Special Eligibility Criteria

   This item to be procured from RCF approved/Developmental sources registered under RCF Item ID No 2400023, Sub item ID No 2400023001 & 2400023002 as available on ireps vendor directory. The status of firm shall be reckoned as on date of tender opening and not thereafter, unless changed because of downgrading/removal/suspension/banning. If a vendor falls in "Approved" and in "Developmental" category both for different Sub item ID, he will be considered in approved category. BULK ORDER: - Railway reserves the right to order entire or bulk quantity on RCF approved sources. DEVELOPMENTAL ORDER: - The development orders may be placed on firms which are unconditionally approved by RCF as developmental vendor as per Para 1.3.1 of Annexure-B of WCRs e TENDER DOCUMENT FOR SUPPLY CONTRACTS. Note :- (i) In case there are not more than three Indian Suppliers categorized as Approved Vendor for a particular item, unconditionally approved developmental vendors ( without any condition of prototype / field trials etc) can be considered for placement of bulk order without any quantity restrictions as per Para 1.3.1 of Annexure-B of WCRs e TENDER DOCUMENT FOR SUPPLY CONTRACTS. (ii) CONDITIONAL APPROVAL BY RCF FOR FIELD TRIAL: - When a firm is approved by RCF for developmental orders but with conditional approval subjected to field trials of the specific quantity as on the date of tender opening, firm should attach the details of orders received already. In case firm do not attach details, it will be presumed that firm has not received any order for the tendered item & such firm shall be considered only up to 20 % of net procurable quantity or the balance quantity required for field trial whichever is minimum. However, if after opening of the tender, such firms receive any order, it will be responsibility of the firm to inform it to this office at the earliest. In case the firm get any order against this tender but RCF do not entertain the order for carrying out trials/ inspection then the order will be cancelled as per relevant instructions mentioned in the tender conditions.

   (iii) CONDITIONAL APPROVAL BY RCF SUBJECT TO PROTOTYPE APPROVAL: - When a firm is approved by RCF for developmental orders with remarks that "Supply (even for field trials, whichever applicable) shall commence only after approval of the prototype by the RCF as on the date of tender opening. Offer of such firms shall not be considered for any order & no back reference will be made in this regard & communication received after opening of tender will also not be entertained. TENDER SPECIFIC AUTHORISATION: - The offers received from traders / firms not approved by RCF shall be accompanied with authorization from RCF approved source having clear authorization for supply of tendered item & mention of tender no and opening date. Thus offer shall be accompanied with the tender specific authorization letter from their manufacturer on their letterhead along with the tender. No back reference will be made in this regard & communication received after opening of tender will also not be entertained. The material supplied by the traders will be inspected at the RCF approved manufacturer premises by the inspecting agency before supply.

   PLASTIC WASTE MANAGEMENT RULE 2016 :- "It is certified that for execution of this contract, the plastic packaging material or commodities which are made out of Compostable Plastic or Biodegradable Plastic shall be purchased from firms having certification by CPCB for manufacture or sale of plastic packaging or commodities made from Compostable Plastic or Biodegradable Plastic as per rule 4 (4) of Plastic Waste Management rule 2016. It is also certified that we shall also not use any other category of plastic, such as Bio Compostable or Oxo-degradable or Oxo-bio-degradable or the like, which are not recognized under Plastic Waste Management Rule 2016 with all amendments."    Jurisdiction of Court :- As per Para 2703 of IRS Condition of Contract the Courts of the place from where the acceptance of tender has been issued shall alone have jurisdiction to decide any dispute arising out of or in respect of the contract.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   The offer shall be kept valid for acceptance for a minimum period of 90 days from the date of opening of the tender. In case the tenderer stipulates validity period of less than 90 days, the offer may be treated as unresponsive and liable to be ignored.
