract unless the context otherwise requires Department or Employer shall mean IIIT Dharwad or the authority inviting the tender Engineer in Charge EIC shall mean the officer appointed by the Department to supervise inspect and certify the work Contractor shall mean the individual firm or company whose tender has been accepted and includes legal representatives successors and permitted assigns Work shall mean execution of Structural work Painting and allied works as specified in the Schedule of Quantities drawings if any specifications GCC SCC and TCC

The bidder shall submit Earnest Money Deposit (EMD) equal to two percent (2%) of the estimated cost of work in the form specified in the Notice Inviting Tender. The EMD of unsuccessful bidders shall be refunded without interest after finalization of the tender or after awarding the work to successful bidder. The EMD of the successful bidder shall be retained until submission of the Security Deposit & Performance security.

The contractor shall commence the work within the period stipulated in the work order and shall maintain required progress to ensure timely completion The contractor shall deploy adequate manpower and resources so that the work is completed within the stipulated time

Extension of time may be granted by the competent authority if delay is due to reasons beyond the contractors control Such extension shall not entitle the contractor to any extra payment or compensation

If the contractor fails to complete the work within the stipulated time, compensation for delay shall be levied as per KPWD norms, subject to the maximum limit specified in the tender documents.

All materials shall be of approved make and quality and shall conform to KPWD specifications and relevant IS standards. The Engineer-in-Charge shall have the authority to reject any materials or workmanship not meeting the specified standards, and the contractor shall replace the same at no extra cost.

The Engineer-in-Charge or his authorized representative shall inspect the work at all stages. Any defects noticed during inspection or after completion shall be rectified by the contractor promptly and at his own cost.

Measurements shall be taken jointly by the contractor and the Engineer-in-Charge or his representative. Payments shall be made based on actual quantities of work executed and measured, subject to deductions as per contract provisions.

The contractor shall strictly comply with all applicable labour laws, safety regulations, and statutory requirements. The Department shall not be responsible for any accident, injury, or damage arising during execution of the work.

The Engineer-in-Charge shall have the right to terminate the contract in whole or in part in case of default, slow progress, or abandonment of work, without prejudice to any other rights of the Institute.

The contractor shall inspect the site before quoting and satisfy himself regarding site conditions, access and availability of space, levels, drainage, and other constraints. No extra claim shall be entertained later on this account.
