Technical Bid

RequiredThe intending bidder should have in the last 5 years, from 2020-21-2024-25 satisfactorily completed not less than 90percent of contract value as prime contractor, one similar work costing not less than 50percent of the amount put to tender. The work done certificate should be obtained from the EE and counter signed by the SE of the same Circle. Refer Tender Notification qualification Criteria.1

RequiredThe intending bidder should have achieved a minimum financial turnover of not less than the estimated annual payments i.e., Rs. 7.98Lakhs in at least two financial years during the last 5 financial years duly updating the financial turnover at 10percent per annum. Refer Tender Notification qualification Criteria.2

RequiredThe Consultant/company should have and deploy the following Key personnel/Man power for the assignment. Bio Data of individual key Personnel signed by the individual member along with qualification certificate shall be furnished. Refer Tender Notification qualification Criteria.3. The consent letters of key personnel/man power to be part of the above assignment should be enclosed. Not enclosing of consent letters will automatically result in rejection of bid.

RequiredDescription of Methodology, the approach and methodology along with presentation shall clearly define the Consultants approach to complete the assignment within the time frame. Refer Tender Notification qualification Criteria.4.

RequiredTechnical Requirements. The bidder should have the following survey equipment/Licensed software for carrying out the assignment. Refer Tender Notification qualification Criteria.5. The intending bidder should have availability of above equipment/software either owned or by procurement against self-mobilization or by lease agreement entered into before the date of filling the tender.

Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The aspiring consultants who have not previously obtained the user ID and pass word for participating in e-tendering may now obtain the same by requesting in writing to the e-Governance/Managing Director, KBJNL, Regd. Office Bangalore.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The necessary certificates/documents in support of pre-qualification criteria fulfilled as stipulated shall be scanned and attached to e-tender documents.

During the time of technical evaluation, if KBJNL finds that any certification/ information furnished is false, such bidders will be disqualified and barred from participate in the bid.

If any bidder fails to satisfy the conditions mentioned above, such bids shall be rejected.

The intending bidders are advised to visit the site of work before submitting their tenders.

The consultants/authorized signatory should attach his/her signature to the Schedule B before uploading the documents.

If any of the dates mentioned above happened to be a general holiday, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Topographical errors, if any, will not be ground for any claims by the Consultant.

The tenderer is required to ensure browser compatibility of the computer well in advance until the last date and time for the receipt of tenders. The department shall not be responsible for non-accessibility due to internet connectivity issues and technical glitches.

The rates quoted by the tenderer should be exclusive of GST. GST will be deducted as per the latest Government Orders/Circulars.

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be removed from the category list of consultants at least for minimum period of one year in KBJNL, besides making such bidder liable for blacklisting.

The tenderer has to produce all the relevant documents as indicated in bid document, in original during the opening of technical bid is mandatory.

In case of the death of Consultant after executing /commencement of work, his legal heir, if an eligible registered Consultant and willing can execute the work at the rates irrespective of the cost of work.

Royalty charges shall be recovered as per the prevailing rates issued by the Department of Mines & Geology.

All works are to be carried out as per standard specifications issued from time to time. IRC and as per relevant IS codes.

All the documents required as per technical qualification criteria needed to be uploaded in Original or Attested by any official not below the rank of Executive Engineer or Notary.

The Contractors should submit all the Documents as uploaded in Original or duly attested by a Notary/an officer not below the rank of an Executive Engineer on or before opening of Technical Bid as Notified.

If the percentage (amount) quoted by the contractor for the work is below ninety percent of the updated recast estimated amount put to tender, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage (amount) and 90% of the updated re-cast estimated amount put to tender. In case of contractor quoting above 125% of re-cast estimated amount put to tender, then the over and above 125% of the re-cast estimated amount put to tender will be withheld during the progress of work. The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement. (If BG submitted while issuing fresh BG OR extending any existing BG, claim period of a minimum one year from the date of expiry of validity period of BG is to be specified invariably).

The intending Consultant should note that, if any of the lands (either in part/ parts or in whole) required for the work is not yet acquired by the Nigam, it shall be the responsibility of the consultant to take possession of such land by consent from the owners before commencement of the work at no extra cost to the Nigam & no claims whatsoever relating to non-availability of lands would be entertained.

All materials required for the work should be procured by the tenderer only. No quarries are approved.

The officer competent to accept the tender shall have the right to reject/cancel any or all the tenders without assigning any reason whatsoever.

All other conditions are as per Tender documents and Tender Notification.

Minimum Technical score: A proposal scoring the minimum technical score of 75 out of possible score of 100 will be deemed to be technically responsive. Others will be rejected and their financial bids will not be opened.

Opening of financial proposals-Financial Proposals of all the technically responsive bids will be opened and evaluated. Combined evaluation of technical and financial proposals will be carried out in the following manner-Combined total score-(TS X 0.75)plus(LP/FP)X100X0.25, (Where TS is Technical score, LP is the Lowest price among the financial proposal and FP is the price offered by the consultant being evaluated). The consultant obtaining the highest combined score will be invited for negotiation before awarding the work to the consultant.
