1 Quoted price for the 80 MLD Sewage Treatment Plant is to be constructed, commissioned in all respect as per conditions and specifications outlined in the tender documents. Preliminary treatment, primary treatment including primary clarification, secondary aerobic biological process (for the removal of carbon, nitrogen and phosphorous) followed by secondary clarification (optional) as specified in the bid document. There shall be sludge handling system based on centrifugation to produce sludge cake. 2 Design, detailed engineering, surveying, supply, installation, construction, testing and commissioning of complete Electro-Mechanical Pumping System (EPS)for Intermediate Pumping Stations (IPS), including pumps (duty and standby), motors, VFDs, internal piping, bends, specials, all valves (sluice, non-return, air valves etc.), instrumentation (level sensors, flow meters, pressure gauges), PLC-based automation, electrical systems, cabling, panels and all associated appurtenances, ensuring full hydraulic compatibility and integration with the 700 mm dia DI K-9 rising main as specified in the bid document, including all civil and mechanical interfaces, supports, fittings, accessories and incidental works; also including provision of an operator room with attached washroom, lighting, ventilation and basic amenities suitable for 24-hour operation, complete in all respects for satisfactory operation and performance as per specifications and approved design..

4 Soil stabilisation/soil improvement around STP and related works.
4.1 Providing, Laying, Compacting on the site to stabilise soil/improve site to the required & necessary geotechnical characteristics complete in all aspects including design of scheme to mitigate the liquefaction potential, complete engineering drawings, installation and testing of test piles, mobilisation of all necessary plant, equipment, personnel to site. The work shall include all leads and lifts, loading, unloading, royalty, carriage, spreading, levelling, compaction, and all incidental operations required for proper completion of work as per specifications and directions of Engineer-in-Charge.
The item shall also include field density testing (sand replacement/core cutter method) at specified frequency, moisture content control, and necessary reworking to achieve desired compaction.
Nothing extra shall be payable for multiple lifts, temporary access arrangements, or working in confined/deep areas.

INTERIM PAYMENT FOR CIVIL WORKS
As mentioned in the conditions of contract, the Contract being both lumpsum type EPC Contract plus three items [Trunk Gravity Sewers, Rising Mains and Soil Stabilisation/Site Improvement] on BOQ basis, the provision of measurement will be applicable only for the assessment of value of work done for inclusion in any interim certificate for part payment to the contractor as provided in the Schedule C of the bid document for EPS portion (CAPEX1). For CAPEX 2 which contains BOQ Items, payment shall be made on the basis of actual work performed.
Each item has been divided into broad components. The Engineer shall assess the value of each component as indicated in paragraph 5 herein below.
For CAPEX1, percentages are to be indicated by the Bidder against each component of each item of civil works, based on the Bidder's best appreciation of the value of the component as related to the total costs of the concerned item as whole. A head titled [any another item(s)] is included in each breakdown of schedule and the tendered shall at the time of tendering indicate any additional items which he considers necessary but cannot be covered by any of the heads indicated in the breakup. However, Total cost of all the Items/any other item in Schedule C8 under “Civil Works”, “Mechanical Works”, “Electrical and Instrumentation, and “Design & Engineering and Vetting” should be within the range prescribed below:

The percentage breakup as indicated in the Schedule may differ from the corresponding to the bidders’ scheme and design and he should take this into account while quoting his lumpsum prices of the items.
INTERIM PAYMENT PLAN
The payments will be released as per following Payment Terms. The total amount of payments to be made shall not exceed the quoted Price. The Employer and Contractor shall make necessary adjustments on payments to be released as the work proceeds based on the actual progress of the works. Tenderer to accept the same without any deviation. Tenders with any deviation on payment terms will be considered as non-responsive and will be summarily rejected.
Mobilization Advance
On specific request of the Bidder for expediting the completion of project at a faster pace, the Employer will issue Mobilization Advance up to 10% of the Contract Value in instalments, any instalment not more than 50% of the Total Mobilisation Advance. The Mobilization Advance shall be given against a Bank Guarantee of equivalent amount valid for the entire construction period of the project. Mobilization Advance shall be interest bearing at rate of 8% simple interest rate. It shall be recovered from each subsequent payment on a pro rata basis up to 80% work completion only.

This is Trunkey job contracts needs project work to be done under quoted cost only. No separate or variation cost will be allowed. Note:
Proportionate pro-rata payment shall be released against part completion of each of the above item. Further it may be noted that payment against supply, installation and final testing & commissioning of equipment’s will be @ 80%, 10%, and 10% respectively against each item category.
Above payment break-up is a prototype and it should be provided for each unit separately. No separate break-up will be provided for manholes, interconnecting pipeline, valves etc. as those will be part of the units for which break-up will be provided by the bidders.
The bidders will be required to provide the basis of the break-up as they have proposed in their bids which will be subject to approval of PMC.

RATE FOR VARIOUS LIQUIDATED DAMAGES FOR NON-PERFORMANCE OF THE PLANT OR NOT MEETING THE GUARANTEED PARAMETERES.
In case the guaranteed conditions are not fulfilled during O&M period, GINIDA will have right to impose penalties on contractor for various items as per the following rates:
1 For failing to meet effluent quality standards (Applicable for the period when the treated effluent quality is not equivalent to the guaranteed effluent quality). Twice the Total O&M cost of the period of failure calculated proportionate to the quoted monthly cost (to be calculated from yearly cost), subject to a maximum of the O&M cost for one year.
2 Consumption of chemicals: (Applicable for the period of using excess chemicals over and above guaranteed chemical consumption) Double the rate of chemical as quoted by the contractor x (Actual chemical consumption - Guaranteed chemical consumption)
1. For all payment calculations, a month shall consist of 30 days.
2. The bidders will indicate per M.T. Cost (s) of chemical(s) they have considered for O&M period, for calculation of penalty, if any, for item No. (2) above.
3. The Contractor shall make necessary arrangements to measure the quality of raw sewage being received by the proposed plant and the quality of treated effluent from the plant, so that GNIDA can maintain a record register of the performance of the plant.
To ascertain the quality of sewage, to decide the performance of the necessary tests will be carried out in the approved laboratory, in the presence of the PMC officials and representative of the contractor. This test result will be considered as final and binding on both the parties and the same will not be contested separately.
Rates of electric charges per unit shall be worked out on the basis of demand charges, commercial power charges, equipment charges, misuse charges if any, meter rent, electrical tax and any other charges levied by power distribution agency.
