DESIGN, MANUFACTURING, SUPPLY AND INSTALLATION OF HIGH CAPACITY SEMI- AUTOMATIC COUPLER.

Special Eligibility Criteria

   A. Bulk Order : The supplier should have designed, manufactured and supplied Semi permanent coupler either with Type- 10 head or with a ombination of Type- 10 head & intermediate tube for trains operating at 200 kmph or above on at least 200 coaches or their principals have designed, manufactured and supplied the system for for trains operating at 200 kmph or above on at least 200 coaches. The couplers installed by the tenderer in the past should have completed minimum 2 years satisfactory service till the date of advertisement of the tender. B. For Trial Orders: 1 . In order to promote "Make in India" initiative of Govt. of India, indigenous suppliers will be allowed to design & develop these couplers after approval of design document by RDSO. 2. Subsidiary of OEM/Supplier having experience in manufacturing of Semi- Permanent Coupler / AAR 'H' type coupler and supplying to reputed international Railway like European, American, Japanese or any other developed country is also eligible to submit the offer for trial orders if it is located in India. 3. For Trial Orders (1&2), one rake quantity will be put in service trials for a period of not less than 12 months. Note: Trial Order will be given not exceeding 5% of total tendered quantity, outside the requirement, subject to maximum of 1 rake quantity per vendor.    C . THE FOLLOWING SHALL BE APPLICABLE FOR ALL BIDDERS: 1 . OEM/Supplier or Sub-vendor should have adequate plant and manufacturing capacity to manufacture and supply the couplers within the delivery schedule. 2. OEM/Supplier should have a well established quality control system and organizational set up to ensure adequate quality at all stages of manufacture. 3. Clause-wise compliances for the RDSO specification RDSO/2017/CG07 Rev.01 shall be submitted. 4 . OEM/Supplier not submitting the above mentioned requisite information should note that incomplete offer is liable to be rejected. D. Definition of OEM/Supplier as per specification: 1. OEM/Supplier means the firm/company that has designed & developed High capacity SemiPermanent Couplers and mentioned in clause 1.4 of Annexure- CB and on whom order for supply of couplers, draft gears and associated components, in full or parts as per this specification may be placed. 2 . i) Suppliers (who are not OEMs) will be considered based upon a valid MOU/Agreement. ii) The MOU/Agreement should clearly state that the OEM undertakes to fulfill the warranty and support obligations with respect to technology up gradation as and when required for the system assembly, even in case the MOU/Agreement is rescinded at some later stage throughout the life of the product. 3 . Sub-vendor means any firm or company from whom the OEM/Supplier may obtain an item of supply not necessarily manufactured by the OEM/Supplier himself.

   As per Public Procurement (Preference to Make in India) order 2017, as amended, tendered item is to be procured from Class-1 Local Suppliers only and the vendors who do not qualify to be Class-1 Local Suppliers should not quote in the tender as their offers shall not be considered for any ordering.

   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order, No.P- 45021/2/2017- PP(BE-II)-Part(4)Vol.II dated:19.07.2024 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

   The estimated value of case exceeds Rs. 10 crores. The local supplier are required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content and attach the same with the offer. This certificate should be mandatorily verifiable through UDIN (a system generated unique number which is generated to verify the authenticity of documents attested/certified by these professionals) from the websites prescribed by GOI from time to time. In case any discrepancy/divergence is noted during the verification of Local Content Certificate (LCC) through the UDIN, then that offer shall be summarily rejected and no back reference shall be made in this regard. In case the LCC submitted by the bidder is not verifiable through UDIN (in case of LCC not bearing the UDIN or it is illegible), that offer shall also be summarily rejected.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of Offer: No deviation from the offer validity period stipulated in the tender is permitted.

   In case any discrepancy/divergence is noted during the verification of Local Content Certificate (LCC) through the UDIN, then that offer shall be summarily rejected and no back reference shall be made in this regard.

   In case the LCC submitted by the bidder is not verifiable through UDIN (in case of LCC not bearing the UDIN or it is illegible), that offer shall also be summarily rejected.
