"Reconditioning/Repairing of Aluminum Transformer tank for major damages of Three phase Locomotive"

As per Railway Board Letter no.2013/CE-I/CT/O/25/VOC,Dt-05.08.2013 in case of low value tenders, i.e. tenders where the cost of work is upto Rs.50 lakh, minimum eligibility criteria is not specified. But in Railway Board's letter No. 94/CE-I/CT/4(Pt.II), dt.19.11.2003 it is stated that "no work or supply should ordinarily be entrusted for execution to a contactor whose capability and financial status has not been investigated and found satisfactory.....".The work is related with loco safety hence the Firm must be an OEM of transformer used in 3 phase electrical locomotives or Firm should have carried out at least one job of repair of tank of Transformer of 3 phase locomotives. Firms have to submit satisfactory Completion certificate in this regard. This is required in order to assess the capacity, capability of the tenderer. The tenderer shall furnish full information regarding their experience and the machinery, Plants and testing facilities, available with them for execution of tendered work in the proforma given in appropriate annexure uploaded with the tender document. Other terms and conditions as per GCC 2022.

The following documents should be submitted along with the tender: Documents testifying tenderer's previous experience and financial status should be produced along with the tender or when desired by competent authority of the Railways. Tenderers who has/have not carried out any work so far on Indian Railways and who is /are not borne on the approved list of the contractors of Indian Railway should submit along with his/their Tender credentials to establish: (i) His capacity to carry out the work satisfactorily. (ii) His financial status supported by Bank reference and other documents. (iii) Certificates duly attested and testimonials regarding contacting experience for the type of job for which tender is invited with list of works carried out in the past. The tenderer shall furnish full information regarding their experience and the machinery, Plants and testing facilities, available with them for execution of tendered work in the proforma given in appropriate annexure uploaded with the tender document .The Tenderer shall submit the Income Tax, Pan on the name of the Agency or Proprietor.

In case of any discrepancy noticed at any stage i.e. evaluation of tenders, execution of work or final payment of the contract, the master copy available with the railway Administration shall be final and binding upon me/us.

I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.

I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.

The power of attorney in the name of the position authorize to do all correspondence related to work along with the resolution passed by the board of directors. Affidavit stating that the tenderer is the sole proprietor of the said firm in the case of the proprietor firm. Copy of power of attorney may be attached. One Specimen copy of Power of Attorney uploaded with the Tender Document ,please follow that specimen.

The intended tenderer shall get Digital Signature Certificate (DSC)and get registered with Railways for new vendors the procedure is described in the website www.ireps.gov.in in not latter that the stipulated time and date of tender closing .IREPS website should be monitored for any updates or changes
