COMPOSITE FIRE EXTINGUISHERS WITH ANTI-THEFT MECHANISM

Special Eligibility Criteria

   A. Regular order: 1. The OEM shall have past experience of manufacturing Composite Body Fire extinguishers as per IS 15683. Bidder has to submit valid BIS certificate for Composite Body Fire extinguishers as per IS 15683. 2. The OEMs shall have following M&P and testing facilities: a) Manufacturing facilities: i. Fibre Filament winding machine: The manufacturer shall possess in- house of continuous fibres (aramid) filament winding over non-metallic liner (HDPE inner liner) machine as per Cl 9.2.8 of IS 15683:2018 and assembly facilities. ii. Non-metallic inner Liner Neck ii. Non-metallic inner Liner Neck trimming machine iii. Winded Inner Liner Air Pressure testing machine iv. Printing and Printing Curing machine v. Assembly machine for outer body, bottom base with inner fibre filament winded liner. vi. Head Valve with handle Riveting machine vii. Powder filling machine viii. Foam filling machine ix. Calibrated Weighing machine x. Head valve fixing machine with Torque wrench xi. Propellant Filling Machine xii. Laser marking machine for Batch code and serial number marking. xiii. Hose assembly and Fitment fixtures xiv. Utility machines- Air Compressor b) Testing facilities: i. Hydrostatic Pressure Testing (HPT) machine up to 35 Bar ii. Fatigue test500 cycles iil. Burst Test setup iv. Crushing test v. Water tightness test vi. Water Immersion Test vii. Impact test for handle viii. Vibration Test setup ix. Tapping Test setup x. Temperature Cycling Chamber (- 300 C to +600 C) xi. Salt spray test xii. Minimum Effective Discharge Time and Bulk Range of Discharge test set up xiii. Resistance to Temperature Changes test set up xiv. MAP content chemical testing facility & fluidity testing facility. 3. Other Documents to be submitted 3. Other Documents to be submitted by bidder along with the offer a) Bidder shall have to submit clause-wise compliance of tender specification. b) Bidders must provide complete details of the M&P and test facilities listed above including the make, year of commissioning & machine capacity to manufacture the tendered item. c) In case of an authorized dealer, tender specific letter of authorization from the OEM. d) Technical data sheet of the offered product. e) Test certificates from NABL certified Labs for tests OR from the OEM Test Lab (NABL accredited lab) (latest test report or within last one year) indicating compliance to all the test parameters. f) Prototype approval shall be required. B. Developmental order: The OEM who has valid BIS certificate for Composite Body Fire extinguishers as per IS 15683 but do not comply completely with the regular order conditions mentioned above in para -A [1, 2(a) and 2(b)) can be considered for developmental order subject to successful capacity and capability assessment.

   Eligibility as per Make in India (MII) policy: In terms of para 2.28.2 (a) of RCF Bid Document ver-14.0 (as read with latest corrigenda issued till tender opening date), only class-I Local suppliers as per MII Policy are eligible to bid in this tender. Local content certificate as per para 2.28.3 of RCF Bid Documents ver-14 (as read with latest corrigenda issue till tender opening date) is to be provided with offer.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
