3.2 To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26. b. Satisfactory completed (at least 90% of the contract value), as prime contractor, at least one similar work such as Construction of New Tank/Lakes /Percolation tanks /Improvements to tanks/Rejuvenation to tanks/lakes/ Construction of Canal / Improvements to Canal / Construction / Improvements to Storm water drain of value not less than Rs. 3177.00 Lakhs.
3.2 To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e., 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25. c. Executed in any one year following minimum quantities of work. 1) Earthwork excavations and Embankment in combined Quantities- 99350.00 Cum. 2) Cement concrete (both PCC & RCC)-30963.00 Cum. 3) Reinforcement of Steel-2406.00 t. 4) G.I. Chain link fencing-9106.00 Sqm.
a. Availability by owning at least 50% of the required / specified key and critical equipment for this work and the remaining 50% can be deployed on lease / hire basis for all works provided, the relevant documents (Commitment agreements, RC book, Purchase invoice, sale deed, hire/lease deed , latest B-extracts, latest insurance copy etc.,) for availability for this work are furnished. 1) Excavator- 06 Nos (03 Own and 03 Hire / Lease) 2) Lorry / Tipper- 08 Nos (04 Own and 04 Hire / Lease) 3) Concrete Transit Mixer / Self loading concrete mixer- 06 Nos (03 Own and 03 Hire / Lease). 4) Vibratory Roller / Power Roller- 02 Nos (01 Own and 01 Hire / Lease)
3.2 To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26. a.Achieved in at least two financial years a minimum financial turnover (i.e from 2021-22 to 2025-26) (in all classes of civil engineering construction works only) of Rs. 12707.00 Lakhs.
b. Liquid assets and /or availability of credit facilities of not less than Rs. 2238.09Lakhs (Credit lines/letter of credit/certificates from banks for meeting the fund requirement etc.) in the format to be as prescribed below:

A copy of the Contractor Registration Certificate for Class-I.

GENERAL CONDITIONS OF CONTRACT
Sl No Conditions
1 Tenders from Joint ventures are not acceptable.
2 Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
3 Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs 7500/-) soon after contract has been issued to bidder
4 It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
5 EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
6 Conditional tender will not be considered and will liable for rejection.
7 Tender application amount will not be refundable.
8 The contractor has to complete the bid (quote the rates) for all schedule B items of the works mentioned subleasing / GPA of work is prohibited.
9 The Contractor shall pay the Earnest Money Deposit EMD & Tender Transaction fee in the KPP portal using any of the payment modes like Credit Card, Direct Debit, National Electronic Fund Transfer NEFT, Over the Counter OTC, E-Bank Guarantee (As per Govt. Circular No. FD 5 EXP 12 2023 dated 10.02.2023) and Part of EMD Payment shall be paid in Insurance Surety Bonds issued by Insurance Company authorised by Insurance Regulatory and Development Authority of India (As per Gazette No. FD 944 Exp-12/2024 dated 03.04.2025, Govt No. MID/735/MIS/2025 Dtd: 03.12.2025)
10 The tenderer shall scan and upload all the original documents required for this bid to the KPP portal. The original documents shall be produced at the time of physical verifcation otherwise the tenders will be treated as Non- responsive & liable for rejection
11 One percent of the bill amount of the successful tenderer will be deducted towards cess as a labour welfare fund
12 The contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorised quality control authority, before execution. Transportation Charges from the site of work to Q.C Lab of all the samples collected for testing should borne by the contractor himself.
13 Original documents should be produced for verifcation at any stage of the Tender process, as and when sought for. Failure to produce original documents will lead to disqualifcation. work done certifcates should have all the CR no, work order issuing date, work completion date and year and it should be signed not below the rank of Executive Engineer
14 The tenderer shall have valid Class I & Above Registration Certifcate.
15 Omission and typographical errors which are in the opinion of the executive Engineer will not be a ground for claims of extra payment
16 During the execution of works, if any minor minerals are required, contractors have to abide by the prevailing rules and Acts applicable to Minor Minerals. As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the Mineral Dispatch Permit MDP obtained from Mines and Geology Department. If Mineral Dispatch permit MDP is not submitted by the contractor along with the bill, the prevailing penalty DMF contribution as per Karnataka Minor Mineral Concession Rules 1994 as amended from time to time will be deducted from the contractors bill.
17 The tenderer has to quote his rate by EXCLUDING GST. However contract will be concluded for the amount (Exclusive of GST) but applicable GST will be paid separately as per the prevailing GST at the time of execution. If the GST rates are revised during the contract period, the Tenderer / Employer has to accept the revised GST rates for making payment / recovery.
18 Executive engineer reserves the right to accept or reject any tender and to cancel the tender process and reject all tenders at any time prior to award of contract, without there by incurring any liability to the affected tendereror tenderers or any obligation to inform the affected tenderer or tenderers of the grounds for the employers action
19 IT & GST will be deducted as per prevailing government order
20 Contractors have to upload the Certifcates of works in hand of any Department/Institutions failing which the tender will not be considered. Action will be taken as per clause26 of SECTION 2: INSTRUCTIONS TO TENDERERS (ITT) incase of incomplete/ false documents regarding works in hand for the calculation of tender capacity
21 If mineral dispatch permits not submitted by contractors for usage of respective minerals for construction the royalty charges with penalty will be deducted from the contractors running bill as per the direction given by concern department or government at the time of payment
22 Restrictions on Public Procurement from Bidders of certain countries as per Government order No. FD 455 Exp-12, 2020 Bengaluru dated: 01-04-2023.
23 The contractor should obtain the Material Dispatch Permit for stone, aggregates, sand and murrumetc will be used in the construction work from the Mines and Geology department at the time of execution and same should be submitted along with the work bill, then for such work bills no Royalty will be deducted. If the contractor failed to submit the Material Dispatch Permit along with the work bill Five times Royalty will be deducted from the work bill as per KMMCR 2016 amendment rule 44(4) and the circular vide No.Ga.Bhu.E/DCB/ DCB/Takte/ 2019-20/4497 Dated : 12/12/2019 by Mines and Geology department
24 All documents to be furnished are to be counter signed by the employer in charge, not below the rank of an Executive Engineer or equivalent
25 Annual turnover certifcate along with Balance sheet certifed/attested by Charted Accountants should be uploaded with 18- Digits system generated unique number (UDIN Number)
26 Liquid assets and/ or availability of credit facilities from banks for meeting the fund requirement should be submitted in the prescribed format as per the state government circular No. GO-FD-CAM/16/2022 (P-2)/, Banglore Dtd 22-08-2022
27 Tenderers shall provide the requested information accurately and in sufficient detail as per section 3 of Bid document as per section (2) of ITT.
28 The Defects Liability Period is 365 Days after the completion of work
29 The tenders are invited as per Standard tender Bid Document KW-4 and shall abide for the conditions contained in Standard tender Bid Document KW-4
30 The rates of concrete items are inclusive for formwork, shuttering, scaffolding and centering works.
