Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Contractors Should be registered with KPWD Class-3 and above Registration

Total value of civl engineering works executed and payments received in the last five years (year-wise)

Bidder should upload List of existing commitments and ongoing work

Bidder should upload List of works for which tenders already submitted

Banker Details

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non accessibility of KPP portal due to internet connectivity issues and technical glitches at bidders end

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The cost of the Tender form shall not be refundable

The employer is not responsible for any delay in accessing KPP Portal

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval.

In the case of the death of the contractor after executing the agreement / commencement of the work, his/her legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW2

The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given Clause 24.1 of ITT for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 & 24.3 of ITT and Clause 44 of the Conditions of Contract.

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost.

All the items in the tender including all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer in charge of this work

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should identify the client.

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

Contractor should follow strictly the prevailing rules of labour act &The contractor should employ only registered labours as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009

Estimate rates are excluding GST as per common SR 23-24 Continued to 2026-27 and prevailing GST (18% of amount put to tender) amount is kept in form of lumpsum and in sanctioned estimate according to guidelines in common SR. Therfore, amount put to tender and ECV amount are excluding GST. KPPP portal format has no option to add GST separately at the stage of Draft Tender Schedule (DTS) process for overall amount put to tender, tender has been inviting through an option with INCLUSIVE but the item wise rate does not include GST. Hence GST will be paid separately for the quoted amount accordingly.

The Defects liability period is one year

The difference amount submitted by the contractor for the work will be released after successful completion of the work and receiving final bill and the 5% amount (Security deposit) will be released after completion of defect liability period

As per Government circular no: FD 355 EXP 12/2024 dtd 01.08.2024, Letter of Intent (LoI) will be issued in Karnataka Public Procurement Portal 2.0 software, contractor has to accept LOI online and submit the BG s through KPP portal within 20 days. if not tender will be rejected as per Guidelines.

Conditional tenders will not be accepted

The Work Completion period is 6 months

The Contractor should carry out the work as per criteria mentioned in the Description of Items

For SC & ST ,CATEGORY II A & CATEGORY I Contractors:- As per G.O.No.FD 611 EXP-12/2023, Bangalore Dt:03.02.2024 & G.O.No.FD 506 EXP-12/2024, Bangalore Dt:20.08.2024 Security Deposit for an amount equivalent to 5% of the Contract price shall be deducted in every running bill. However, in case of 1st & Final bill the entire security deposit will be deducted from the final bill.

For SC & ST ,CATEGORY II A & CATEGORY IContractors: As per G.O.No.FD 611 EXP-12/2023, Bangalore Dt:03.02.2024 & G.O.No.FD 506 EXP-12/2024, Bangalore Dt:20.08.2024 ITT clause 3.1- KW-2 Assessed available tender capacity is AxNx5-B

For SC & ST, CATEGORY II A & CATEGORY I Contractors: - As Per G.O.No.FD.645/EXP-12/2025, Bengaluru dated 18.11.2025 For Reserved Works Additional security for unbalanced tender is Not Applicable

The contractor / supplier shall attach scanned Bank Guarantee along with the bid on KP-procurement portal and submit the original Bank Guarantee to the Executive Engineer PWD Division Kolar on before the last date and time notified in the Tender Document to the Tender Inviting authority. If The Contractor fails to submit such tenders will be rejected.

Contractor should not have gone through termination of any work
